Calderon Speech To Congress: Mexican President To Address Immigration During Joint Session

WASHINGTON — Mexican President Felipe Calderon took his opposition to a new Arizona immigration law to Congress Thursday, saying it "ignores a reality that cannot be erased by decree."

Calderon's comments on the Arizona law and his request that Congress do something about the availability of high-powered weapons along the border drew criticism from several lawmakers saying he was interfering in U.S. internal matters.

The Mexican leader also told lawmakers reluctant to take up the immigration issue this year that comprehensive immigration reform is crucial to securing the two countries' common border.

Calderon, the first foreign national leader to address Congress this year, said he strongly disagrees with the Arizona law that requires police to question people about their immigration status if there's reason to suspect they are in the country illegally.

"It is a law that not only ignores a reality that cannot be erased by decree but also introduces a terrible idea using racial profiling as a basis for law enforcement," he said to cheers, mainly from the Democratic side of the chamber.

Speaking in English, he warned of the risk when "core values we all care about are breached."

Arizona's senior Republican senator, John McCain was not present at the joint meeting, while the office of Jon Kyl, the other Arizona senator, did not respond immediately to inquiries about whether Kyl was present. McCain attended a lunch with Calderon at the State Department Wednesday.

McCain issued a statement that it was "unfortunate and disappointing the president of Mexico chose to criticize the state of Arizona by weighing in on a U.S. domestic policy issue during a trip that was meant to reaffirm the unique relationship between our two countries."

And broaching another highly sensitive issue, Calderon urged Congress to restore a ban on assault weapons, saying easy access to high-powered weapons is contributing to drug-related violence along the border.

Calderon also took up the Arizona law in a meeting Wednesday with President Barack Obama, who referred to the law as a "misdirected expression of frustration."

The Mexican leader said his country was doing its best, by promoting more jobs and opportunities at home, to reduce the flow of immigrants to the United States.

But he stressed the "need to fix a broken and inefficient system ... the time has come to reduce the causes of migration and to turn this phenomenon into a legal, ordered and secure flow of workers and visitors."

Obama is pressing lawmakers to take up legislation that would deal with border security, employment and citizenship. It is questionable whether Congress, in an election year, has an inclination to tackle such a highly sensitive issue.

Calderon also got a standing ovation from Democrats when he asked the United States to stop the flow of assualt weapons and other arms across the border and reinstate the ban on many assault weapons that was enacted in 1994 but allowed to expire during the George W. Bush presidency.

He said there are more than 7,000 gun shops along the border where almost anyone can purchase weapons.

Texas Republican Sen. John Cornyn said it was inappropriate for Calderon to lecture Americans on state and local law. He defended the Arizona law and added: "moreover, the Second Amendment is not a subject open for diplomatic negotiation, with Mexico or any other nation."

Calderon led off his 40-minute speech by emphasizing Mexico's war against narcotics traffickers that has left roughly 23,000 dead since the end of 2006.

But he added that "we cannot ignore the fact that the challenge to our security has roots on both sides of the border." He cited a statement from Secretary of State Hillary Rodham Clinton that, At the end of the day, it is high demand for drugs in the United States and elsewhere that drives much of the illicit trade.

Also attending the speech were Attorney General Eric Holder, Homeland Security Secretary Janet Napolitano and Interior Secretary Ken Salazar.

Democrats gave Calderon a rousing cheer when he said Mexico planned to have universal health care by 2012 and said that would be one less reason for Mexicans to migrate to the United States. He got smiles and applause from Republicans, as well as Democrats, when he said that in Mexico's efforts to recover from the recession no taxpayer money went to bail out banks.

Calderon broke into Spanish briefly to address Mexicans now living in the United States, saying Mexicans admire and miss them and are working to protect their rights.

Listen Mr. President of Mexico - why don't you take care of your own f'n country and maybe there wouldn't be such a big ILLEGAL ALIEN problem in AZ. What have you done Mr. President of Mexico to take care of your people so they don't come here ILLEGALLY? What about your ILLEGAL immigration laws - how do they compare to ours? Isn't it true Mr. Presdient of Mexico that it is a FELONY to be an ILLEGAL ALIEN in Mexico? Isn't it true Mr. Presdient of Mexico that ILLEGAL ALIENS in your country are thrown into prision without a trial and left there for years and then deported? From an other point of view:
First of all the policies that a mexican citizen has to comply in order to get a visa (work, vacation, etc) from the U.S. can be simply resume as follows CAN YOU SHOW US YOUR BANK ACCOUNT STATEMENTS PLEASE.

My fellow americans (i say this because WE ALL LIVE IN THE AMERICAN CONTINENT RIGHT?...) do you really believe that the guys you´ve seen on t.v. jumping the walls and crawling to get to the U.S. do it for FUN! and maybe you are thinking they are all criminals back in Mexico, well my friends it´s because U.S. inmigration policies tell Mexicans that you have to own a considerable amount of dollars on your banck account.

Otherwise your not elegible for getting a VISA, I STRONGLY POST THIS QUESTION:
DO YOU WANT PEOPLE COMING TO THE U.S. WITH PAPERS....WELL POLICIES SUCH AS THIS ONE HAVE TO CHANGE, OR YOUR ANCESTERS HAD TO SHOWN A BANK ACCOUNT STATEMENT TO COMING TO THE U.S.????????

If Mexico insists on condoning the behavior of illegal immigrants then it is time to boycott Mexico. Stop buying products that say "Hecho en Mexico" and start demanding that manufacturing jobs return to the US. Mexico is very hypocritical regarding their immigration laws. It's okay for them to enforce their laws but when we try to do the same we get flack.

So true ShanniC - If a leader from a European or Asian country made the speech that Calderon made they would have been jeered off the stage. But because he is the leader of Mexico he was given SPECIAL treatment. It doesn't make sense.
Go back to your own f'n country Mr. President of Mexico and make life better for your people there so they don't come to our country ILLEGALLY!

Man, never seen so many haters. And so much outrage. Last week you all hated every congressman and held them in contempt, and now you're outraged that someone dared to speak an opinion that might offend them. Please! Crawl back in your holes. This immigration issue has been going on for decades and NOW you can't take it anymore? When I start hearing you people going after the companies that employ the illegals I'll join you, but right now I'm just seeing a bunch of people that don't like stinking Mexicans. Juan didn't take your job...the guys that pay Juan a pittance under the table sold you out and took your job.

Maybe there are racists who wrote the bill, but I don't see anything that will make me feel uncomfortable as I drive through there to get to vegas.

Hater, what are you talking about, I cant even take a god damn walk around the block at night (Bonita springs, fla.) in my neighborhood for fear of getting killed. Do the 5,000 americans killed each year bother you, how about the 250.000 illegals in jail your paying for, How you like to see your property taxes go through the roof to educate their children and provide housing subsidies. Ive noticed the people criticizing this law are the people who profit from illegals, not the people who have to pay for illegals.

If you read their news, you will find out that they commit human rights abuses in their border (south) with anyone crossing their borders into Mexico, which goes from raping women, extortion, and other abuses, I don't see Calderon talking about that....

Why would Mexico try to stop the illegals from working in the US? Money sent back home to the motherland is their 2nd industry after petroleum. The problem lies with Mexico. No jobs. Calderon has the responsibility to find work for his people--not us. We have 15 million+ Americans who need jobs. Obama and Congress are completely out-of-touch. They don't care what Americans need or want...just the Dem agenda. Vote everyone out of office even the Reps!

Congress is completely crazy. Calderon lectures us on illegal laws while Mexico's laws are Draconian compared to ours. I don't even believe he read the Arizona law any more than our elected officials in DC. Another moving mouth while the brain is asleep at the wheel.

Migration laws in Mexico are Draconian because Mexico is the Ugly Policeman of the American Migration laws... that's the reason you never hear claims from US government about it

If we took control of our border weapons wouldn't get through. Also people living in glass houses shouldn't throw stones at other peoples immigration laws. Mexico's laws are racist the AZ law says in the bill that they can't racially profile so I'm not sure how he has a leg to stand on.

By the way, here are a couple of quotes from the Mexican Constitution:

"Only Mexicans by birth or naturalization and Mexican companies have the right to acquire ownership of lands, waters, and their appurtenances, or to obtain concessions for the exploitation of mines or of waters." (Article 27)

"Foreigners may not in any way participate in the political affairs of the country." (Article 30)
