Tier 5: Congress Sends Mixed Signals About Adding More Weeks Of Unemployment Benefits

Senate Democrats are sending mixed signals about whether they'll give the long-term jobless more help beyond the 99 weeks of unemployment benefits available in some states. Without more weeks of benefits, more than a million people will lose their only lifeline in coming months.

The Senate has already gone through two epic battles just to extend the existing benefits, and now some senators are indicating they don't have the stomach for helping the unemployed even more.

"You can't go on forever," Senate Finance Committee Chairman Max Baucus (D-Mont.) told Bloomberg on Thursday, citing the politics of breaking 100 weeks and also the need for deficit reduction. "I think 99 weeks is sufficient."

But unemployed constituents are getting a more encouraging message from some senators' offices. In response to constituents concerned about exhausting benefits, Sen. Chuck Schumer (D-N.Y.), a member of Senate leadership, has a letter expressing firm support for adding more weeks of benefits after securing the current extensions for the rest of the year.

"Once I ensure that every New Yorker receives the full 99 weeks to which they are entitled," said the letter, posted by the Rochester Unemployment Examiner (and confirmed as valid by HuffPost), "I will work with my colleagues to create a fifth tier of benefits. More than 25,000 New Yorkers have exhausted the full 99 weeks of benefits and I am committed to providing them further relief."

Unemployed folks tell Huffington Post they heard similarly encouraging words from staffers for Ohio Democrat Sen. Sherrod Brown (a spokeswoman confirmed that Brown supports more weeks) and mildly supportive talk from other Democrats' offices, including that of Senate Majority Leader Harry Reid (R-Nev.) -- but nothing definitive.

It's called Tier 5. To fight the recession, Congress has added four tiers totaling 53 weeks of federally-funded benefits, called "Emergency Unemployment Compensation," to the 46 weeks of benefits made available by states. To people facing the end of their benefits with no jobs in sight, it's essential that Congress add a fifth tier.

HuffPost called Reid's Reno office and asked what was happening with Tier 5. "They're still negotiating this further extension," a staffer said. "I have not heard anything specific about adding a Tier 5. I have heard some senators say they wouldn't pass an extension unless it had that, I have heard other senators say they will never vote for an extension if it has a Tier 5."

Both the House and Senate have passed measures extended eligibility for existing benefits through the end of the year, but the measures need to be reconciled and voted on again in each chamber. Reid's office has said that that will happen before the end of May, which is when the current stopgap extension will expire. When asked about adding a Tier 5, members of Congress typically say they need to focus on getting the the full-year extension finished before adding extra weeks.

Aside from Baucus's insistence that it shouldn't be done, the most definitive statement about Tier 5 has come from Sen. Tom Coburn, the Oklahoma Republican who in the name of deficit reduction obstructed the most recent effort to reauthorize the existing 99 weeks of benefits.

"We have 99 weeks of unemployment compensation out there right now -- and we're gonna move that to 103, and then we're going to move it even further," Coburn said in March. Congressional leaders declined to comment on adding weeks.

Every utterance about Tier 5 is closely tracked by the unemployed, who have formed several communities online where they analyze what's happening in Washington -- and discuss how they might influence it. One enterprising layoff victim has been encouraging her fellow unemployed to bombard D.C. offices with faxed resumes.

"The number of people exhausting all levels of benefits is increasing every single week," said Judy Conti, a lobbyist for the National Employment Law Project. "This is a highly motivated group of people who are making their political and financial needs known to their representatives."

In California, 100,000 people have already exhausted their benefits. State officials told Bloomberg that people who've exhausted 99 weeks include 57,000 New Yorkers (a higher number than in Schumer's letter), 130,000 Floridians, and 30,000 Ohioans.

The unemployed will no doubt be assaulted with arguments that benefits keep them from looking for work. That argument misses the point: "In terms of the relationship between extended benefits and unemployment, I'm sure that shorter benefits will cause the current group of unemployed to be unemployed for less time," said Dean Baker, co-director of the Center for Economic and Policy Research. "However in the context of inadequate demand, this just means that they might be able to find a job, displacing someone else who would otherwise have the job."

The government announced Friday morning that the economy grew at 3.2 percent in the first quarter of 2010 -- not fast enough to put all those people back to work.

"[U]nless the pace of growth picks up significantly we will see high unemployment rates for years to come," said Josh Bivens, an economist with the Economic Policy Institute, in a statement. "For example, if we grew at the 3.2% rate that characterized the past three months for next three years, we would see unemployment rates higher than were reached at any time during the 2001 recession -- and this would be a full five years after the last downturn began. We shouldn't ask American workers to wait this long for labor market recovery. Congress and the Administration need to make passing another jobs package a top priority."

I want to say to MR.Baucus shame on you!The federal government did not give us 99weeks.And you know it!you gave us 53 and our states gave the rest.By the way people are not just falling off in june,we fell off in April,and I lost my home,I hope that makes you and Nancy Pelosi happy!I am a Democrat but I will along with others make sure we vote you two out of office as soon as possible.You all need a good round of applause, you have now reduced the middle class American workers to poverty. A lousy tier 5 is what we ask for,we did not cause this mess, you bail out the banks and do not give a crap about the long term unemployed. Everyone of you should be ashamed,and you republicans stop acting like were in this mess because of the Dems,your party created this mess!Someone in congress needs to let the entire congress on how we are ending up homeless.Stop stating job growth when we know the jobs were for temporary census takers,and look at the housing market,its going to spiral right back down. But you took our lifeline away without any thought as to how we would survive! There are not jobs for all the unemployed, the employers are being age racist, along with not hiring anyone that is unemployed. And you all just sit and watch like you could give a flying f***!!!

You should be ashamed of yourself, and here's why:

You have decided to ignore the people you reduced to poverty. The longest unemployed workers did not create this depression, you did. You did this with your failure to regulate the banks, health industry, and corporations. People who were fully employed, paying taxes, and raising families are now paying the price for your negligence. They trusted you to keep something like this from happening. You failed them.

Now you are deliberately failing them again. This may be a recession for you, but it's a depression for them. You know this depression will last longer than until March, yet you have no plans to add additional unemployment tiers to keep these people from becoming increasingly destitute. Tens of thousands will begin to lose all financial support on March 14. You know with full clarity that these benefits are the only money keeping food on their tables. You know that their benefits run out in March, and that these American families will be on the path to shelters and soup kitchens.

it's time for america to wake up. politicians are not regular people. they are politicians. they work for political parties and they have political agendas. their pockets have been lined for years by politics and they really don't care about the regular americans. if we can't get them out of office right now then we will have to on election day. yes it would be a tough couple of weeks with a bunch of people who aren't politicians running the government but they would learn how to do it. i'm sure most of the 99ers would be able to do it. it's a job and politicians have been turning it into a circus. and if you take politics out of the equation all you have is a bunch of americans who care about the country.

So after todays job report as we have ALL been saying most jobs were part time census jobs, Do you think Mr. Obama will Scold Nancy Pelosi and Sen. Baucus for making the so called 99ers feel like leeches? I hope so.
If Obama is going to be the daddy, he should put pelosi and Baucus over his knee and paddle their BIG BEHINDS for what they have done to the so called 99ers.

There are only two reasons government officals or people are allowing the destruction of american families/people and to suffer beyond belief, either they are plain brain dead ar they they making these choices on purpose with no regard for concern of all involved. IT IS TIME FOR AMERICANS TO WAKE UP and remind these government officials that they are hired and employed by the millions of Americans and work for us. Some how in their abuse of power given to them they have lot sight of the fact that we Americans are the ones who really have the power and we Americans forgetting the fact that we number in the millions to their rather small, in perspective, numbers could by numbers take back the control and force their hands. Their biggest fear is that we Americans might remember this and take action. Their corruption, greed, etc.etc. can be stopped by we the people united. The really amazing thing is that really believe that they are immune to the decisions they are making for us and making us swallow whole. Who are they kidding they know the they are just hoping we the American people don;t figure it out and take action. How long are we giong to let them continue getting away with what they are doing to our Country?

I’ve move back to Phoenix, AZ from Atlanta, GA because I had a lead on a job..that fell through. As a result of me losing my job and this economy, I’ve lost my home, vehicle and other things that were important to me and now that I’ve exhausted my unemployment benefits, I will lose that few things I have in storage and my cell phone service… I am, for the first time at a lost.

Hi. I want to say that I am a hardworking American man. I have recieved all the benefits that were available . I'm not ungreatful for the help I have recieved and at the same time the dollar amounts that I have been given are nowhere near enough to maintain any type of adequate living. Having said that,my reply to the officals and everyone that is INSANE enough to believe that we are trying to make a living on what unemployment gives is this.Go to hell ! If the only argument you have to stand on is us being lazy or trying to take advantage of these benefits,then you've lost already. It doesn't take a college educated economist or a genius to figure it out. THERE ARE NO JOBS. If I had a choice of working hourly or by the work load that would be my choice. Even an hourly wage provides me with the chance to earn as much as I like as long as I'm willing to put in the time. You've insulted us enough. Most of you poloticians have been in power long before I was even born. It's time to say goodbye. Hell is where I've been living lately and I think some of you should try it. It might open your eyes or close them forever. Either way most of you won't be in office next election and I'll do EVERYTHING in my power to see it happen. Goodbye.

I really wish Congress would WAKE UP! We Long Term Unemployed have been screwed long enough! Though we were the first to lose our jobs - thta does not mean that we have had fair opportunity to gain back employment! As we were applying jobs, millions of more people were losing their jobs and companies closing up shop for an entire year - that time should not even count with our unemployment benefits! There is no way in hell anybody was hiring and then your stupid CREDIT CHECK LAW for EMPLOYMENT has screwed us even more. We are barely hanging on being unemployed and they run a check - oh we can't hire you - your credit sucks..., your over qualified, your under qualified. Just because the economy is showing signs of improvement is no excuse whatsoever to screw us with our lifeline!!!

Crisis in America. For those thousands of university graduates from coast to coast and from sea to shining sea, without work, the crisis is very real, especially if they have been trying to find work after 99 weeks after being out of the workforce. These staggering numbers or Tier V unemployed workers are larger than anyone previously predicted.
 
While people like Mrs. Obama encourage higher education,  there is no study that shows what happens to already highly educated college graduates who cannot find employment by no fault of their own. 
 
Our leaders in Washington, including President Obama, our Senators, & Congressmen need to wake up and smell the coffee. Once they come to their senses, they need to take ACTION on voting for Tier V Unemployment Benefits!
 
As an auditor of 19 years for The Volkswagen Group, when a group didn't feel comfortable with my findings they would change the subject or try to divert the attention to other unrelated topics. They would even sometimes attempt to play dumb hoping the problem would go away.
 
This strategy works on a temporary basis but the problem never goes away until it is addressed.
 
The thousands of Americans who cannot find meaningful work aren't going away.
 
While others scream "Job Creation" this takes time. In the meantime Tier V Unemployment Benefits must be a priority for our leaders to pass in Washington. Not Tomorrow but Today!

Tier 5 in many cases is the last of a life line to the unemployed. As a tax payer in our country I do not object to this happening right now! The money that our country wastes overseas is just sad and to leave our own people out in the cold just goes to show all of us what is wrong here at home! Just yesterday Fannie Mae or Freddie Mac asked us all for more $$$ for a grand total this week of 8.6 Billion dollars. Last week it needed 10.6 Billion $$. So this week the unemployed are asking for their Billion or two from all of us. Lets see who D.C. funds first? I will bet that D.C. will fund the CROOKS in those two institutions of corrupt stupidity! So Congress when does the funding stop for the Freddie and Fanny shows? Did everyone hear that some of their top CROOKS earned bonus's in the millions and now they want Billions more? What a show this has become! CROOKS!
