Obama Student Loan Reform

WASHINGTON — Finalizing two major pieces of his agenda, President Barack Obama on Tuesday sealed his health care overhaul and made the government the primary lender to students by cutting banks out of the process.

Both domestic priorities came in one bill, pushed through by Democrats in the House and Senate and signed into law by a beaming president.

The new law makes a series of changes to the massive health insurance reform bill that he signed into law with even greater fanfare last week. Those fixes included removing some specials deals that had angered the public and providing more money for poorer and middle-income individuals and families to help them buy health insurance.

But during an appearance at a community college in suburban Virginia, he emphasized the overshadowed part of the bill: education.

In this final piece of health reform, Democrats added in a restructuring of the way the government handles loans affecting millions of students.

The law strips banks of their role as middlemen in federal student loans and puts the government in charge. The president said that change would save more than $60 billion over the next 10 years, which in turn would be used to boost Pell Grants for students and reinvest in community colleges.

"I didn't stand with the banks and the financial industries in this fight – that's not why I came to Washington – and neither did any of the members of Congress who are here today," Obama said to a supportive crowd at Northern Virginia Community College. "We stood with you. We stood with America's students."

Private lenders still will make student loans that are not backed by the government, and they still will have contracts to service some federal loans. But the change reflected in the new law represents a significant loss in what has been a $70 billion business for the banking industry.

Among many other features, the new law is expected to make it easier for some college graduates to repay loans.

The government will essentially guarantee that workers in low-paying jobs will be able to reduce their payments. Current law caps monthly payments at 15 percent of these workers' incomes; the new law will lower the cap to 10 percent.

About half of undergraduates receive federal student aid and about 8.5 million students are going to college with the help of Pell Grants.

Obama was effusive in his praise for the lawmakers who stood by him on the health care and education legislation. Many of them face tough sells in their home districts over the massive health care legislation, a complex mix of crackdowns on the insurance industry, coverage expansions and insurance mandates.

He was introduced by Dr. Jill Biden, the vice president's wife, who teaches English there.

The Pres is on a roll. After the health-care victory, barely anybody noticed that he pushed 15 appointments through, and the timing of his visit to Afghanistan was perfect, coming the same week the party of no had become the party of faux.

There seems to be one political party that is actually concerned with helping the lives of American people, and it ain't the one with Boehner and Cantor.

In a single stroke of the pen, as announced this morning. Sally Mae announced that their laying off 2500 employees due to this new program. So, now the state of Virginia can support those people.

The taxpayer was supporting those jobs anyway. Think about it. All this bill did was pull federal money from private banks for administering loans that were backed by the taxpayer to begin with. If pulling that federal money results in the loss of jobs, those jobs were, in effect, gov't jobs.

Not wasting money on lining bank pockets is called being fiscally responsible.

Too bad you didn't take out a student loan and LEARN something.
These loans have always been backed by government, but now banks will not be making exorbitant fees marketing, processing and collecting the loans.

YES, Progressive dreams of more people being able to find funds for college is our dream. I guess the dropouts can go to a Teabagger mob party with you.

I don't understand what is so difficult for people like you to understand. The only thing close to socialism here happened in the 70's when the whole gov't student loan program started. And, of course, that's not socialism.

ALL this bill did was keep the taxpayer from paying money to banks for administering loans that were loans from the taxpayer to begin with.

Here is the challenge in the US ... republicans don't want to move an inch towards the government running anything because they believe it becomes a slippery slope. The democrats are saying ... "it's not our intention to have the government run everything ... just where it makes sense". So, both sides battle over wills. So, every time the current administration moves another program or service under the feds, the appearance is that they are socialists.

And part of the reason the dems are doing it is because they believe it will save $$ cutting out corporate corruption. There is absolute truth to both sides. I do hope that we need to find middle ground and not continue down the federally run anything path. That being said, the student loans seem to make sense ... but then you have the government deciding who gets the loans and who doesn't. More slippery slopes. ...

What you say makes sense, but the 'republican' argument in this case does not. What they really have a problem with is the government student loans to begin with, but they don't have the spine to say that. This isn't a government take-over of anything. They were, and still are, federal loans. We the taxpayer just aren't paying a private interest to 'manage' those loans any more.

I like and agree with almost all of your thoughts in this comment.

I would like to submit something for your consideration. When a private entity like a corporation such as an insurance company is in control of your health care, if you disagree with how they are running things, there is little you can do about it save for writing an angry letter.

When a government ran institution is subject to the voters will, if we don't like how they are running things, you can vote them out of office. The Canadians health debate did not end when they enacted universal health care. The system is continually criticized during elections and improved upon based on the will of the people.

I worked for an insurance company for 5 years, you don't want people like that having the final say in something as important as your health. People on my team were promoted, paid, and I personally received bonuses, sky box tickets, cruises and cash, based solely on how many claims I denied per month.

I will get worried when the government starts trying to control information or speech. Call me when the government is trying to take over Nike, or McDonalds. Thats when we have trouble. But the freedom to vote for proper health care, is not a freedom we have yet, and I hope someday we will. For now, we are subjugated to the will of for-profit organizations of which we have no say in.

You could argue that the government is getting ready to dictate what McDonalds can serve customers based on the Michelle Obama healthy food initiative. But we'll have to wait and see where this evolves.

I'm "currently" happy with some of the changes from the administration. I agree that the balance is needed. Where we came from definitely needed some tweaks to HC and other areas. I'm not convinced Obama handled the financial institutions very well with the TARP.

Of course for those individuals who are strangely convinced that an alleged two thousand year dead dude will appear presto floating out of mushroom clouds while people vanish into thin air from planes, trains and automobiles (which is no different than those who believe there is a heavenly Hooter's awaiting them after a hard days work at "martyrdom) I don't really think college issues are exactly heavy on their plate

Guys, here's the deal: You cut out the middleman costs, therefore allowing more ka-CHING! to go directly to student loans. More people get college degrees, which means they have greater earning capacity and will therefore pay more in income tax over their earning lives than if they work at McJobs until they start drawing Social Security.

Less expense to provide folks with the education that then places them in a higher tax bracket. What's the problem here?

Um. Federal student loans were always well, federal student loans. The only change that has been made is that taxpayers get the benefits now of shouldering the risk of those loans, instead of middlemen banks.

I seem to have more facts than you do. The CBO said the fair value (including all costs) will INCREASE the deficit by 52 billion. Did Olbermann forget to tell you that?

Wish Obama was president when I started university in 2005. I am graduating as a registered nurse (yes in 5 yrs..lol) this May, but have $36,000 in student loans to pay back. About half is subsidized from the government & I don't have to pay interest but they sure make up for that in the interest I do have to pay....

Just about ever college you apliy to has a limited amount of scholarships that get handed out. So not all students like your who work hard and get A's will get a scholarship. Isnt the fact that you allowed your children to take students loan socialism?

Do you understand that the $68B is taken out of the private sector and shifted to a newly created govt. dept. of bureaucracy?
Do you understand that the qualifications regarding merit and ability to pay back will be dumbed down and wind up in the taxpayers mailbox?
