Pay Czar Cuts Salaries For 65 Bailout Executives

WASHINGTON — The Treasury Department said Friday that five big companies still living on federal bailout money will see cash salaries for some of their top earners limited in 2010 so that only five of those executives in this group will be making cash salaries above $500,000.

The Treasury Department said that would be a reduction from 65 officials in this group who sought cash compensation above $500,000 in 2009.

The five firms involved are General Motors and its financing arm GMAC, Chrysler and its financing arm Chrysler Financial and insurance giant American International Group.

These five companies are the only ones remaining under compensation restrictions supervised by Kenneth Feinberg, the Obama administration's pay czar.

On Friday, Treasury released Feinberg's rulings for 2010 covering officials at the five companies below the top 25 executives at each firm. Those officials received their compensation rulings from Feinberg last month.

Friday's rulings cover executives from 26 to 100 at each of the companies.

Treasury officials said that in this group, Treasury had gotten requests to award cash salaries above $500,000 for only five executives, down from requests received from 65 executives in this group last year.

Treasury officials indicated that those five requests had been approved for 2010. In December, Feinberg told reporters that he had allowed about 12 officials in the group of 65 to receive cash compensation above the $500,000 cap.

While these executives will have cash salaries capped at $500,000 this year, their total compensation can be much higher. However, that compensation must be paid in the form of stock with the executives only allowed to cash in those stock payments over a period of three years.

Feinberg structured the compensation packages in this manner in an effort to tie executive performance to the performance of the company.

The announcements Friday were the administration's latest effort to deal with outrage over lucrative pay provided to executives of bailed-out companies while the public struggles with stagnant wages and high unemployment.

Treasury refused to provide information on the size of the total compensation packages for the executives in the 26 to 100 group saying the law governing this compensation did not require this type of disclosure.

For the top 25 executives at each of the five firms, Feinberg told reporters last month that they would see their pay cut by 15 percent this year although even with those reductions, many of them will make millions of dollars when their stock benefits are added.

Feinberg's initial pay rulings were announced last October for seven companies that had received the most money from the government's $700 billion bailout fund. Since that time, Citigroup Inc. and Bank of America Corp. have paid back their government support and are no longer covered by the pay guidelines which only apply to companies receiving exceptional support from the bailout fund, known as the Troubled Asset Relief Program.

Oh snap, looks like there will be a few "summer cottages" in The Hamptons up for sale this year.

Hey, here's a crazy idea. How about instead of fining companies (which does absolutely nothing to curb their bad behavior) or cutting salaries, we start throwing these profit-centric executives in prison for ruining the economy? And I'm not talking about the cushy "country-club" minimum security federal prisons, I'm talking REAL prison, where they have to compete for survival against murderers and rapists on a daily basis. That is the ONLY way these companies are ever going to clean up their acts. Hold the individuals responsible for the mess criminally liable for their greed and poor judgement.

I think you'll find the total wages of all government employees, not counting the military, is less than the total wages of the salaried employees of these companies.

A government employee makes a max of $250K, average $50K.
An executive making $100M = 400 top-paid or 2000 average employees.

you're not even close. there are over 16 million federal employees, including the military and postal employees. these guys average income and benefits are far beyond the average American. aside from the military which has low salaries, but receive food and lodging, the rest are over paid and underworked. times your $50K is 800 billion, not counting healthcare and pensions. cutting 3% from their wages saves 24 billion dollars.

I believe that goes without saying. What I understand is that most of these execs have agreed to go without pay until their TARP money is paid back. The reduction in salaries is a new thing. I read in another article that these paragons of virtue were giving up their bonuses but replacing most of that money by giving themselves a massive pay raise. That's what this $500k limit is set to stop. Because you know these greasy whores are looking for the next trick. The prez needs to head them off before they can do so.

It's truly sad, that PRIVATE industry CAN NOT be trusted to make the right decisions where compensation for their executives is concerned. THEY have PROVEN themselves incapable of adequately policing themselves. The "invisible hand" is NOT working...as the incentives for gaming the system are BETTER than the INCENTIVES for playing fair.

Although the pay czar doesn't have enough power to ensure the "proper" pay structure is instituted to ensure the proper incentives....this is a step in the correct direction. IF corporate America was doing making ethical business decisions THIS type of action would NOT be necessary...Unfortunately the concept of ETHICAL business practices, which work for the benefit of consumers AND business has been lost in the quest for short term gain at the expense of long term viability.

I, am a fan and advocate of "good" ethical business practices, sadly, those who think like me, have been shunned in favor of those who value short term gain over long term sustainability. It's truly a shame and hurts business in the long run.

This decision does nothing for the middle class. Meanwhile, millions loose jobs, and foreclosures are rampant. So some guy making millions gets a pay cut. Oh my god, they will have to cut back on Perrier for their dog. What impact does the Pay Czar have on average working class people? Nothing.

This is precisely the thing that grows the government. If people could be trusted to do what was right, there would be no reason to regulate, tax, police, fund; etc., all the things that need to be dealt with. Conservatives never seem to look at this when they decry the size of government. Well it is growing-in order to correct corruption and protect the people from those who, without regulation, can devastate the country's finances and people's lives. The government needs to wield an iron fist, sometimes. Especially after an eight year lack of regulatory oversight.

Rules should be put in place but it won't do much good

They will find ways around the rules to get money to them.

Whether it is salary, bonus, stocks, etc....

I don't know about that. You know, Bernie Maddof's wife and his children were subject to having their property seized because of what he did. His wife started hiding funds and signing property over to friends and other family members so the the federal government couldn't touch it. They were mistaken. The government went after everything they own and anything that was recently signed over to another party. These crooks will try, but it's a different ballgame, now.

Giving these companies taxpayer-funded bailouts and then permitting them to continue on with the same business practices including overcompensation that probably helped to sink the place in the first place, that's kind of like giving people free government money to have large families that they themselves could not otherwise support. There comes a point of reason, decency, and prudence that must be exercised...

I guess they don't mind the government bailing out big companies after all, so long as the big companies accepting all the money get to stuff it all up the CEO assets. It amazes me that libs get so bent out of shape when people make money. These same people have no problem with the government taking trillions of dollars from the worker and mismanagement it or give it to those who do nothing to earn it. I would rather give my money to someone who at least works for it than to someone who doesn't want to work at all.

So you think that they should be rewarded after taking billions in bailout money from us taxpayers? Goes to show you how much of the right wing koolaid you've been drinking. You think it's ok for these greedy corporations to steal our money, but it's not ok to help people who need it the most. It's these corporations who have taken the money from the workers. Can't you see that? The only redistribution that is going on is that taxpayers' money is going back to taxpayers now, instead of taxpayers' money being give to wealthy corporations in the form of corporate welfare. Weren't these companies that had to get bailed out? So really, they weren't doing their jobs so well, were they? I would say having to get bailed out by the government would warrant a pay cut. At LEAST.
