Hawaii Birthers Bill: State May Start Ignoring Requests For Obama Citizenship

HONOLULU — Birthers beware: Hawaii may start ignoring your repeated requests for proof that President Barack Obama was born here.

As the state continues to receive e-mails seeking Obama's birth certificate, the state House Judiciary Committee heard a bill Tuesday permitting government officials to ignore people who won't give up.

"Sometimes we may be dealing with a cohort of people who believe lack of evidence is evidence of a conspiracy," said Lorrin Kim, chief of the Hawaii Department of Health's Office of Planning, Policy and Program Development.

So-called "birthers" claim Obama is ineligible to be president because, they argue, he was actually born outside the United States, and therefore doesn't meet a constitutional requirement for being president.

Hawaii Health Director Dr. Chiyome Fukino issued statements last year and in October 2008 saying that she's seen vital records that prove Obama is a natural-born American citizen.

But the state still gets between 10 and 20 e-mails seeking verification of Obama's birth each week, most of them from outside Hawaii, Kim said Tuesday.

A few of these requesters continue to pepper the Health Department with the same letters seeking the same information, even after they're told state law bars release of a certified birth certificate to anyone who does not have a tangible interest. Responding wastes time and money, Kim said.

Both Fukino and the state registrar of vital statistics have verified that the Health Department holds Obama's original birth certificate.

The issue coincides with Sunshine Week, when news organizations promote open government and freedom of information.

"Do we really want to be known internationally as the Legislature that blocked any inquiries into where President Obama was born?" asked Rep. Cynthia Thielen, R-Kaneohe-Kailua. "When people want to get more information, the way to fuel that fire is to say, 'We're now going to draw down a veil of secrecy.'"

Nobody at the hearing questioned the fact that the president was born in Hawaii.

Attorney Peter Fritz asked why the state would pass a law punishing repetitive requests for open records. Instead, the state could simply say it would only answer each person's question once.

If the measure passed, the state Office of Information Practices could declare an individual a "vexatious requester" and restrict rights to government records for two years.

The committee will schedule a vote on the measure, said Chairman Jon Riki Karamatsu, D-Waipahu-Waikele.

___

The measure is SB2937.

Fair's fair: it's complely obvious that the requester is going to ignore whatever Hawaii sends them. Why shouldn't Hawaii cut out the middle man?

Did anyone see that clip from Rachel Maddow where the Atty Gen from the state of VA was siding with the birthers? It's outrageous and it was yesterday's show..got to rachel.msnbc.com and click on the link that says Virginia is for haters... it's ammmmaaaaaazing. These people are not only birthers they hold public office and their choo choos have clearly jumped the freaking tracks...what the heck, man... these guys are nuts

What would be the logistics involved in lining up all the birther people who wanted to see President Obama's original birth certificate, were it permitted? All of these people would have to go to Hawaii . The actual original birth certificate would have to be housed in some display case so that it could be viewed by each individual as they passed the viewing station and stopped to peruse it intently. These people are in leave of their senses if they imagine that anything like this could be actually implemented. The idea of seeing anyone's' original birth certificate is absurd. There has never been any provision for that in any municipality.

Well the problem is that only people with a viable interest are allowed to request it or even see it. When I lost my children's certificates a few years back, I had to fill out paperwork, submitted with identification and why I needed the replacement certificates. And it doesn't matter, even if President Obama's certificate were under glass in one of the Smithsonians people would say it was a fake.

They should simply charge for each request, say $100 each. They will either make money or stop the stoopid requests. And it takes money away from stoopid people. It a win-win.

Precisely right! That and a really HUGE dose of racism, pure and ugly. And obscene is the ONLY way to describe the disrespect and utterly base actions of these people. The naked hate is disgusting and I just wish that the REAL American's ie: everyone that is NOT a lunatic, which is thankfully most of us would rise up and demand that these fools, morons and idiots stuff it once and for all. Enough already.. it's gross.

that memorial sign refers to Barack Obama SENIOR, the President's FATHER, who was born in Kenya - NOT the President himself:

you know something, Joe, i hope you 'birthers' get BANNED from Huffington Post, because people like YOU are poisonous liars who apparently get some kind of twisted/perverse pleasure from relentlessly attacking the President with baseless propaganda.

Dear Birthers,

Due to the overwhelming response for Presidents Obama's birth certificate.
Answering each an every request involves both time and man power.
Unfortunately, we will now have to charge for these requests.

Each request is $100.00.

We accept all major credit / debit cards and paypal.

Payment must be made in advance before we can process your request(s).

Thank you.

The Rethugs would only have some Corporation fund their requests unfortunately. This is a big effort by distgrunted people in this country who lost an election and can't get past it. They fear Obama because of their own neurosis and falsely accuse this man of everything they can throw out there. Most "intelligent" people see through it except the MSM, who gives these yahoos too much face time on the TV and other media sources. I don't believe MSM even knows or cares how the vast majority of Americans feel about anything because it isn't really important to them....they serve the same Corporate Masters. Integrity and Truth in American Journalism...pure fiction today. The Republican efforts are highly bankrolled by Corporate efforts and they all have deep pockets. So just remember who is really fronting the message.

I say we ask the birthers for proof of THEIR citizenship. I bet half of them are foreign subversives. Yup, we're talking COMMIES. And I don't care what documents they produce, they can't prove otherwise (at least, not to MY satisfaction).

Hawaii is empowered to enact legislation to stop the constant demands of the Birthers.

Here's an amazing fact that no one seems to know except people who apply for top level positions in the government: The Federal Bureau of Investigation performs an exhaustive background check on all Presidential candidates. This includes document verification, CVs, associations, former neighbors, friends, job history, certificates, clubs, relatives, awards, date and PLACE OF BIRTH, relationships, academic achievement, former addresses, military records, etc.

Is anybody really stupid enough to think the United States of America would let just anybody waltz into the White House and put his or her finger on the Red Button or have access to the highest level of Top Secret information? America has plenty of problems, but it's not completely broken. Some of the same legislators who are hinting at Obama's legitimacy have themselves been vetted by the FBI. The Birther's are fools and dreamers and elected officials who already know the truth are just angling for votes.
02:51 PM on 03/18/2010
I actually do think they are that stupid. Hawaii should send referrals for IQ tests when they respond to these inquiries.

HIPPAA provides for the security of private information; something the anti-government folks always say they support. Likewise it keeps me from getting a copy of your certificate of birth or death which could then be used for nefarious purposes.

Suggestion to Hawaii.........

I don't know what your financial situation is, but if it's like most states, it could be better.

You're missing out on a source of revenue.

Supply and demand. Since there appears to be so much demand for this item you should sell it at a substantial "profit". That would make more sense then denying requests, and also help with the budget.

IMHO anyway.

Health Department spokeswoman Janice Okubo said that the requests are “spurred on by these ‘birther’ blogs who direct them to bombard the Health Department even though they have no legitimate right to the information.”

Many of the requests come from Arizona, Florida, and South Carolina.

One person even said that they had a right to see Obama’s birth certificate because they both had a common ancestor: the biblical figure Adam. “We told them they need to provide some type of legal documentation,” replied Okubo.

Have these birthers been bombarding Panama for John McCains's birth certificate, since that is the country he was born in?
