A Southwest Side man was arrested and charged today with strangling a 3-month-old Shih Tzu puppy, authorities said.
Chicago police responding to a domestic disturbance call in the 6300 block of South California Avenue at about 1:15 p.m. were met by Tiewian Johnson, who told officers he strangled the puppy, officials said.
