Bart Stupak RETIRING: Tea Party Targeted Him Over Health Care Vote

MARQUETTE, Mich. — Rep. Bart Stupak insists that tea party activists outraged over his crucial support of health care legislation didn't run him out of office, but his decision to retire gives conservatives a rallying point as they target Democrats in the midterm elections.

The congressman, an anti-abortion Democrat whose high-profile role in the "Obamacare" debate earned him enemies on the left and the right, said Friday that he's leaving because he's tired and has accomplished his No. 1 goal: improving health care.

"The tea party did not run me out," Stupak told The Associated Press in a phone interview. "If you know me and my personality, I would welcome the challenge."

Stupak had been a consistent landslide winner in his sprawling northern Michigan district, and the opening now offers Republicans a ripe opportunity to regain a seat they held for decades until Stupak prevailed in 1992.

His political foes – tea party activists and abortion opponents – both claimed credit for forcing him into retirement, and Michigan GOP Chairman Ron Weiser declared that the nine-term incumbent had become the first casualty of the battle over health care in Congress.

"Bart Stupak's decision to retire is emblematic of the many Democrats in swing districts who have been forced into casting tough votes in favor politically unpopular policies at the behest of House Speaker Nancy Pelosi," added Ken Spain, communications director for the House Republican campaign committee.

No prominent or well-funded Republican, however, had stepped in to challenge Stupak, who said he was confident of winning re-election. The 58-year-old said he was withdrawing because he was worn out and wanted more family time after nearly 18 years in Congress and the grueling health care battle.

"I've struggled with this decision. I've wanted to leave a couple of times, but I always thought there was one more job to be done," he said at a news conference.

"Since the day I took office, I fought to improve the quality and accessibility of health care," he said. "My No. 1 legislative goal has been accomplished."

Stupak had little national profile before the health care debate. He led a group of anti-abortion Democrats who held out against the legislation until President Barack Obama agreed to sign an executive order ensuring that federal funds would not be used for abortions. That quickly transformed him from the bane of the bill's supporters to the bane of its foes.

As he announced his decision, Stupak mentioned threats he has received because of his stance on various issues, including health care.

"The three o'clock in the morning phone calls, that's people outside the district," he said. "That's not my district. I know these folks. They wouldn't do that. You sort of just ignore it and move on."

Stupak's retirement marked the latest in a series of political setbacks for a party striving to retain control of Congress against a backdrop of recession and high unemployment.

So far, 20 Democrats and 20 Republicans have either resigned or announced they will not run again in the fall, but the equal numbers mask a clear advantage for the GOP. Democrats will be defending at least a dozen potentially competitive open districts, while all but two of the Republican retirements are in generally safe GOP territory.

Democrats currently have a 253-177 majority, with five vacancies that will be filled by special elections before November. It takes 218 to win a majority.

There was no tangible evidence Stupak was in political jeopardy in his socially conservative district. His Democratic primary opponent supports abortion rights, and none of his three Republican challengers had reported any campaign cash on hand.

Democratic strategists said Stupak's name had not appeared on any internal list of party incumbents who might be in jeopardy in the fall.

"Stupak has always had very high personal popularity," said Bernie Porn, a pollster with Lansing-based EPIC-MRA. "I would have difficulty believing the tea party influence in and of itself would have driven him out."

Stupak defeated former state Rep. Tom Casperson with 65 percent of the vote in 2008 while fellow Democrat Obama got 50 percent of the congressional district's vote. Republican George W. Bush carried the district in 2004, while Stupak won re-election.

"People up here are very independent, and they vote that way," said state Rep. Gary McDowell, a Democrat from Rudyard in Michigan's Upper Peninsula. "There's probably more ticketsplitters and more independent-thinking people in this district I would say than probably any other part of the state."

With his retirement announcement, five Democratic state legislators – including Senate Democratic Leader Mike Prusi – say they may run for Stupak's seat. Kevin Elsenheimer, the state House GOP leader, also is showing interest.

Tea party activists, laboring to establish themselves as a force in the 2010 campaign, were particularly vocal. In a written statement, the organization said more than 400 people turned out for a rally it held Wednesday night in Stupak's district, and another, larger event was planned as part of a nationwide Tea Party Express tour.

The group announced a few days ago it would spend $250,000 on radio and television commercials seeking his defeat.

"Stupak was not longer able to hide his betrayal of conservative principles because the tea party movement was determined to educate the voters in his district of his vote of betrayal for Obamacare," said Bryan Shroyer, the group's political director.

Stupak unflinchingly stood up to the White House and the Democratic leadership last year when he helped assure that an early version of the health care bill included strong anti-abortion protections supported by conservative groups.

At the same time, he stressed he wanted to vote for health care legislation, and it was clear he hoped to do so in the run-up to the House's key vote on the final version of the bill last month.

As part of the final compromise, Obama agreed to sign an executive order stipulating that no federal funds would be used to finance abortions as a result of passage of the health care legislation. The step secured the votes of Stupak and a handful of other Democratic opponents of abortion rights, but angered anti-abortion groups who said the order was not enough.

Thanks for voting for HCR. It is and was the right and Christian thing to do.

For the rest of us: we need to remember that the teabaggers, while loud, are a minority - less than 30%. They claim to be the silent majority - yet not so silent. I fear they will find that the REAL silent majority will be defeating their candidates at the polls in Nov. Those of us who have worked so hard for Democratic majorities are not yet ready to give up so easily regardless of the threats from the teabaggers.

I just happend to watch some teaparty clowns/idiots on Fox Noise last night claiming that they all came here to Michigan to stage a protest (I'm assuming in Stupak's district). I haven't seen any of those fools in my part of the state and I get the impression that they are not local people. They certainly wouldn't be welcome where I live. They seem to be taking credit for Stupak's decision not to run for another term. What are these people really about and who is funding these trips they are making to different parts of the country? From what I'm seeing and hearing it appears that they feel that they are gaining control by vile, vicious attacks and treats to lawmakers and their families. I know we live in a free country, but these people are bordering on domestic terrorism and should be observed very closely by law enforcement. I am also appalled by the Faux Noise pundits and Sarah Palin who are inciting these groups with their violent rhetoric. I wouldn't be very comfortable seeing these kind of people in my neighborhood,.

The GOPhers and anti-health care groups, such a Freedom Works, etc., have not been kind to the Dems. When you have the former VP candidate saying "reload," you know that our country is nose-diving.
Providing health care to everyone is the humane Chrisitian thing to do.

Barty made sure to get his name in the news so now everyone knows who he is, then decides not to run again. Me things he set it up so he could become a household name then retire and hope he'll get a good paying job, maybe as a lobbyist in the HC industry. What a tool.

Yup, that is exactly what I think, he's going to take some lobbiest job. He lived at C-Street and his health care stance was probaly cooked up there. He is going on to something that will make him more money, though. That is almost certain.

Those teabagging terrorists are just a bunch of no-nothing idiots. They might like to think that they has some power over Stupak's decision not to run for office again, but those in the know, know differently.

Bart Stupak is leaving because of family issues. He lost a teenage son several years ago due to a gun incident. I know he doesn't need those vile, vicious, teabagging domestic terrorists
threatening and harrassing his family. And those teabaggers who call themselves pro-lifers, while they threaten the lives of others, and Sarah Palin (the poster child of Pro-life) tells them to reload is the height of hypocrisy.

It appears that the tea baggers are not matured to recognize that in a democracy, depending on what party is in office...there will be consequence. We are a nation of diversity which is a good thing. It is funny how the very ones that seek to label the current government as so called dictatorships ...seeks to adopt the mindset of a dictatorship which continually insist that its way is the only valid way and all others need not be identified as Americans. It is an erosion in our democracy that is most dangerous. And in my attempt to be balanced...I also have to acknowledge that the left, also run the risk of sprouting these same seeds of destructive thinking when they do not accept the fact that within the democratic party dwells diversity and the Stupac in the party has an equal voice as the others card carrying members. We need more to stand up for democracy in motion that welcome and celebrates the right to think differently and still be perceived and embraced as fellow citizens.

America is losing her moral fiber cord that made her unique...as a democracy. Somehow our political scene has ushered in an era that has insists that America can only be defined by one party...right or left and I disagree with all my heart. A democracy should celebrate varied ideas and the ultimate goal should always rest with what is best for the country. I am so tired of the Sarah Palins, Rush Limbaughs and Glenn Becks that insists the "only true Americans" are right wingers waving flag and fanning hatred to all others who do not embrace their concept of America. And to be fair there are those in the extreme left who also endorse this belief for their own brand of ideas that is deemed "correct" while ignoring all opposing views. Both posturing are wrong and diabolically oppose to what a democracy should consist of .....the right to think differently than others and still maintain one's identification as an "American." I have to admit that it is more prevalent in the right wing segment but it is none the less hypocritical of the very foundational framework that was etched into our principles as a "free" country.

The World Health Orginazation rate America at 40 and Stupac had to retire because he was brave enough to want to do something about it.That's a shame you have to be brave to want to see people healthier.

He is stepping down because he didnt do what the people in his district ask him to do, Its not just the tea party, its the Republican party, And many in the democrat party, why embarrass youre self , when you know you will loose the next election, just step aside, and there will be many that will leave Washington this way as the election gets closer. As for better health care, Tell me where's the money going to come from? I dont think you realize the monster you have just created.

No one thought he was at risk for not being elected, so he wouldn't have been "embarrassed" by anything.
As far as the "monster we have created," hate to tell you, but no one is refused care at ERs these days, it's just a expensive way we provide care. Having people pay and get a cheaper care via their PCP, should save money.

Stupak said his wife got threats on the phone at 3 am. This actually happened before the health care vote. So...it was a abortion rights lefties making those hateful calls.
