The Wall Street Standard: Volcker Rule Opponents Pushing For 60-Vote Threshold

Volcker Rule

First Posted: 05/17/10 01:39 PM ET Updated: 05/25/11 05:30 PM ET

Senate Republicans are threatening to filibuster an amendment that would bar commercial banks from using taxpayer-backed money to trade for their own gain, a Democratic leadership aide said. The threat would require a 60-vote threshold for the amendment, which is patterned after the so-called Volcker Rule and cosponsored by Sens. Carl Levin (D-Mich.) and Jeff Merkley (D-Ore.).

"At every turn Senate Republicans have worked in conjunction with big bankers and Wall Street lobbyists to weaken this bill," said senior Reid aide Rodell Mollineau. "Their threatened filibuster of the Levin-Merkley amendment is just more proof that they care more about protecting Wall Street than Main Street."

Don Stewart, a spokesman for Minority Leader Mitch McConnell (R-Ky.), said that the Democratic charge was overblown. "That amendment's not even pending," he said.

If any Senator objects to moving to a vote on an amendment, that Senator can effectively require a 60-vote threshold.

A 60-vote threshold would benefit opponents of Levin-Merkley and became seriously discussed as a possibility only over the past week, as support for it surged, with some counts putting it over the 50 votes it would need for a majority, according to sources closely involved in negotiations.

Only Sen. Dick Durbin's (D-Ill.) credit-card reform amendment has so far needed 60 votes. The rest have required only a simple majority. The higher requirement is an indication of the high stakes in play for Wall Street.

Levin and Merkley, meanwhile, have been in close negotiations with Sens. Mark Warner (D-Va.), Kay Hagan (D-N.C.), Evan Bayh (D-Ind.) and freshman Republican Sen. Scott Brown of Massachusetts, sources say. A vote had been possible for Monday evening but looks increasingly less likely to happen until Tuesday or Wednesday, aides said.

One complicating factor is primary day: With elections in Arkansas and Pennsylvania, Levin-Merkley backers Blanche Lincoln and Arlen Specter would have difficulty making the vote. And those are two votes that Levin and Merkley can't afford to lose - especially if they're forced to contend with a supermajority requirement of 60.

The Cantwell-McCain Amendment needs a forum and broadcast; it will reintroduce the Glass-Steagall standard to U.S banking; no more speculation, usury, bailouts, etc. Banking will serve the population's physical economy.

Crisis economy formation measures, that include putting the Fed into bankruptcy protection, must be implemented now, or this nation is doomed.

Contact your Senator and/or Representative to support the Cantwell-McCain Amendment.

All Harry Reid has to do is to force the GOP to actually go through with a filibuster. I predict someone will give when reading the phone book late into the night is on the news every day for a week.

How long before Democrats crumble and water down the bill enough to make it worthless in an attempt to appease Republicans?

Republicans are voting to make American Taxpayers lives MORE difficult?

Republicans are voting to make the Bankers of American richer?

Republicans have disdain for American Tax payers so, they want to do everything they can to see that the Tax payers suffer?

Republican's want to make sure that they keep getting political donations from the Big Banks, Big Oil, Big Corporate and jobs after they leave Congress?

What else is new? Republicans are the party of "ME", "NO", "Greed" and "Screw you American taxpayer".

And we expected what from the GOP? The Republicans rub our noses in it every day and millions of Americans line up as willing listeners to the GOP slime machine's slogan of the day against the administration and any attempt by anyone to regulate the robber barons on Wall Street and the thieves in the health insurance industry. More millions avidly drool over every prepared faux populist pearl of wisdom from Palin and the Tea Party folks tramp around desperately seeking a platform that makes some sense. We seem to be getting just what we ask for by not recognizing that the GOP does not represent anyone but those who wield the real power and have the mega bucks to purchase public opinion.

No surprise here...GOP make nice, do a little B*tch and Moan about Amendments and talk about cloture...blah blah blah. Now that they have done some good PR, gee, didn't I read about how well the Senate was working together by CW.

Talking nice, talking bi-partisan is great, but if the GOP decide to filibuster, then I can only guess that they figure that citizens will forget the end of the movie and focus only on the beginning and middle.

For the record, if they don't filibuster, I will be the first to apologize for my doubting thomas rant!

Wait a minute. The Republican Party is threatening to filibuster an amendment to the Financial Reform Bill that would prevent banks from profiting from trading done using taxpayor bailout funds. And this surprises anyone?!?! People, the Senators and Representatives from the Republican Party have nearly a 50-year track record of putting the interests of corporations, ultra-wealthy individuals, lobbyists, and others ahead of those whom they are elected to serve - We, the People (Preamble to the Constitution). The only way to remedy this is to work - work HARD, LONG, and ENDURINGLY (thank you, Anne Richards!) to eject these immoral beasts from the public trough.
