New Offshore Drilling Projects ON HOLD, White House Says (VIDEO)

WASHINGTON (AP)— President Barack Obama on Friday, in a largely symbolic gesture, promised that no new offshore oil drilling leases will be issued unless rigs have new safeguards to prevent a repeat of the explosion that unleashed the massive spill threatening the Gulf Coast.

The assurance had no immediate impact because no new leases are scheduled for the coming months. But the White House hopes to address slipping support in Congress, and among environmentalists, for Obama's planned expansion of offshore drilling.

Obama ordered Interior Secretary Ken Salazar to report within 30 days on what new technologies are needed to tighten safeguards against oil spills from deep water drilling rigs.

"We are going to make sure that any leases going forward have those safeguards," said Obama at a White House Rose Garden event.

The president sought to reassure the jittery Gulf Coast that Washington is on top of the mounting oil spill crisis, saying people's livelihoods and a region's ecology are at stake.

His declaration on future lease sales is not expected to have any immediate impact.

White House spokesman Ben LaBolt said no oil production is being halted and there are no new drilling lease sales in the pipeline for the 30-day period Salazar has to get the report back to Obama. Oil rigs and platforms currently operating in the Gulf are being inspected by the Interior Department.

Interior has two lease sales scheduled for Gulf waters later this year and four more in the Gulf and off Alaska in 2011. The first offshore leases under an expanded drilling plan announced by Obama a month ago would be issued for waters off the Virginia coast in 2012 at the earliest.

Obama spokesman Robert Gibbs told reporters Friday that he wouldn't rule out changes to Obama's offshore drilling plan, pending the results of Salazar's report.

It's still unclear what caused the explosion on the BP rig more than 40 miles off the Louisiana coast.

But foreshadowing the possible legal fallout from the increasingly menacing oil spill, the Justice Department said Friday it was sending a team of attorneys to New Orleans to meet with the U.S. attorney and response teams and to monitor the spill.

"The British Petroleum oil spill has already cost lives and created a major environmental incident," Attorney General Holder said in a statement. "The Justice Department stands ready to make available every resource at our disposal to vigorously enforce the laws that protect the people who work and reside near the Gulf, the wildlife, the environment and the American taxpayers."

Several civil suits already have been filed by private lawyers in the Gulf region.

Government officials said the blown-out well 40 miles offshore is spewing five times as much oil into the water as originally estimated – about 5,000 barrels, or 200,000 gallons, a day. The oil slick could become the nation's worst environmental disaster in decades, threatening hundreds of species of fish, birds and other wildlife along the Gulf Coast, one of the world's richest seafood grounds.

In his remarks Friday, Obama cited a series of federal interventions in recent days, all designed to blunt the oil spill's impact and put people at ease.

"Let me be clear: I continue to believe that domestic oil production is an important part of our overall strategy for energy security," Obama said. "But I've always said that it must be done responsibly for the safety of our workers and our environment."

Obama said that oil company BP ultimately is responsible for the crisis, but that the federal government is fully prepared to meet its responsibilities to communities.

Gibbs wouldn't say whether the White House has confidence in BP's handling of the incident, only telling reporters Friday that the government "has had oversight over this the entire time."

Earlier, a top adviser to Obama said no new oil drilling will be authorized until authorities learn what caused the explosion.

David Axelrod also defended the administration's response to the April 20 accident, saying "we had the Coast Guard in almost immediately."

He deflected comparisons with the government's slow response to Hurricane Katrina in 2005, telling ABC's "Good Morning America" that such speculation "is always the case in Washington whenever something like this happens."

Congress in 2008 refused to continue a ban on drilling in most offshore waters outside the western Gulf of Mexico. A month ago, Obama said he was ready to expand drilling in some parts of the central and south Atlantic and eastern Gulf areas. But Axelrod said Friday "no additional drilling has been authorized and none will until we find out what has happened here."

all forward-thinking people have known that our oil addiction hasn't worked for years.

this is about more than an oil rig busting. its about a tragic energy policy whose predictably disastrous outcome we could all foresee, but no one has ever done anything about it except kick the can down the curb for it to become someone else's problem. this is about an energy policy that has accelerated our extraction & consumption of non-renewable energy sources with zero investments in anything else.

and yes, miller man, if fantasizing of strong govt regulations against corporations for citizen and environmental protections is considered living in an alice in wonderland world, then the grass really is greener on the other side.

A timeline of events following the catastrophic Gulf of Mexico oil spill belies the absurd media claim that the spill represents "Obama's Katrina." Here's a sample:

April 20 (10 p.m.): Oil rig explosion. An April 21 ABCNews.com article reported, "An overnight explosion in the Gulf of Mexico rocked the Deepwater Horizon oil rig off the Louisiana coast, sending spectacular bursts of flame into the sky. The fires were still raging today." The U.S. Coast Guard's National Oil and Hazardous Substances Response System assigns primary responsibility for cleaning up oil spills to the spiller as the responsible party.

April 21: Deputy Secretary of Interior, Coast Guard dispatched to region. An April 22 White Housestatement noted that following a briefing with President Obama, Department of Homeland Security Secretary Janet Napolitano, Coast Guard Commandant Adm. Thad Allen, Department of Interior Secretary Ken Salazar, EPA Deputy Administrator Bob Perciasepe, and FEMA Administrator Craig Fugate, "Deputy Secretary of the Interior David Hayes was dispatched to the region yesterday to assist with coordination and response." The Coast Guard announced that four units were responding to the fire, with additional units en route.

One of our friendly South American Countries has converted their gasoline powered vehicles to ethanol powered . Ethanol can be produced from most plants and requires less energy to produce than gasoline . A very high % of crude oil is used to produce gasoline and requires several other toxic chemicals in the production . Almost all gasoline powered vehicles are using a 10% blend of of ethanol because of engine knock . Some auto manufacturers sell flex vehicles that can also burn 85% ethanol blends . Yet for a station to sell the 85% blend special expensive storage are required . This is just an example of how much of a strangle hold Big Petro has on our law makers .

You are STILL trying to do your best. You are STILL leading and still trying to work with a party that only holds Americans in contempt! ...(Republicans do NOT even respect their own money backers, they think to be either dumb or naive or what was the phrase ..EGO DRIVEN ..right.)

Mr. President , you continued the bailouts started by your predecessor , Bu.sh . You helped bail out the bankers with the proviso that they would in turn lend to smaller banks ..and in turn again would pass on capital to main street.

YOU Mr. President have staved off one of the worst economic downturns since the great depression.
YOU Mr. President have helped millions of people either keep their jobs or get back to work.
YOU Mr. President have taken the first step in health care reform ( a CENTURY in the making)

The Job is not done , but those same BANKERS are holding back the money and continuing the trading that started the whole mess in the first place. ANY path to true reform is being thwarted by these money men with their lobbyisists and BIg Businees interests that do NOT care about the American worker.

It's odd that there's suddenly all these new techologies available to make sure this doens't happen again. Something tells me when oil companies drill it's probably standard practice to ensure that they've covered all their bases and an environment disaster would be next to impossible. Then when there's a problem I'm sure they come up with "well you know if this well were to built today, we wouldn't have this problem, we fixed that".

Face it, oil companies are going to promise any and everything to get the wells in place, I'm sure they spend big bucks on all sorts of slick presentations and 3-D animated models of how any sort of disaster can be easily handled.

I'm troulbed that people would still buy the "well we can fix that today" line. Everytime safety technology is developed the oil companies just push the boundaries to build deeper, riskier wells.

Something tells me that behind every major drilling push in this country was probably a whole army of lobbyist parroting the line that "these new wells will be different, " and "oh no, what happened here absolutely couldn't happen with these new ones".

Strange how this happens so soon after Obama announces his plan for more drilling. Let's hope he doesn't see this as a coincidence and takes it as a sign from God not to go ahead with the idea..

There is no comparison between Katrina and this oil spill. I don't see thousands of people being missed placed from there homes, thousand of people haven't died due to this oil spill, people are not looting and becoming crazed for their on human survival due to this oil spill, I don't see dead bodies floating in flooded city or people on top of roofs because of this oil spill, I don't see people begging for food or water, afraid that they may not live to see the next day. I don't see thousands of misplace refugees due to this oil spill. Let me note, I am not downsizing this horrible tragedy that is this oil spill, but to call this Katrina 2.0 or Obama's Katrina is downright stupid and simply Ridiculous. This might be the worst environmental disaster in decades, but this is not even close to the devastation Katrina bought to the AMERICAN people in New Orleans, and to compare Bush's inability to send worthy support to the Katrina victims to how Obama is handling this VERY different disaster is ridiculous, and is just another way for the Haters to smear Obama's name. It is downright SHAMEFUL.

OK then, you have given examples why a horrible oil spill is not like a flooded city. I really have not heard anyone saying that you examples are wrong. There is not any comparison between the two events because they are so different from each other.

That's not good enough, Mr. President.

Please dig deep and find the courage to STOP ALL off-shore drilling. I voted for you because you claimed to be a "Green" President. And then you go and sanction off-shore drilling and the building of a Nuclear Power Plant, both actions as anti-green as it gets.

This horrific accident MUST be your wake up call, Mr. Obama. Time to pursue clean Green Energy vigorously. Bring the environmental change you said in your campaign that you would. The entire planet is begging for change. This is your chance to become the global leader you can be and move the entire planet in the direction of Green, baby, Green.

We do need to find alternative forms of energy, but for the time being we need oil. And we don't need to be dependent on OPEC for our needs. Unfortunately, until there's an alternative, we will have to drill somewhere and the oil is largely off shore. If we're going to continue to consume so much we have to get in somewhere.

The fact that Obama is putting drilling on hold shows this administrations weakness.

To allow the drilling, they must have assumed that oil accidents would never occur. To make such an assumption is irresponsible or ignorant or dishonest.

To allow drilling and accept the fact that accidents will occur and the benefits are worth the costs is more honest and believable. Or to deny drilling because the costs and risks are greater than the benefits is also honest.

To govern and set policy based upon the morning headline in the NY Times is frightening for the entire country.

DOes this president have a soul. I can understand the GOP wanting to destroy the planet so Jesus comes back quicker, but Obama is supposed to be the good guy. HE must think he is god. Even now he won't admit he is wrong when our oceans may be tainted forever. Mississippi survives selling lots of shrimp that will now be poison for years. The state is already one big Wal Mart, but Obama has some rich friends to impress, who cares if he destroys the earth in the process.

Someone impeach this guy. We all chose to trust an African American to prove that they are great people, but instead he acts like an Uncle Tom who has turned his back on the poor and moved to the white neighborhood. We all deserve better than that.
