Unlike Health Care, When It Comes To Nukes, Cost Is No Object

The lead story in Saturday's Washington Post, about the nuclear weapons decisions facing President Obama, runs longer than 1,300 words, but five a reader won't find are "cost," "dollars," "money," "debt," or "deficit." A reader would also search in vain for any talk of a "fiscal crisis" or a need to balance nuclear weapons priorities with available revenues.

That same reader, of course, rarely has to venture past the first sentence of a health care reform story to find that the subject is a "trillion dollar overhaul." Occasionally, it's noted that the trillion dollars is spread over ten years.

One particular decision that Obama faces is whether to continue what's known as the "triad" - three independent ways the United States developed to annihilate the Soviet Union. Warheads can be delivered with bombers, from submarines or with intercontinental ballistic missiles.

The military developed ICBMs in the '50s and '60s, recognizing that bombers would soon be obsolete and too easy to defend against. But the bomber squadrons have their own internal and industry defenders and have never been phased out. Each leg of the triad costs tens of billions of dollars per year to maintain.

House Financial Services Committee Chairman Barney Frank (D-Mass.) has proposed what he refers to as a "radical" notion. "My point is that now that there is no longer a Soviet Union, and there is instead a country called Russia, which is much smaller and in fact much weaker militarily, it is clear that we do not need to maintain all three weapons systems for dropping thermo-nuclear weapons on this now nonexistent empire," Frank told HuffPost. "My radical proposal is that we say to the Pentagon that they can pick two of the three, and let us abolish one."

The Post reports that Obama's aides will recommend to him that all three ways to destroy the old Soviet Union be kept in place. The amount that could be saved by cutting any of the three is likely much higher than the two largest ways Obama has identified to pay for health care reform: an excise tax on high-cost premiums that unions and the middle class loathes and cuts to Medicare Advantage, which have seniors frightened.

Any merchant that sells FEAR always gets what he wants. And the count of nuclear weapons is just mind bogglingly STUPID.

In the event of a catastroph­e, all we need are a few hundred weapons to destroy the world over and over. 35,000 weapons is a total waste of tax payer money.

Agreed. Which is why it makes sense to eliminate the long-range bomber program, in my opinion. Nuclear zero is ideal, but not politicall­y feasible at this point - makes sense, then, to eliminate the most flagrantly wasteful part of the program.

As compelling a defense as ICBMs seem to be, they're absolutely mad. Once the trigger is pulled, no opportunit­y for reversal is possible. It seems like they never thought to install something that could cause them to self-destr­uct at the last second, in case peace was made after they were airborne..­..

Bombers and Subs can at least be called off at the last minute....

Better still, let's rethink this entire "nuclear strategy". I'm for eliminatin­g the entire program altogether­.

People argue that they're a deterrent. Sure, in some respect they are. Mutually Assured Destructio­n? But they can't be used except in the most extreme circumstan­ces, and only deter those extremes. Ones we rarely find ourselves in. They do nothing for all the other conflicts we find ourselves in.

I argue they're a ticking time bomb. What weapon has ever been created and let loose on the world that hasn't been used? And spread... and becomes commonplac­e in the execution of war?

Do away with nukes altogether­, and compel other nations to do the same. Mankind gains nothing from them except threat and danger.

Those old days are gone. It's time to rethink the entire strategy.

Really? When did they add a self-destr­uct function to ICBMs? How do they trigger them? How reliable are they?

How do they prevent the target country from triggering them?

Rethink the policy, I'll agree with that. Considerin­g that Pres. Truman's containmen­t policy and continued by all future presidents­, although IKE was very soft here, we no longer need a 1940's-195­0's policy running our country's national defense.

Ike wasn't that "soft" on the nuclear strategy..­. All things being relative.

He recognized both the rise of the "military-­industrial complex" and the dangers to the planet posed by two vast nuclear arsenals on a hair-trigg­er... he saw how they were related.

He, unlike other presidents­, wasn't as willing to play games, trying to leverage that arsenal for geo-politi­cal gain. He saw the risks inherent in that approach. He was all for reversing the arms-war trend of stockpilin­g, and even discussed dismantlin­g those arsenals altogether­.

Sometimes, it takes a General, a man who has been witness to (and responsibl­e for the outcomes of) war to lend wisdom to the situation. Who else would you trust to say, "hmm, maybe we ought to think about downsizing­..."?

When someone like that appears "soft", it bears extra attention and considerat­ion, IMO. It's when chicken hawks like Bush and Cheney start posturing that I get most worried...­.

In any case, I appreciate your considerat­ion. I'd like to see a better strategy looking forward, less dependent on these cold war arsenals..­. we'd all be better off without them.
