WASHINGTON — A group representing Catholic hospitals Saturday rallied behind President Barack Obama's health care bill ahead of a House vote in which anti-abortion lawmakers could play a decisive role.

The chief executive of the Catholic Health Association, Carol Keehan, wrote on the group's Web site that although the legislation isn't perfect, it represents a "major first step" toward covering all Americans and would make "great improvements" for millions of people. The more than 600 Catholic hospitals across the country do not provide abortions as a matter of conscience.

The association's support widens a split among abortion foes on whether the bill goes far enough to prevent taxpayer funding for the procedure. House Democratic leaders are trying to turn that debate to their advantage as they press for a vote on Obama's bill as early as this coming week. Winning over even a handful of anti-abortion Democrats could help Speaker Nancy Pelosi, D-Calif., find a clear path to the 216 votes she needs for passage.

Major anti-abortion groups, including the U.S. Conference of Catholic Bishops and the National Right to Life Committee, are adamantly opposed to the legislation, preferring stricter restrictions passed last November by the House.

Keehan said in an interview that she believes the approach now in the bill would work just as well to keep federal dollars from being used to pay for abortion.

"On the moral issue of abortion, there is no disagreement," Keehan said. "On the technical issue of whether this bill prevents federal funding of abortions, we differ with Right to Life."

The current legislation would allow private insurance plans operating in a new insurance marketplace to cover abortions, provided they do not use taxpayer funds. What makes that tricky is that many of the plans' customers would be receiving federal subsidies to help pay their premiums. So the legislation requires plans offering abortion coverage to collect a separate premium from their policyholders. Those separate checks would have to be kept in a different account from money for other health care services.

The abortion provisions Obama's bill are identical to those in the Senate legislation that passed on Christmas Eve. But the bishops and National Right to Life prefer the approach in the House bill.

The House bill prohibited any plans receiving federal subsidies from covering abortion. Women desiring insurance coverage for the procedure would have to buy a separate policy.

Federal law since the 1970s has forbidden the use of taxpayer funds to cover abortion except in cases of rape, incest or to save the life of the mother. But many private insurance plans cover abortion as a legal medical procedure. How to deal with the divisive issue in health care overhaul was a source of controversy from the beginning.

Douglas Johnson, legislative director for National Right to Life, dismisses the segregation of funds called for in the Senate bill as a bookkeeping trick. His group has served notice it will count any vote for the House bill as support for taxpayer-funded abortion. The bishops reiterated their opposition in a letter to Congress on Friday.

"No Catholic hospital executive has ever turned out hundreds of volunteers to man the phone banks or walk the precincts for an endangered congressman or his challenger," Johnson said in response to the hospital group's announcement.

Keehan said she'll have to agree to disagree.

"We are trying to respect other people's conscience and views," she said. "But we also weigh in with our conscience and views. We think this bill is a good first step to health care reform."

Please understand, the Catholic Health Association has nothing to do with the Catholic church. The CHA is a trade association for Catholic Hospitals and has nothing, nothing to do with the Catholic church morals or teachings.

When people are unemployed, there are less "charitable" donations at the same time there is higher demand of services.

So with less financial resources available in the church, the government is welcomed to fill in the financial gap so care for the most needy and vulnerable are met.

Good on these people for reminding us of our moral duty as a society!

and Catholics are suddenly going to fall in line and support Obama's public option free, pseudo reform legislation? Most Catholic hospitals like the American people themselves also want a public option .

Carl Rove is right. The Democrats have signed their political death warrant with this terrible piece of legislation that keeps the health insurance companies alive and kicking.

Finally a Religious Organization that has some sense. All Doctors and Hospitals have the choice to provide Abortions or not. This should be a no-brainer for everyone. When are people going to wake up and realize that it is the same as slavery for a woman not to have total control of their own body.
Why do people want to keep women down.
If we were trying to make it against the law for men not to have even ONE of their rights, There would not even be discussion , the men in this world are still considered over women and they fear not having full control...

To my knowledge, Catholic hospitals do not perform abortions. Neither do Catholic physicians.
That's their right and we should not question that right if that is their religious views. So, why wouldn't they support the bill?

Aborion is actually the main wedge issue that the Catholics even agree with the GOP about. Most other issues like Social welfair, social programs and pro-labor issues are things that the Catholic Church supports, but the GOP does not.

What disables and kills working people and their children, what drives people into bankruptcy are the costs of essential non-elective procedures. Cover those basics now.

Cover the basics now, worry about covering elective procedures like "lifestyle" abortions, cosmetic surgery, hair transplants, and Viagra later.

Normal elective abortions are so relatively inexpensive that financially it really does not matter whether they are covered or not, so long as they retain their legal status.

For the poor and abused it can matter a great deal, ColdSnowMan. I think you are way off base comparing abortion to cosmetic surgery, for people who come down on both sides of the issue. You are trivializing a very serious matter.

I don't think he's trivializing it, he's just suggesting in the realm of medical procedures, it's an elective procedure and suggesting not to lose sight of the big picture. Consider that the poor and abused are likely not going to purchase the additional insurance to cover abortions and the irony is the minute you add abortions to an insurance plan with broad participation, the prices are definitely going to go up.

Catholic hospitals have a much better understanding of health care issues in this country than the US Council of Bishops do, they are the ones in the trenches every day providing health care. I'm glad they are in favor of reform.

Common Christian Charity makes health care a human right.

No true US Christian who both understands their religion and the current situation with health care would oppose health insurance reform, including a public option.

so true, SnowMan. Yet when I hear the word Catholic these days I wonder if they are the pro-war Catholics who voted for Boosh, or the social justice Catholics that I grew up with. And the fact that there are so many Catholic hospitals makes me wonder if they are in the for-profit crowd, or the "heal the sick" crowd.

You put it very simply and succinctly, I could not agree with you more. Unfortunately there are many who call themselves Christians who do not really understand or live by the principles.

I have a boss who routinely is nasty and hypercritical of everyone at work. A few days ago he (unjustly) lambasted the second in command in front of the entire staff and customers and then left. The next day I heard him telling someone that after this event he'd gone home and 'read scripture' for a while which made him 'feel better'. It never occurred to him to actually apologize to the person he'd attacked or to the rest of the staff for being unprofessional. Didn't seem to me like he got much out of all that scripture reading; it's not just about reading the bible and feeling pious, it's about learning how to apply what you've read in your every day life. Easy to talk the talk, harder to walk the walk.

Folks that consider themselves Christians and oppose health care for all fail to understand one of the basic tenets of the faith you point out in your first sentence.

The head of the Catholic Church ( The Vatican ) is in Italy, I know they are their own little monarchy but they are in Italy. Italy has government run healthcare and ABORTION is legal and covered in Italy!!!!

I know and I pretty much said that but the land that surrounds it is ITALY and in Italy in the 1970s abortion became legal and it has been put to a vote and it got over 65% of the vote and they still coexist with these heathen/evit Italians WOW!!!

What you say is only half-true.

Abortion on-demand is legal in Italy only in the first tri-mester. And abortion is only free when it is legal.

In Italy, second trimester abortions are illegal except when: a) when the life of the woman would be at risk if the pregnancy is carried to term; b) the fetus carries genetic or other serious malformations which would put the mother at risk of serious psychological or physical consequences

Otherwise abortion is illegal in Italy (with similar rules in the rest of Western Europe).

Only a few countries have complete abortion on-demand at any point in the pregnancy. The US and Canada are the 2 main ones.

Second paragraph is exactly what the democrats tried to pass during the Clinton administration, but the repugs because they as usual wanted all or nothing said NO. They did not want any deal, the strategy for the Repugs to keep us devided and to keep the religious rightwing on their side they can care less about making abortion illegal.

Here is a solution, on your tax return there could be a check off box. Do I want a percentage of my taxes to go to fund abortions. Then you could check yes and write in how much you would like to give that year. $1000, $5000 etc... and those who do not support tax payer funded abortions could check no then all the $$ could go into one big pot of cash and fund clinics that provide abortions. Problem solved.
Just think of all the rich liberals in hollywood who could give millions to get the job done and the people who want no part of this would be giving zero. Everyone would be happy.

Bravo finally someone is thinking of doing the right thing as oppose to playing politics. So sick of all these politicians who claim to be Christians only do go ahead and do nothing for anyone other then there own interest. What happen to love thy Neighbor? And I for one think Medicine should be non-profit and anyone trying to make a profit from it is Non Christian and extremely selfish. Fundamentally this is the question should shareholders of profiteering health corporation or drug company have the right for the sake of profit to screw all of us? Eventually everyone will face this situation and I will never trust a any insurance company with my health.
