White House Asked Bill Clinton To Talk To Joe Sestak About Senate Run

Rep. Joe Sestak (D-Penn.) was offered a prominent but uncompensated, advisory position -- in the national security/foreign policy area -- if he declined to enter the Pennsylvania Senate primary race, a source with knowledge of the exchange said during a briefing on Friday morning.

The offer was made by White House Chief of Staff Rahm Emanuel through a prominent intermediary -- former President Bill Clinton -- during the months of June and July of 2009. The White House initiated the conversation, which occurred over phone. It would have allowed Sestak to remain in the House of Representatives while advising the president. The source said it would not be surprising if more than one conversation took place, though there were no other intermediaries involved. Sestak ultimately rejected the overture and went on to defeat incumbent Sen. Arlen Specter (D-Penn) in the Democratic primary election earlier this month.

"By virtue of his career in public service, including distinguished military service, Congressman Sestak was viewed to be highly qualified to hold a range of advisory positions in which he could, while holding his House seat, have additional responsibilities of considerable potential interest to him and value to the Executive Branch," a memo detailing the administration's findings reads (READ THE FULL MEMO BELOW).

The account offered by the source was the most detailed to date from primary sources as to the conversations they had with Sestak regarding his entrance into the Pennsylvania race. News of the Clinton conversation was first reported by Greg Sargent at The Plum Line. The source challenged one major aspect of the story line, insisting that the White House never offered Sestak the job of Secretary of the Navy. The offer for that position was made more than a month before -- on March 26, 2009 -- to Ray Mabus.

Administration officials had spent time and capital recruiting Senator Arlen Specter to switch parties and run for re-election as a Democrat. Part of that arrangement entailed clearing the field for his nomination. When Sestak began making overtures that he would run, the White House looked for ways to follow through on its promise. What resulted were the informal conversation(s).

Since then, much intrigue has surrounded what conversations actually took place. Sestak brought the issue to the surface when he alluded to a job offer early in his primary run. But he refused to provide details, such as who approached him and what position was dangled in front of him. The White House, when pressed on the matter, had been vague. Press Secretary Robert Gibbs declined repeated attempts for comment before relaying to reporters that he and White House lawyers had looked into the matter and found it legally permissible.

Behind the scenes, White House Counsel Bob Bauer's office began investigating the matter when stories first surfaced. The investigation was internal at first with the White House reaching conclusions at least two-and-a-half months ago. As part of the process, however, Bauer also interviewed representatives for Sestak and Clinton -- in this case Sestak's brother and Doug Brand and Bruce Lindsey respectively. The congressman and the former president were not contacted for Bauer's investigation.

The source insisted that no laws were broken in the process of offering the position, that the matter hardly rose to the level of political scandal -- suggesting that Republicans on the Hill were hoping to reap political benefits from the saga. It certainly wasn't historically unique. As the Huffington Post reported on Thursday, various political historians and ethics lawyers have approached the Sestak news with yawns, noting that quid pro quos and backroom job offers are fairly common in administrations.

I do not see a scandal here but I do see the Representative, making it sound as if he was offered an important job (paid one) with the white house I see ambitions here going after what was seen as an easy mark. Joe Sestak (D-Penn.) saw the weakness of A senator that had switched from one party to another and took his chances with it. He say he is running against the establishment how can that be when you are a Democrat and have been in Washington as a Representative for over a year I wonder if any one have every looked or though about his platform. On one hand you are a Democrat yet you are running away from the establishment yet you say you are with the president. I can not see this as being quite honest. Can you

No case!

1. The discussion took placed before the primary therefore NO Political Activity.

2. It wasn't for the benefit of gaining a positon (nothing said about NOT running).

3. No meeting of the mind (no agreement)

4. No Consideration - Sestek didn't dropout of the race and he received nothing

This is SUCH a distraction. The REAL thing that should be investigated is whether Sarah Palin has the appropriate permit to extend the height of her fence. Put down the crack pipe and back away slowly. It's time for a reality check.

Look, Clinton talked to Sestak in June of last year. Sestak didn't announce his candidacy for the Senate seat until August 4th, which was also about two months after Obama announced his appointment candidate for the job which your favorite wingnut news manufacturers told us Sestak was offered.

In other words (for those who are a little 'slow') they knew Sestak was thinking about running but wanted to protect Specter, so they asked Clinton to talk to Sestak. Clinton knows how the game is played (and how it has been played by every single president since George Washinton). He noted that Obama could use someone like Sestak on a Presidential commission, and most likely told him that it would enhance his reputation and public visibility beyond his district.

That's not illegal until you start fantasizing. Now, I realize that fantasy and delusion is what being Republican is all about, but America needs to operate in the realm of reality right now.

How strange this is....
Isn't Blagojevich in Chicago having all kinds of problems because of a Senate seat that he was accused of trying to get something for, by appointing somebody.
I think he is accused of that and wouldn't that fall into the category of a bribe....
Same with the Sestak problem....Here is an offer of a really
good position for not running against Arlen Spector...

Good morning, Mr. Clinton. The man you are looking at is Joe Sestak, one of our high-ranking intelligence officers, whom we recently discovered is a top enemy agent. Upon learning this, we allowed Sestak access to false information which will cause his country severe embarrassment if believed and acted upon. Unfortunately, this man, Rahm Emanuel, Sestak's only contact in America, discovered the information was false and reported to his superiors that Sestak had defected. In its’ attempt to ‘spin’ its’ way out of ‘being caught in more of the same old DC politics, the White House, via R. F. Bauer’s memo, has admitted/confirmed it violated 18 USC 600 when he stated:
- that the White House Chief of Staff had enlisted the services of Bill Clinton to approach Sestac.
- that the democratic leadership had an interest in avoiding a preliminary fight.

It is evident that Clinton was acting on the behest/request/direction of the White House Chief of Staff.

It is evident the contact was made in hopes of influencing ‘political convention or caucus held to select candidates for any political office’.

18 USC 600 states:
“Whoever, directly or indirectly, promises any employment, position, compensation, contract, appointment, or other benefit, … or reward for any political activity or for the support of or opposition to any candidate or any political party in connection with any general or special election to any political office, or in connection with any primary election or political convention or caucus held to select candidates for any political office, shall be fined under this title or imprisoned not more than one year, or both.”

This must be looked into. I want proof or testimony under oath that the administration did not offer a bribe to Sestak because their word is not enough for me, and if they did offer a bribe to Sestak, that puts a new light on the Blagojevich trial for me. Obama asking the Supreme Court to deny Blagojevich's request for a trial delay until the Court rules on "honest services" also raises a red flag.

I am amazed at how much coverage Huff Post is giving this non-story. On the Republican News Channel (RNC -Fox) I could understand it because they turn everything Obama does into a treasonous act. Republican Rep. Issa is calling this Obama's Watergate. Plzzz! This story has "no legs". It will not hurt Sestak in the election. It may even help him because of being victim of nonsense. Either way he is going to beat right wing "Club for Growth" Toomey.
