Arizona Ethnic Studies Law Signed By Governor Brewer, Condemned By UN Human Rights Experts

PHOENIX — Arizona Gov. Jan Brewer signed a bill targeting a school district's ethnic studies program on Tuesday, hours after a report by United Nations human rights experts condemned the measure.

State schools chief Tom Horne, who has pushed the measure for years, said a Tucson school district program promotes "ethnic chauvinism" and racial resentment toward whites while segregating students by race.

"It's just like the old South, and it's long past time that we prohibited it," Horne said.

The measure prohibits classes that advocate ethnic solidarity, that are designed primarily for students of a particular race or that promote resentment toward a certain ethnic group. It also prohibits classes that promote the overthrow of the U.S. government.

The Tucson Unified School District program offers specialized courses in African-American, Mexican-American and Native-American studies that focus on history and literature and include information about the influence of a particular ethnic group.

For example, in the Mexican-American Studies program, an American history course explores the role of Hispanics in the Vietnam War, and a literature course emphasizes Latino authors.

Horne said he believes the Mexican-American studies program teaches Latino students that they are oppressed by white people. Public schools should not be encouraging students to resent a particular race, he said.

Brewer's signature on the bill comes less than a month after she signed the nation's toughest crackdown on illegal immigration – a move that ignited international backlash amid charges the measure would encourage racial profiling of Hispanics.

A Republican running for attorney general, Horne has been trying to restrict the program ever since he learned that Hispanic civil rights activist Dolores Huerta in 2006 told students that "Republicans hate Latinos."

District officials said the program doesn't promote resentment, and they believe it would comply with the new law.

About 1,500 students at six high schools in the district are enrolled in the program. Elementary and middle school students also are exposed to the ethnic studies curriculum. The district is 56 percent Hispanic, with nearly 31,000 Latino students.

Sean Arce, director of the district's Mexican-American Studies program, said last month that students perform better in school if they see in the curriculum people who look like them.

"It's a highly engaging program that we have, and it's unfortunate that the state Legislature would go so far as to censor these classes," he said.

Six UN human rights experts released a statement earlier Tuesday expressing concern about the measure. All people have the right to learn about their own cultural and linguistic heritage, they said.

Brewer spokesman Paul Senseman didn't directly address the UN criticism, but said Brewer supports the bill's goal.

"The governor believes ... public school students should be taught to treat and value each other as individuals and not be taught to resent or hate other races or classes of people," Senseman said.

The law doesn't prohibit classes that teach about the history of a particular ethnic group, as long as the course is open to all students and doesn't promote ethnic solidarity or resentment.

Arce could not immediately be reached after Brewer signed the bill late Tuesday.

I live in Phoenix --- what , especially on Faux Spews, is overlooked is that the sponsors of SB1070 and this goofy law are white supremacists. They would roll out the welcome, instead of the paddy, wagon if it were blond blue eyed "Aryan" types coming across the border and would say courses in "White Studies" are appropriate (instead of redundant)

Why would you not want ethnic studies in school? It may be because America was so bad to any other persons besides white americans that they do not want the future generations to really know what happened to their people in the land of the free home of the brave or how they treated us. I think everyone should take ethnic studies classes (all races) so people can stop being so dumb when it comes to other races history in America. It is not our fault as minorities (or soon to be the majority lol) "America" was not good to everyone it encountered, though America may want you to think they were. Why keep the youth in the dark about the past that is what history is our past and everyone has a RIGHT to know about thier pasts regarding culture and race or anything. So I guess my question is how does it feel to have the shoe put on the other foot WHITE AMERICA?

Stop with the "White America" the majority of our society has progressed, and your statement drills down to one sector being responsible for all that is bad. The argument is narrow and weak. There are people in all ethnicities of our society that have hate. Elevate the level of conversation to constructive. I think those that are not biased, know the legislation is bad.

There should not be any argument with this subject. Just look at what was done to the Native American population. All you have to do is go to the concentration camps, I mean reservation. Or the propaganda reeducation schools they were force to attend in the effort to complete this countries final solution.

Lepiota naucina and Amanita verna are two species of mushrooms. Lepiota naucina is deliciously edible; Amanita verna, deadly poisonous. Yet they look almost alike. Both are pure white in color. The only major difference is that Amanita verna has a cup at the base of its stem. Many mushroom books will advise readers not to eat Lepiota naucina, because of the danger of making a mistake. How is this relevant to Arizona laws? It is relevant, because of showing how a thing that is not technically bad can nevertheless closely resemble something that is. Defenders of the Arizona laws go to the technical language of the laws, and insist that nothing in them is discriminatory or unconstitutional. But the trouble is, the laws come so close to what WOULD be discriminatory or unconstitutional that one has to fear that police or administrators entrusted with enforcement will make mistakes. They will think they are dealing out Lepiota naucina when in reality it's Amanita verna.

Okay I respect your statement. However are you saying that if something is wrong, adding to it is right? It seems to me it has become easier to lean on what everyone has done wrong, than to address an issue that on its own may be wrong.

Okay…… So I have read the legislation, and I am somewhat on the fence regarding it. The Tucson Unified School District (TUSD) seems to be the celebrity of this legislation. It appears that the director of TUSD ‘s ethnic-studies; Augustine Romero, may be a bit rouge. Please, at this point, take that with a grain of salt, I have only looked at two articles. As a person who takes nothing for granted, I would want to have solid proof before stating that rouge is unequivocally true.

I have an issue with any anyone that would deny any group, class, or ethnicity, the right to congregate, or, have classes based on their commonality. That is not just an issue for me, it is a huge issue, and in my opinion, a violation of our basic rights. I do however; have an issue with public funds being used for any group within a public educational system that teaches hatred based on not having a commonality.

I do think that if there was an issue with the way that studies in TUSD were being handled, there may have been a better preliminary way to deal with it, in an attempt to resolution.

I am certainly open to opinions and discussion.

If you feel that republicans hate Latinos, you might be lost in the illusion that there is a party that has an interest in the general public. Over the decades of political bantering, the poor are still poor and the rich are still rich.
I hear all of the talk of boycotts and the vocal uprising of protest, and I just don’t get it. Throughout all of the emotional drama and all that seems to be said i.e. boycotts, walkouts, etc…. All I seem to hear is that Arizona is racists. Through this I realize that reactionary without information is the plan, which to me is more ignorant then what is said about the immigration bill in Arizona. If anyone takes time to read the bill, you will quickly understand that there is no mention to “racial profiling”. In fact, the legislators have added to the bill to ensure that rights are protected. Also, the law parallels the federal law on illegal immigration. So if you are going to boycott, and you are passionate about it, you may want to start boycotting every state, including the one you call home.

You are arguing on the wrong matter, this is about education! The fact that certain material of our past is being taken out of books because it gives the impression of oppression from whites...but frankly, that is history and if people take this kind of history away from our children it is only oppressing them more. You can't prepare for the future without knowing the past...obviously like you couldn't prepare the correct argument, because you did not focus on the subject of the article.

On Arizona, whether you believe it is racist or not, that is your opinion, not meant to be judged. However I believe that they are bias with the current bills they have been passing. We will see how others react to them and let us prepare for the worse.

Point taken. My post was misplaced, and needs to be post to the proper forum.
Not knowing you I will not pass judgment on your statement of: “obviously like you couldn't prepare the correct argument, because you did not focus on the subject of the article.” It was misplaced and again, you point regarding that was taken and appreciated.
My question is: Do you believe that everything is an exact standard, and if so do you apply the same to yourself? Understand, that is not meant to be argumentative, it is truly inquisitive. After reading my post, I realized that I misspelled a word as well, so thank you for providing me latitude on that.
I guess my point is; there is an assumption, not a question asked. A question asked may have provided more information on my recognition of the posting error.

Part 2 -
When has it become acceptable to randomely select what laws you chose to obey. The laws we have in this country, protect us and provide social order. If I travel over our boarders, I have to abide by the laws of that country, as the laws of our country must be respected.
As a country, we have laws that allow for immigrants to become America citizens. There is a channel and a path allowed by law. Entering the country without going through the proper channels is illegal.
I would encourage all to read the bill. Become educated, not reactionary. If after having done so, and you still want to boycott, bring it on, we will endure. Our laws are not for sale.

God bless Governor Brewer and the Republican party. Its time that someone stood up for what is best for America!! Lets keep America white like our founding fathers had intended. Blacks, Asians, Native Americans, Latinos, should be glad they live in America. If they want to live here, they should speak fluent English and learn our culture. God Bless America!!!

AZ finally got it right. I will sleep better at nite knowing that Gov. Brewer is taking care of Americans. Bout time these politicians took out the trash and clean up this state. If you don't like it, don't come. These liberal lunies want to say enforcing the law is a crime and breaking the law a right. Illegals from south of the border are now practically citizens. The crackdown was long over due. Red, white, and blue. I'm wavin my flag tonight.

Are you serious?? What is it with Arizona. First they allow officials to question your citizenship and now they are banning the education of one's cultural history? This is beyond ridiculous, if people think it's learning about the past that makes people aggressive, they should look at how they are acting in the present and that might actual give them a pretty good reason. Why have our past generations worked so hard for the struggle of different cultures to be learned, when all their descendants are going to do is ban it. People have the right to know what happened so history cannot repeat itself (which it seems to be doing already).

What's the next bill? The right to stop someone if they look like they don't pay taxes? I'm waiting for them to pass a bill to actually put Canadian-History into the books and their slavery. Since African, Native and Mexican-American history seems to offend certain people.

Honestly, are you going to take away everything that offends a certain group? How about we take away talking about George Washington and Thomas Jefferson because they owned slaves and it might offend black people.

You can't take away history that puts some in a bad light because there's a positive side to everything. For those who feel "offended"...get over yourselves. As long as you aren't like the people of the past and you are trying to make a positive change, then what do you have to worry about?

The Arizona Regional Office of the Anti-Defamation League just issued this press release:

Arizona Regional Board Chair Miriam Weisman and Regional Director Bill Straus issued the following statement:

“ADL has been looking into this issue for over a year. We have heard from both Dr. Augustine Romero, who created and oversees the program, and Superintendent of Education Tom Horne , each of whom addressed both ADL’s Regional Education Committee and Regional Board. Additionally, we had education professionals spend a day in Tucson observing the program in action. After examining both sides of this more thoroughly than the Department of Education and the Legislature COMBINED, we concluded that the program does exactly what it was designed to do, provide Latino students a link to the learning process, a process from which many previously felt alienated. Incorporating students’ race or culture into the learning process should be encouraged, not prohibited. We further concluded that the program was not guilty of the most heinous allegations that have been leveled against it, something the Department of Education and Legislature would have discovered had they done their homework.”

They need to question EACH member of the AZ legislature who voted aye,about if they did one scintilla of outside investigation of the LIES that FAIR's neo-nazi white supremists fed them about ethnic studies teaching overthrowing the government, or does just ANY lie fill all the bills they pass?
FAIR could have just as easily added the lie, ethnic studies shouldn't harm puppies or kick old nuns...and these lazy racist Republicans would have voted AYE to that too.
