CENTRAL FALLS, R.I. — A teacher at a failing school where he and all his colleagues are being fired hung an effigy of President Barack Obama in his classroom, apparently in reaction to Obama's support of extreme measures to ensure accountability in schools.

The teachers union on Thursday condemned the effigy, discovered Monday in the teacher's third-floor classroom at Central Falls High School, saying it was wrong and cannot be condoned under any circumstances.

The effigy was found in the teacher's classroom by Superintendent Frances Gallo, Rhode Island Department of Education spokeswoman Nicole Shaffer told The Associated Press. Shaffer said the department would not have any further comment.

Gallo told the AP on Thursday evening that the foot-tall Obama doll that she saw Monday was hung from its feet from a white board and was holding a sign that said, "Fire Central Falls teachers."

"I was deeply saddened," Gallo said. "It's a horrific – a startling – kind of picture when you walk in and see that."

She said that the teacher had been issued a "strong letter of reprimand" and that she considered it an internal matter.

Obama had called the firings in Central Falls an example of holding failing schools accountable. The White House declined to comment Thursday. U.S. Secret Service spokesman Malcolm Wiley said the agency was aware of the doll but declined to comment further.

The president of the Central Falls Teachers Union, Jane Sessums, said in a written statement that the teacher, whose name wasn't disclosed, hung the doll "as part of what he described as a lesson plan."

A spokesman for the union said he could not immediately explain what that meant. He said he did not know how long the effigy had been in the classroom.

The union has been fighting the firings at Central Falls High School, one of the state's worst-performing schools.

All the school's teachers, administrators and support staff will lose their jobs after the end of the school year. Under a plan approved by the state to improve the school, fewer than half could be rehired next year.

Sessums said the teacher who hung the effigy verbally apologized to his students and asked Gallo if he could also apologize in writing.

"He understands that his actions affect not just his students but all of us," she wrote. "There is no excuse for what he did."

Several students and recent graduates interviewed by the AP on Thursday said they hadn't heard about the effigy, which was hung in an area of the school that's used for the English as a second language program. Those interviewed said they hadn't heard anyone expressing anger about Obama's comments, but many were disappointed.

"A lot of teachers supported Obama," said Karen Zuniga, who graduated last year and started a Facebook group to protest the firings.

"He hasn't even been here," said Jonathan Beltran, another 2009 graduate who opposes the firings. "He doesn't know what's going on."

Senior Valerie Florez said emotions have been running high among the school's teachers, with some telling students the firings are unfair and at least one breaking down in tears during class.

This sounds like typical consequences of Bush's No Child Left Behind. Yes, maybe the federal government is mandating it, but the law was passed by a Republican-led congress, and signed by a Republican congress. Obama has advocated repealing large parts of NCLB, but congress hasn't had time yet to take up the issue.

Well if these teachers had done their jobs then they wouldn't be in this mess and they cannot blame their failure to teach on the current president anymore than they can blame leaving every child behind on the previous maroon in chief.

I am amazed at the number of people who enter teaching without the first prerequisite - desire to teach children. I see far too many nasty people becoming teachers in a deliberate desire to be nasty and to impart as little wisdom as possible. If you hate kids do not be a teacher.

Maybe the teachers union is the same as other unions.
When I was in Tech. college back in the late 80's there was a student who sat in back of the class and cheated on all the tests. He didn't talk to other students. A few years later he shows up at the phone company. He was hired as a "permanent"- meaning tenured employee right away.
These are the kinds of employees that big business wants in the unions.

What do these teachers expect, money is tight right now, our peace president is overseeing two wars and we recently rewarded Wall St. for collapsing the economy to the tune of several trillions.

One thing I find interesting about this, when brown people in 3rd world counties mutilate effigies of our leaders our media uses their anger and outrage as tool to portray them as savage gibberish speaking quasi animals. What happens when US citizens do this? Will Faux and Cable Newspeak Network even cover this? This is one person so I doubt they will or will attribute it to one person's lack of character. What if a mob was burning this effigy? I think it's going to be an interesting decade in the US.

Hey I am perfectly OK with this mass firing. Accountability is a good thing.

Now lets make sure we hold ALL of the people responsible for that schools failing grades accountable.

1) Fire all of the teachers and hire back only the ones who were meeting expectations (done)
2) Fine or jail all of the parents who never made sure their kids were passing, did not ask to look at school work assignments, failed to show up for parent teacher conferences or did not supply basic pens and paper supplies to their kids (Won't happen)
3) Fire all of the school board members who allowed a school to go past the first semester without ordering a school wide crackdown on grades. They should have been extending school hours and supplying after school mandatory tutoring at the first sign that they were going to be worst in the state. (won't happen)
4) Do a massive corporal punishment for all the kids who did not stage massive protests when they were not getting the education that will make or break their future lives. A double dose for those who did not do their homework or complain to their parents that the teacher was not teaching. A triple dose for any of them who participated in sports or other activities while they knew they were failing. (won't happen)

When all of that is done I think you can start having issues with some recently elected black guy in Washington.

If you want to be mad at anybody, then you should be mad at the school board. President Obama didn't fire these teachers, so why the teachers are mad at him is beyond me. Their anger seems to be misplaced. He is not the reason this school is failing, he is not the reasons these kids can barely speak English. I feel the teachers are using him as a scapegoat to take the attention away from them not doing their job. The students should be worried about why the can barely speak English and why they aren't graduating from High School.

Kid, I see your sign, but what did you expect, that he would heap praise on a school district where the kids, the teachers, the administrators and the parents all seem to have been on recess indefinitely? Even kids with poor teachers can learn. Where were the parents all that time. It sounds like a community effort.

I agree with what Obama did here. I'm sure he evaluated the situation adequately before throwing in his 2 cents. Anyway, I think it's hysterical that all these teachers who undoubtedly enthusiastically (and probably obnoxiously) supported Obama were drummed out of employment by him.

I'm not partisan, btw. I would think it was funny if we had a Republican President and the school firings happened in TX. Anyway - lol - to say the least.

Who is more wrong? A President who condones the idiotic over-reaction of firing all teachers in a school regardless of how an individual performs, or a teacher who excerises his Constitutional right of free speech? I am a strong supporter of Obama, but when he makes stupid decisions like this, he loses much of that support.

If you actually read the story you'd see some will be hired back! My mother is a retired teacher, she couldn't stand the fact that once some got tenure they just went through the motions, not really helping their students.
Oh, and if you equate hanging the President IN A CLASSROOM as exercising a Constitutional right of free speech, I guess you have no issue with a swastika in a classroom either, right? That has no place in a class!
This school has been under performing for years. It's about time something was done!
