Nancy Pelosi Tightens Congressional Travel Rules: More Lawmakers Forced To Fly Coach

WASHINGTON — House lawmakers traveling on official business will be sitting back with the tourists and spending their own money on souvenirs under new rules announced by Speaker Nancy Pelosi on Friday.

Lawmakers and their staff will have to fly coach or economy class for almost all overseas trips, with business-class seats allowable only when a trip is more than 14 hours, Pelosi said. The new rule applies to domestic flights too.

"These travel policy announcements are part of our continuing effort to ensure transparency and accountability in congressional management," the California Democrat said.

They also come six months before congressional elections where government overspending is certain to be an issue.

Pelosi, in a letter to committee chairmen, makes clear that per diem provided to members or staff can only be used for official purposes: That would exclude spending on gifts or souvenirs or personal side trips. And all excess funds are to be returned to the Treasury.

Per diems, determined by the State Department, vary widely depending on the location. The per diem for Paris is $481, but in Afghanistan, where official visitors would be housed in government facilities, the per diem is $28.

Pelosi also restates or strengthens existing rules: That any member seeking to travel must provide an itinerary, an explanation of purpose and a cost estimate to the relevant committee chairman and that spouses and other family members may accompany a member only when necessary for protocol purposes and at no cost to the government.

A lawmaker's personal staff - as opposed to committee staff - cannot participate in congressional delegations, or CODELS.

Concrete figures on the costs of CODELS are hard to come by, because they are shared by the State Department, the Defense Department and Congress. Roll Call, a newspaper that covers Congress, said that in 2009 House committees reported about $8.7 million in travel expenses, and the Senate a little more than $5 million.

The rules announced by Pelosi do not affect the Senate.

The Wall Street Journal, in a study of military travel documents, said lawmakers took more than 230 trips on Air Force planes between Oct. 1, 2007 and Sept. 30, 2009, at an average cost of more than $500,000 a trip.

Pelosi reminded committee chairmen that the availability of Pentagon aircraft to support congressional travel "is extremely limited" and that, depending on the type of the plane, a minimum and bipartisan number of members will be required.

House Democrats took several steps to eliminate abuses in congressional travel after they gained the majority in 2007, including banning the private funding of trips and barring members from flying on corporate jets.

Nancy Pelosi??? Are you kidding?? Nancy Pelosi has been one of the absolute WORST ABUSERS of congressional/non-congressional travel at TAXPAYER EXPENSE!! Talk about hypocracy...........this is almost as bad as Barack Obama's consistent use of the word TRANSPARENCY. In fact, now that I think about it, it might even be worse. The 'Speaker' has grossly and blatantly insulted the American public time after time after time. And, now we are supposed to believe that SHE is going to be a leader in congressional cost effective travel? Please tell me you people do not believe this obvious charade. Somebody? Anybody??

How has she "grossly and blatantly insulted the American public time after time after time"? I missed all the memos. Could you fill me in? Seems to me she's been doing a better job than DeLay. I know she's not a conservative, but that's hardly an insult to the American people.

I'm going to ignore your comment about DeLay........primarily because this conversation has NOTHING to do with comparing a Democrat to a Republican. The issue is 'travel at taxpayer expense!' And, the reality is that virtually ALL MEMBERS of the House and the Senate (and their family members, aids, and staff members) have been travelling all over the world AT OUR EXPENSE with virtually no restrictions or accountability. And, if you - ZINGDADDY are unaware of Speaker Pelosi's gross and blatant insults to those of us who are paying attention to such matters, then it is not up to me to educate you. Although YOU might believe congressional abuse of privileges (travel, meals, worldwide boondoggles, etc.) is somehow a DEMS vs. REPUBS issue, it is not. Those in Congress need to begin representing their constituents (now there is a novel idea) instead of wasting taxpayer money on themselves and their personal special interests as if they were elected solely for their own personal benefits. Frankly, the idea that Nancy Peolosi or anyone in her family or from her staff might actually consider flying 'COACH' is laughable based upon her well documented track record.

Out of all of the things to "crack down on" why this?

How about:
1. Since legislators are state employees their pay should never rise above the median Average income of a state employee. In CA that's $45k per year.

2. They should have the same medical and retirement benefits as other state employees. No more Cadillac healthcare and 60% of their pay after 5 years of service.

3. No more Free Cars leased by taxpayers. No more free gas, no more $173 a day per diem.

Just the same package as every other state worker.

Spare me the argurmen that we won't attract the "cream of the crop", look at the shape the country is in.

Thanks to one of the previous Speakers, Denny Hastert, the Bush admin started the private jet for SPEAKER of the HOUSE, they put the cost of this under HOMELAND SECURITY. So, save your outrage for the former administration, they started the Air Force jet for Speaker.

And, given the reality of the wingnuts and tea-partiers who wish to harm the speaker-of-the-house, and the renewed threats to the president, extra security for someone who is second in the line of succession after the vice president--well extra security seems like a darn good idea to me.

I'd hope the new rules specify "least expensive commercial air seat available." Congress frequently must travel on short notice and tight schedules. Coach may not be available in every case.

The ban on first-class travel for house members should be re-looked... as soon as we get a first-class congress. (probably not in your lifetime)

WIth all the frequent flier miles they get, they can upgrade to business class or first class wih their miles for longer trips.
