Lincoln: Obama Never Called Me On Health Care, I Had To Call Him

The time may have passed for the president to personally lobby skeptical senators on both health care reform in general and the public option in particular, but it's become increasingly clear that either Obama was personally averse to one-on-one arm twisting or thought it was best to leave the task to aides or allies in Congress.

On Wednesday morning, Sen. Blanche Lincoln (D-Ark.) revealed that the president never reached out to personally lobby her on health care reform. In fact, she claimed that she was the one who had to initiate the phone calls, not the other way around.

"I actually called and asked to have a meeting with him and went over to the White House and met with him and visited with him," Lincoln told MSNBC's "Morning Joe." "I think he hates asking people to do things that's contrary to what their gut tells them to do."

One of a handful of conservative Democratic holdouts on health care reform, Lincoln ended up supporting the Senate's final package. But not before she was able to get the public option sacrificed. The Obama White House has repeatedly stressed that it did everything it could to get a government-run insurance plan in the final legislative language. But it's getting harder to believe that argument. Lincoln is now the second senator to admit that they never got a personal entreaty from the president on the matter.

"I'd have to think about this, but I didn't really have direct input from the White House on this," Sen. Joseph Lieberman (I-Conn.) told the Huffington Post's Ryan Grim back in late December.

It would be unfair to say that the president, throughout the past year, has been completely hands-off with Congress during the health care debate. Aides to Obama have worked the Hill for months. And as the process hit its critical moment in recent weeks, Obama's involvement has also picked up. Moreover, as spokesman Robert Gibbs routinely notes, the president must have done something right for health care reform to get to this historic stage. Granting Congress a certain amount of autonomy helped move the process forward.

That said, when the health care debate ends and the retrospection begins, many progressives will argue (justifiably) that the public option might have been saved if the president had been more willing to get his hands dirty. On Wednesday, Rep. Dennis Kucinich (D-Ohio) showed just how persuasive Obama can be -- switching his no vote on health care to a yes vote after the president personally lobbied him on Air Force One and held a rally in his district.

Asked on "Morning Joe" about what she and the president discussed on the phone, Lincoln replied:

"I told him I felt like there was a lot we could do in health care, but I felt like we really needed to be very pointed and thorough about what we were doing. This was actually long before Christmas, because I felt like taking up the Senate Finance Committee bill, which was the only bipartisan bill we passed out of committee, would have been a great place to start, to just take up that bill."

If you give money to the Democratic Party, you are supporting Blanche Lincoln against her primary challenger, Bill Halter, who brought the free clinic to Arkansas that treated over 1,000 people in one day, many people with 2 or more jobs.

Blanche Lincoln has the endorsement of President Obama and the Democratic party. On the day of the free clinic, she wasn't there, because she was at a fundraiser in her honor with Bill Clinton.

If Blanche isn't what you want, then you are talking about going against the party leadership.

President Obama endorsed her. The DLC is funding her campaign.

And they both know his going their to campaign for her would only hurt her. But she does have Bill Clinton doing fundraisers for her.

He only twists the arms of people who are supporting things he doesn't like - like the public option, ERISA waivers to allow states to set up single-payer, a rate authority to force insurers to justify rate increases, and union leaders to force them to back an increase in the tax on ALL workers who have expensive benefits.

He has no issue with those who are against these things.

I think many of the commentors are missing the point. With Kucinich, Obama showed that he had no problem putting the strong arm personally on a member of congress. The sticking point is that it had to be something that he thought was important. Obama was mad at Reid for reinserting the Public Option after Mad Max Baccus left it out of the Finance committee's plan(The only plan of the 5 senate and house plans supported by Obama). This administration made deals with the industry and then used the Baccus Conrad show to fashion the legislation. Like many Senators, the Obama administration gave lip service praise to the idea of a Public Option but in the end came up with the weak bill of Mad Max. The rest of this clap trap is the attempt to provide cover for this administration putting more emphasis on the corporate donations of the health care industry for the 2012 race than they do to the needs of the American people. There are some things that can provide benefits to the American people, if they are enhanced between now and 2014 when most of this stuff comes into play. It also is important to give the Repugs a defeat here. But as progressives, we need to realize that the limitations of this bill, like the killing of the public option, was engineered and executed from the White House.

It is clear that Blanche did not call the people of her district to determine if they wanted health care or not and hopefully they won't bother to call her but vote her out. That is how you send a crisp message to recalcitrant legislators.

No, it probably didn't because she was gettable, just as any Democrat would be if the President really put the heat on. What we all need to understand is that the health care bill as it came out of the Senate was pretty close to what Obama wanted. All the talk about the public option early on turned out just to be talk - especially as Rahm Emanuel began to monopolize the President's ear on the topic toward the end of the summer.

Obama screwed us on the public option. The votes are there now to pass it, if he would change his position, but Congress doesn't want to take on the President AND the insurance companies. They'd all rather have the left mad at them . I am one member of the left who will not forgive them for this and will not lift a finger or spend a dollar on the Democrats this Fall.

You and I disagree on whether she was gettable.
Her state's polls showed people supported the public option and yet she systematically went against it.

I think this "gettable" meme is merely a tactic to try and shift the blame because she knows she's in trouble.

Last time we tried for health reform the Clintons were accused of being too involved and forcing Congress. This time we have a president who did the opposite.

As for your decision, I don't agree with it and I think it's shortsighted but I can see exactly why you came to that decision. A lot of things could have, should have, been done.

Lincoln and Lieberman are day-old toast. Pass the menu, please!
