Unemployment: More Than 3 Million Americans Jobless For Longer Than A Year, An All-Time High (CHARTS)

First Posted: 06/06/10 06:12 AM ET   Updated: 05/25/11 05:05 PM ET

More than three million Americans have been out of work for at least a year, according to a new analysis of unemployment data.

That represents 23 percent of the roughly 14.8 million Americans out of work and looking for a job -- a post-World War II high. For those 3.4 million Americans, the consequences from such a long time out of work -- a cost of the Great Recession -- can be calamitous.

"[T]he likelihood of finding a job declines as the length of unemployment increases," notes the team led by Ingrid Schroeder, director of the Pew Fiscal Analysis Initiative, a program of the Pew Economic Policy Group and the Pew Charitable Trusts. "People who are unemployed for a long time can lose their job skills. A long unemployment spell can mark them as undesirable, making it more difficult to compete against other job candidates. [Federal] data suggests that workers who are jobless for the longest duration incur the largest reductions in weekly earnings upon returning to work."

To help them cope, Congress has extended unemployment benefits. In some states, the unemployed can claim benefits for up to 99 weeks.

But that comes with a cost.

According to Schroeder's team, the federal government could spend up to $168 billion this fiscal year on unemployment benefits, a five-fold increase from each of the years immediately preceding the recession, which officially began in December 2007.

That's equal to the combined proposed fiscal year 2010 budgets for the Departments of Agriculture, Commerce, Energy, Homeland Security, Interior, Justice, Labor, and the Environmental Protection Agency.

"To help the millions of people who are stuck on the unemployment rolls, Congress has approved extending unemployment benefits beyond the normal 26-week limit," the Pew report notes. "Those extensions cost nearly $44 billion in fiscal year 2009 alone."

That increased federal spending, though, does provide immediate benefits to the economy. For every additional $1 spent on extending unemployment insurance benefits, the economy gets $1.61 in return through people using their benefits to pay for consumer goods and housing costs, among other things, notes Mark Zandi, chief economist for Moody's Economy.com.

The federal government has also increased its spending on food assistance and health care coverage for the unemployed. All told, taxpayers could spend about $258 billion this year alone, up from about $190 billion last year, to help the most vulnerable deal with the effects of the worst economic downturn since the Great Depression -- a crisis caused in part by a reckless financial industry and its lax overseers in the federal government.

A lot of these people are over 50, and for them there is a very good chance this is going to last the rest of their lives.

Many of these people were left behind when we turned the clock to the 21st century. They don't have the skills required to compete in today's global economy. Employer's kept them in low skilled jobs mainly because they could afford to do so, and it was simply too  Read More...

I have to laugh since I am out of work nearly 2 years now. I have sent out hundreds of resumes to no avail. My unemployment ran out June 2009 and I have been temping to try to survive. I have 30 years work experience and have 2 bachelor degrees. I have no faith in the Obama administration to fix this problem nor do I believe in capitalism at all anymore. I do not know why the government does not try to do New Deal WPA type projects. I know so many folks in the same boat as me....

Meanwhile Obama is considering the demands of the "immigration reform" crowd who wants him to grant
amnesty to 12 million or more illegal aliens.

Just think, 12 million more job applicants suddenly added to the unemployed, although now they will immediately qualify for social services and will be allowed to file for their earned income checks from the IRS.

Will it "solve the problem of the undocumented immigrants"?

Did Reagans Amnesty for 6 million solve it? Double the number of the amnestied showed up to await the next one.

If 12 million are amnestied, another 24 million will arrive awaiting the next amnesty.

Here's a hint:

1. Immigration and Reform Control Act (IRCA), 1986: A blanket amnesty for some 2.7 million illegal aliens
2. Section 245(i) Amnesty, 1994: A temporary rolling amnesty for 578,000 illegal aliens
3. Section 245(i) Extension Amnesty, 1997: An extension of the rolling amnesty created in 1994
4. Nicaraguan Adjustment and Central American Relief Act (NACARA) Amnesty, 1997: An amnesty for close to one million illegal aliens from Central America
5. Haitian Refugee Immigration Fairness Act Amnesty (HRIFA), 1998: An amnesty for 125,000 illegal aliens from Haiti

6. Late Amnesty, 2000: An amnesty for some illegal aliens who claim they should have been amnestied under the 1986 IRCA amnesty, an estimated 400,000 illegal aliens
7. LIFE Act Amnesty, 2000: A reinstatement of the rolling Section 245(i) amnesty, an estimated 900,000 illegal aliens.

The current bill to "extend unemployment benefits" is a deliberate misnomer. It only extends the filing deadlines for not-the-longest unemployed workers. The longest term unemployed began exhausting these benefits on March 14. Tens of thousands are following each week. They now have NO income. This was a large segment of our workforce until this depression. They were working, supporting their families, and paying taxes. There is currently no bill to extend these benefits even though almost economists say the money goes right back into the economy as stimulus because the unemployed can't horde the money as the banks have. In fact, we could reverse the progress we've made if this stimulus is suddenly cut off.
There's a petition you can sign in favor of adding another tier to the benefits.

www.change.org/petitions/view/the_99ers_need_a_tier_v_added_to_unemployment_benefits

There is 1 job for every 6 people actively seeking work. We need to make sure there is some financial support for Americans who want to work, until there are jobs available for them.

If you do quick math on the numbers, the unemploymen rate has gone up as agiants what the media is reporting.

Unemployment rate rose from 9.64% to 9.74% both of which are getting reported as rate of 9.7%.

Civilian labor saw 300k new addition for a job creation of only 162 out of which 100k were temp and government.

This is what a $2 trilion bailout has achieved.

Welcome to The New America! Peasants! We are all peasants!

And, did you notice that the banks, and hence The Federal Reserve, are well on their way to owning all of America? Land is wealth. The Federal Reserve Note is just a Promissory Note for you to pay back to The Fed.

Mr. President if you tried to tax or eliminate the Federal Reserve, how fast do you think you'd be assassinated?

While we can get another extension passed, there is a very real possibility that the Republicans will gain enough power in November to refuse to extend unemployment benefits unless the Obama administration begins dismantling the social safety net and any tax credit or benefit program unless it benefits the rich.

Millions of older workers are currently out of work and have very little possibility of being rehired. Many people are just hanging on, hoping to survive financially until they are 62 so they can get at least some money coming in.

We are going to see a huge increase in mortality in "young" seniors - those between 60 to 65, despite health care reform. More and more workers aged 55+ are going to face unemployment. Even with high-risk pools and the ability to force insurance companies to accept pre-exisiting conditions, the insurance companies can charge huge premiums for this care. With no, or little, family income coming in, many people will be too rich to get Medicaid, and too poor to pay for a comprehensive insurance policy - think diabetes, heart problems, cancer treatment.

Although there is some truth to the idea that older workers need retraining, it hasn't helped that we have sent millions of jobs oversees. We are literally pricing ourselves out of an economy, and no one seems to willing to acknowledge this.
05:50 AM on 04/07/2010
And our current health care system helped price us out of that fictional "global economy". The global economy only works if there is a level playing field. Until then, it is just the Worshiper of Money who benefits. To be a Worshiper, you need to have lots of capital. Something most Americans, and most people, lack. Global Kapitalism is only exploitive.

Sadly true your post but I have to disagree with the last sentence. Corportaion have acknowledged sending jobs overseas and they have no soul so they dont care. The President is floating the idea of taxing the hell out of corporations who take jobs overseas. I am all for it!!!!
