Michael Hunter, Former New Orleans Cop, Admits Coverup In Post-Katrina Danziger Bridge Murders

NEW ORLEANS — A former New Orleans police officer told federal authorities he saw a fellow officer shoot and kick unarmed, wounded civilians in a deadly incident on a bridge in Hurricane Katrina's aftermath, marking the first time an officer has provided federal authorities with an eyewitness account of the events.

The former officer, Michael Hunter, pleaded guilty Wednesday to helping cover up the shootings on the Danziger Bridge less than a week after the August 2005 storm.

A court filing Wednesday that describes Hunter's account of the shootings contradicts a police report that said civilians shot at officers before the police opened fire, killing two people and wounding four others.

Seeing no danger to officers, Hunter says he shouted "Cease fire!" after an unidentified sergeant with an assault rifle and other officers opened fire on a group of unarmed civilians who took cover behind a concrete barrier on the bridge.

After they stopped firing, Hunter says he saw several civilians who appeared to be unarmed, injured and subdued.

"(The sergeant) suddenly leaned over the concrete barrier, held out his assault rifle, and, in a sweeping motion, fired repeatedly at the civilians lying wounded on the ground," the filing says. "The civilians were not trying to escape and were not doing anything that could be perceived as a threat."

Moments later, Hunter saw two men later identified as Lance Madison and his 40-year-old mentally disabled brother, Ronald, running away near the bottom of the bridge.

Hunter's statement said an unidentified officer shot Ronald Madison in the back with a shotgun.

"As Ronald Madison lay dying on the pavement, (the sergeant) ran down the bridge toward Ronald and asked an officer if Ronald was 'one of them.' When the officer replied in the affirmative, (the sergeant) began kicking or stomping Ronald Madison repeatedly with his foot," the filing states.

Madison and James Brissette, 19, were killed by police.

U.S. District Judge Sarah Vance said Hunter participated in a "blatant and systematic perversion of justice" and shouldn't be seen as a "hero" for taking responsibility.

"I don't think you can listen to this account without being sickened by the raw brutality of the shootings and the craven lawlessness of the cover-up," she said.

Hunter, 33, of Slidell, faces a maximum sentence of eight years in prison following his guilty plea to one count of conspiring to obstruct justice and one count of misprision of a felony. His sentencing is scheduled for June 30.

Dr. Romell Madison, one of Ronald's brothers, said he didn't know that police kicked his dying brother until he heard a prosecutor read the filing aloud in court.

"The cruelty that my brothers had to endure and the other victims had to endure was heartbreaking," he said.

Hunter's attorney, Townsend M. Myers, said in an emailed statement that his client made "a series of very bad decisions related to what happened on the Danziger Bridge, and what he did in the aftermath of those events. He accepts full responsibility for his bad decisions, and for their consequences."

Two other former officers have pleaded guilty to helping cover up the fact that police shot unarmed people.

Less than a week after the Aug. 29, 2005 hurricane, Hunter drove several officers in a rental truck to the Danziger Bridge, where police shot and killed two people and wounded four others. Hunter allegedly provided a false account of the shootings when he testified before a state grand jury in 2006.

Former Lt. Michael Lohmann and Jeffrey Lehrmann, a former detective, have pleaded guilty to participating in the cover-up, which included a planted gun, phony witnesses and falsified reports.

Someone is probably going to call me nuts; however, at this point, I don't trust various branches/departments in government (whether local, state or federal). I don't trust global corporations ... something is up, and it's not pretty. I'm a progressive and I'm beginning to think that if you voice your opinion and state you are not happy with Republicans or the CIA or whoever, you will be targeted (taps on your phone, whatever). The average citizen has no privacy ... big brother is watching ... and various groups of people are being watched.

After seeing Bill Moyers Journal April 2nd, and reading volumes of articles, I believe people of color should also be watchful.

Progressives who question their government (it could be questioning a Democrat or Republican or some branch of government) or progressives who question associations between government and various global corporations, ... those groups are also going to be watched or have their phones tapped or their correspondence or posts (whatever) under scrutiny.

Again, I know I sound nuts, but I'm really leery. And didn't we just hear that the president has ordered for a United States citizen to be assassinated? Guilty or not guilty ... an order for a United States citizen to be assassinated ... I don't want to sound like some tea bagger, because I'm not. Just something is going on and I don't like it.

The New Orleans police department is the worst in the nation. Anyone recall the video a few years ago of an older black man, a teacher no less, who was just walking down the street in N.O. when he was grabbed by a cop and beaten severely--for absolutely no reason at all ! A cop on horseback tried to shield the beating from photographers. A cop then shoved a TV reporter against a car and threatened him.

The cops there are nothing but vicious thugs. I guess even a black mayor can't get rid of them.

I have no idea why it was scrubbed because I genuinely was reaching out to DCT1999. Basically, the rest of the post went something like: "...if we will each contemplate what the other really meant. It was the GOP then with their racist attitudes and we see the same today with the same or new members in the GOP. The right to bear arms and profits. The WV coal mine disaster, profits vs safety. Apparently profits is more important than human lives. The GOP has not made any comments towards the safety aspects of mining nor will they because their pockets are being lined with contributions. The affected families in WV deserve more. The rhetoric from the right and from the Tea Party is pathetic and does nothing to enhance America"s stature in the world community. Right now, we are our worst enemy.

My personal experience with police officers is that they're often (not all) power hungry, love their guns, and self-segregate into groups (white, black, Irish, Italian, etc). Put a group of those types in a VERY unstable, distraught, dirty, dingy, musty situation and you've got a powder keg.

Now, that's not to say that there aren't wonderful men and women who join the force in order to do what their supposed to -- "protect and serve." I just hope that they aren't scared off by the deep-seated corruption. Think 'Serpico'.

What has happened to the sergeant who did alot of the shooting and stomping? I read the article twice and can't see what his status is. Put him in the prison's general population and I imagine justice would be swift and sure. As it should be.

Though it's obvious the citizens they killed were AAs, I saw no mention of that fact in the article.
What gives? These people were hired to serve and protect yet they committed murder and cover ups. They should all be given life sentences though considering it's Louisiana, it's doubtful they will receive the sentences they deserve.

Hardly, one young officer with a family who was on that bridge shot himself in the head right after. Another had a break-down. A few others quit and left New Orleans in fear of their superiors.

Others have been others have been terrified of talking.

Hunter shot no one. He followed orders out of fear. His Lt. Sgts, and Chief are the culprits, not the rookie ordered to drive.

Nagin pulls the strings on the Chief Riley puppet.

...and to think that these people can do such a thing, go home, kick back, laugh and talk with family and friends, eat, live each day...WITH THEMSELVES. How could you do this and live with yourself? I would self destruct from guilt and horror.

Yes, its been going on a LONG TIME but is accepted by folk like Hunter and is buried. I bet they all claim to be God's children.

I don't wonder. I've seen with my own eyes the "Driving While Black" syndrome. I've driven across this nation and cannot count how many times I've looked over at a car pulled over by a cop and have seen someone with "darker" skin. I see more white kids in supercharged Hondas speeding willfully and getting away scot-free than a average black guy in a BMW who MAY or may not have forgotten to use his turn signal.

As the parent of a severely developmentally disabled teen this this story has sickened me for years .. I hope there finally is some appropriate justice for this case .. somehow I still doubt there will be though.

When are people going to see the handwriting on the wall? Violent video games (including rape) which numb youth, gratuitously violent TV and movies, wearing guns to Starbucks. We are turning on each other and people are making money off of our systematic dismantling. This is how you become a third world: rob the citizenry, take their homes and jobs, dumb down the education system and use fear to have people turn on each other. When you put panic and hatred together, this is what you get.
