Murder Spike Pushes Ray Kelly To Shift Commanding Officers

NYPD Commissioner Raymond Kelly sent out a memo Friday, announcing 40 high-level departmental transfers - shifting commanding officers in dozens of units in the five boroughs.

With the recent spike in murders and shootings in the city, sources said the shakedown is meant to try to prevent the city from a return to the bad old days of high crime.
