Unemployment Rate Holds Steady At 9.7 Percent In February

WASHINGTON - (CHRISTOPHER S. RUGABER, AP): WASHINGTON - The unemployment rate held at 9.7 percent in February as employers shed 36,000 jobs, fewer than expected. The figures suggested the job market is slowly healing but that significant hiring has yet to occur.

The Labor Department said it wouldn't quantify how the snowstorms that hammered the East Coast last month affected job losses. Some data in the report signaled the storms didn't reduce payrolls as much as had been feared.

Economists had estimated that the storms could inflate job losses by 100,000 or more. That would mean the economy generated a net gain in jobs last month, excluding the impact of the snow, for only the second time since the recession began in December 2007.

The department revised its estimate of job losses for January from 20,000 to 26,000.

Hiring for the 2010 Census accounted for 15,000 jobs, the department said. The government expects to hire 1 million temporary census workers this year.

Many economists predicted the snowstorms would artificially inflate job losses. The storms occurred in the week that the government surveys businesses about their payrolls. Employees who couldn't make it to work and weren't paid aren't included on those payrolls.

But many industries that economists thought might be hardest hit -- construction, retail, and hotels and restaurants -- didn't seem to be heavily affected. The construction industry lost 64,000 jobs, compared with an average of about 40,000 in the previous three months. Retail employment was flat and the leisure and hospitality industry posted a net gain of 7,000 jobs, the first increase since September.

The unemployment rate, which hasn't risen since October, could be bottoming out. Still, 14.9 million Americans are unemployed, nearly double the total when the recession began, and the economy has shed 8.4 million jobs during that time.

Including people who have given up on their job searches or are working part-time but would prefer full-time work, the so-called "underemployment" rate rose to 16.8 percent from 16.5 percent last month. That reflects a jump in the number of involuntary part-time workers. The figure is below October's all-time high of 17.4 percent.

On Thursday, the House passed legislation giving companies that hire the jobless a temporary payroll tax break. Economists doubt, though, that it'll create many jobs. President Barack Obama and the Democratic Party are under pressure to address the jobs crisis in a congressional election year.

One encouraging sign in the report: The number of long-term unemployed -- those out of work for six months or more -- fell for the first time since November 2008, to 6.1 million from 6.3 million. Still, about 40 percent of the unemployed have been out of work six months or longer.

The average work week dropped to 33.8 hours from 33.9 the previous month. That's a negative sign: Employers are expected to increase the hours for their current employees before hiring new workers. Still, that drop could be due to the weather. The department said more than 5 million people worked fewer hours last month because of the snow.

Job losses have moderated sharply in the past year. The economy shed an average of about 700,000 jobs in the first three months of 2009.

New hiring is desperately needed after the worst recession since the 1930s. The economy grew at a 5.9 percent rate in the October-December quarter last year, the fastest pace in six years. But most economists expect the pace of growth to slow to about 3 percent in the current quarter, which won't be fast enough to quickly bring down the jobless rate.

The Labor Department said employers cut 36,000 jobs, below analysts' expectations of 50,000. Analysts expected the jobless rate to rise to 9.8 percent.

So as Obama extended those Bush tax cuts, does he think the trickle will continue? Why would he continue to extend everything BUSH DID TO US? One term seems to come to mind. Howard Dean, Alan Grayson would be worth a chance. Year two and its not one bit better, even worse as local government­s are now gouging the citizens. HC hasnt even begun yet!

I watched a baseball game in which my team was behind by 12 runs in the top of the 8th inning.
So our manager sent in a relief pitcher and although that pitcher struck out the next 6 batters he faced we still lost the game....I wanted to hang that pitcher.

Seeds of our decline have been planted over the last two decadeds and before. These seeds continue to be planted today, while we ignore the results of what was sowed. Half the marriages end in divorce. About 60% of babies are born today to unwed mothers. Half the children drop out of school (70% in major cities); and an additional 25% drop out of college before graduation­. These are the results after spending billions on school and undergradu­ate education.

Senior citizens die in hospitals and nursing homes (raising cost of health-car­e); because their children refuse to care for them at their home in their dying days. Everybody is ready to sue at the drop of a hat ... because we have a right and contingenc­y fee legal system in cahoots with judges.

Leaders in politics (both political parties and all levels of govt.), and various sectors of business, finance, industry, education, media, health-car­e, and other interest groups etc, are only interested in their own selfish well-being­; while robbing society and the country of billions of dollars in assets.

We have to stop the hype and self-glori­fication. Let's start accepting the facts and speaking the truth. Spin has gotten us no where. America continues to live high on the hog; with expectatio­ns that the sky is the limit and we are a rich country. The last three decades should teach us that throwing money at an issue does not solve it. Often it makes the problem worse.

The main reason that companies give for not hiring is the UNCERTAINT­Y factor.

They don't know what to expect in terms of extra taxes and costs when: The Bush tax cuts expire, O's new taxes on those who GROSS, not net, $250 K or more take effect, what the extra costs will be IF/WHEN HC "reform" (LOL), and/or Cap N Trade pass, and the unceasing government spending has them worried as well.

We're likely to see unemployme­nt rates at these levels for quite a while, so save your money and get out of debt IF you can.

If Michael Moore can "see" the second crash that's coming, perhaps those that have derided those who've been telling us the worst is FAR from over (Ron Paul, Celente, Roubini, Laffer, Beck and others) may start to "wise up" as well.

IF NOT, when the next WAVE of bubbles start bursting, it'll pull the rug out from under millions, who've believed the "worst is over" BS those in DC have been feeding us.

"uncertain­ty factor"? That's odd. I thought those guys had all them fancy MBA and knew exactly how to calculate how financial policy will affect them. Isn't that the whole point of an MBA? It justifies their existence. Too bad a lot of them went to the dark side.

I think the other problem may be that in those "fancy MBA" programs they don't address what to do when you're in a depression­, and your government is largely clueless as to how to encourage economic growth, but is GREAT at bailing out cronies and increasing the deficit, while simultaneo­usly continuing misguided policies that devalue the dollar and increase the likelihood of massive inflation.

In other words, there's no: "What to do when cronies own the Government 101"

Based on Obama's actions to date, reasonable people must allow for the possibilit­y that the change Obama promised may include destroying the free market economic system in order to replace it with an economy regulated by government entities.

Hmmm.....u­nemploymen­t numbers are stable, up, or down. Sometimes we hear it is maybe a combinatio­n of all three, depending on who you are talking to of course. All of this can be rather confusing for some of us who can't even determine if we should wind our arses or scratch our watch. Me....well I'm just happy to be sitting here typing this and thinking how wonderful it is my wrinkles don't hurt.
