RAMALLAH, West Bank — An adviser to Mahmoud Abbas says the Palestinian president sees no need to quit indirect Mideast peace talks over Israel's interception of a Gaza-bound ship.

The killing of nine pro-Palestinian activists in Monday's Israeli raid has raised concern that U.S.-led efforts to broker an Israeli-Palestinian peace deal could be disrupted.

Abbas met late Monday with senior PLO officials to assess the situation. Abbas adviser Mohammed Ishtayeh says Abbas told the group there is no need to quit the negotiations since the Palestinians are talking to the U.S. and not to Israel.

JERUSALEM (AP) – Israeli commandos rappelled down to an aid flotilla sailing to thwart a Gaza blockade on Monday, clashing with pro-Palestinian activists on the lead ship in a botched raid that left at least nine passengers dead.

Bloodied passengers sprawled on the deck and troops dived into the sea to save themselves during several hours of hand-to-hand fighting that injured dozens of activists and six soldiers. Hundreds of activists – many of whom were apparently Turkish – were towed from the international waters to Israeli detention centers and hospitals.

International condemnation was swift and harsh as Israel scrambled to explain how what was meant to be a simple takeover of a civilian vessel went so badly awry.

Israeli Prime Minister Benjamin Netanyahu abruptly canceled a planned meeting with President Barack Obama in Washington to rush home. The global reaction appeared likely to increase pressure to end the embargo that has plunged Gaza's 1.5 million residents deeper into poverty.

Most of the information about what happened on the single ship where violence broke out came from Israel, which cut off all communication to and from the activists and provided testimony and video evidence that its soldiers came under attack by activists armed with metal rods, knives, slingshots and two pistols snatched from the troops.

Passengers reached at an Israeli hospital and journalists aboard the ship accused the soldiers of using excessive force. One passenger, who identified himself as American, spoke briefly with reporters.

"I'm not violent. What I can tell you is that there are bruises all over my body. They won't let me show them to you," he said before he was pushed away by a security escort.

A soldier identified only as a sergeant told reporters at a military briefing that the activists on board "were armed with knives, scissors, pepper spray and guns." He said he was armed only with a paintball rifle. "It was a civilian paintball gun that any 12-year-old can play with," he said. "I saw my friends on the deck spitting blood."

The high-seas confrontation was a nightmare scenario for Israel, which insisted its soldiers were simply unprepared for what awaited them on the Mavi Marmara, the ship carrying 600 of the 700 activists headed for Gaza. Instead of carrying their regular automatic rifles, the Israelis said they went in with non-lethal paintball guns and pistols they never expected to use.

Israel intercepted the six ships carrying some 10,000 tons of aid for the isolated seaside territory, which has been blockaded by Israel for three years, with Egypt's cooperation. The Israeli government had urged the flotilla not to try to breach the blockade before the ships set sail from waters off Cyprus on Sunday and offered to take some aid in for them.

Israel has allowed ships through five times, but has blocked them from entering Gaza waters since a three-week military offensive against Gaza's Hamas rulers in January 2009.

Key regional ally Turkey withdrew its ambassador on Monday, the U.N. Security Council held an emergency session, the British foreign secretary demanded an end to the blockade of Gaza, and Jordan called Israel's raid a "heinous crime."

An al-Jazeera journalist delivering a report before Israel cut communications said Israel fired at the vessel before boarding it. In one web posting, a Turkish television reporter on the boat cried out, "These savages are killing people here, please help" – a broadcast that ended with a voice shouting in Hebrew, "Everybody shut up!"

Al-Jazeera said that eight staff members were detained while covering the story, and asked for the Israeli government to release them immediately.

The military said naval commandos descending from a helicopter onto the deck of a Turkish-flagged ship were assaulted by armed activists. Military footage showed activists swarming around the commandos as they rappelled from a helicopter one by one, hitting them with sticks until they fell to the deck, throwing one off the ship and hurling what the military said was a firebomb.

Speaking alongside the Canadian prime minister, Netanyahu expressed "regret" for the loss of life but said the soldiers "had to defend themselves, defend their lives, or they would have been killed."

Activists said Israeli naval commandos stormed the ships after ordering them to stop in international waters, about 80 miles (130 kilometers) from Gaza's coast.

A spokeswoman for the Free Gaza movement, which organized the flotilla, said the group's goal – beyond just bringing supplies to the impoverished territory – was to shatter the blockade.

"What we're trying to do is open a sea lane between Gaza and the rest of the world," Greta Berlin said in Cyprus. "We're not trying to be a humanitarian mission. We're trying to say to the world, 'You have no right to imprison a million and a half Palestinians.'"

Israel's international image had already taken a beating from allegations that it committed war crimes during its 2008-2009 winter war in Gaza, and from widespread global opposition to the blockade. Hamas was also accused of rights violations in that conflict.

Relations with Turkey, a key supporter of the aid flotilla but also until recently Israel's staunchest ally in the Muslim world, were badly damaged by Monday's events, possibly irreparably. Ankara announced it would recall its ambassador and call off all military exercises with Israel. Around 10,000 Turks marched in protest.

At the U.N., Turkey's Foreign Minister Ahmet Davutoglu called the raid "murder conducted by a state" and demanded an immediate Israeli apology, international legal action and an end to the blockade.

The bloody showdown came at a sensitive time for Israeli-Palestinian peacemaking. Netanyahu had hoped to receive a high-profile expression of support from Obama after months of strained relations over Israeli settlement construction.

Obama voiced "deep regret," over the raids, and the White House said he and Netanyahu agreed by phone to reschedule White House talks. The U.S. recently began mediating indirect peace talks between Israel and the Palestinians following a 17-month breakdown in contacts.

Israel's immediate concern on Monday was what to do about the boats and their passengers. It ferried the wounded to hospitals by helicopter and towed the six ships to port, giving each of the activists a choice of deportation or detention.

By late Monday, about 150 of the activists – most from Turkey – had been taken off the boats, Israeli Interior Ministry spokeswoman Sabine Haddad said, adding the process would continue into Tuesday. She said about 30 had agreed to be deported, and the rest would be detained.

A commando who spoke to reporters on a naval vessel off the coast, identified only as "A," said he and his comrades were taken off guard by a group of Arabic-speaking men when they rappelled onto the deck. He said some of the soldiers were stripped of their helmets and their pistols and some had jumped overboard to escape the violence.

A high-ranking naval official displayed a box confiscated from the boat containing switchblades, slingshots, metal balls and metal bats.

Turkey's NTV network showed activists beating one commando with sticks as he landed on deck. Dr. Arnon Afek, deputy director of Chaim Sheba Medical Center outside Tel Aviv, said two commandos were brought in with gunshot wounds. Another had serious head wounds, Afek added.

At Barzilai hospital in the southern Israeli city of Ashkelon, a few activists trickled in under military escort, claiming they had been beaten during the assault.

Palestinian President Mahmoud Abbas condemned the Israeli "massacre" and declared three days of mourning across the West Bank.

Ismail Haniyeh, leader of the rival Hamas government in Gaza, condemned the "brutal" Israeli attack and called on U.N. Secretary-General Ban Ki-moon to intervene.

Ban condemned the violence.

"I am shocked by reports of killings," he said. "It is vital that there is a full investigation to determine exactly how this bloodshed took place."

After nightfall, Hamas-linked militants fired a rocket that exploded in Israel, the militants and the Israeli military said. Nobody was hurt. The militants said the rocket attack was in response to Israel's raid on the flotilla.

In 2009 alone, more than 738,000 tons of food and supplies entered Gaza able to feed 1.4 million Gazans. In a typical week the IDF coordinates the transfer of hundreds of trucks containing about 15,000 tons of supplies

eventually the Hammas didn’t even agreed to except the delivery from the flotilla!!


Israel is doing everything she can to protect her own citizens and prevent any strengthening of the terror organizations! Yet Israel is willing to provide the Gaza civilians every product they need.!!!
Everything should be checked twice to make sure there is no smuggling weapon!

Israel should seal the border with Gaza off and tell the world that the Gazan's are now their problem. Every rocket launched from Gaza, should then be the subject of returned fire.

Open up the ports, let Hamas import rockets, and then just fire back when they start falling.

It would lead to a clear view of the sponsored activity. Hamas will start launching rockets from schools and hospitals of course, but that is going to happen in any case. Let the Turks and others fund the rebuilding.

Do remmember - Isrel left Gaza 7 years ago. The moment Isarel left Gaza the HAMAS terrorised the people, massacared the PLO leaders and rule in non democratic way' to say the least.
The EU and US and other countries pured bilons in Gaza - al that was used by HAMAS to buy weapons and missiles. Nothing was invested in favore of pease.

GAZA could be the beagining of flurishing Palestinian self ruled state. In seven years, with the talented people it could becom the "Hong Kong" of the middle East. But HAMAS chose the route of war and terror. Again - Israel fried GAZA 7 years ago!!! The HAMAS has the sole responsibility for any trouble caused to the pour vitizens of GAZA.

I call all the "blinds" - Be true with youself. The suppresoor of GAZA is the HAMAS - NOT ISRAEL !

If you really seek justice and peace call the HAMAS to stop the internal terror againt the Palestinians as well as the external terror against Israel.

I definitely agree that Hamas is a huge problem for the Palestinians.

But I don't see how the blockade of Gaza is weakening Hamas. It is only making them stronger. They are still getting weapons through the smuggling tunnels. They control all the tunnels and are making a lot of money selling banned goods (like fruits and vegetables) in Gaza. The blockade is making the people of Gaza hate Israel more than ever, they are more hopeless than ever, and therefore more likely to join in armed struggle against Israel. How is this good for Israel?

In fact there are troubling accounts of groups even MORE extreme than Hamas, basically Al Qaeda style fundamentalist groups, gaining a foot hold in Gaza and challenging Hamas's rule. These are the people who attacked the UN summer camp because it mixed boys and girls.

So I see this blockade as making the situation even worse by driving the impoverished and hopeless Gazans down a road of extremism.

Hamas didn't 'massacre PLO leaders" Hamas was elected and,despite the US /Israel attempted coup, including 2 million rounds of ammunition given to Fatah militants by Israel ( a peaceful gesture) Hamas has clung on to power

Israel is under a constant missile attack by Gaza. Israel blocked Gaza, in oredr to stop this terror.
I am sorry for the residents of Gaza; I wish they stopped attacking Israel and live in Peace with Israel, so their lives could be better. There is no humanitarian crisis in Gaza: 100 Israeli trucks of food and supply get into Gaza every day. 25 trucks were all the supply that came from the flotilla ships. The flotilla ships were asked by Israel to get to Ashdod port and get their supply checked. Israel cannot allow weapon to get into Gaza because Israel is under attack of Gaza.
The Israeli soldiers wanted to check the ship, but, the people aboard attacked then, so they had to fight back. All this is shown by IDF films.
Please try to be fair and understand: If you are worried about Gaza, Pleace tell them to relies Gilad Shalit and stop their terror attack upon Israel, so everyone could live in Peace and their lives could be as good as in the west bank. Israel did not block the west bank. Did you think why???

So if Israel left Gaza, how is it that Israel is controlling Gaza, blockading Gaza, blockading sea ports which apparently included all the Mediterranean ocean?

Israel continues to maintain complete control over the air and sea space of the Gaza Strip. No Palestinian may operate a seaport or an airport without Israeli approval, which limits Palestinians’ freedom of trade and travel.

Israel continues to control the joint Gaza Strip-West Bank population registry, which means Israel gets to decide who is a “Palestinian resident” and who is a “foreigner.” Palestinians must seek Israeli approval for every individual who wants to move to the West Bank.

Israel continues to maintain complete control of the movement of people and goods between the Gaza Strip and the West Bank, which Israel considers a “closed military area” off limits to anyone without a permit. West Bank residents are also forbidden from travelling abroad, including to the Gaza Striop, without a difficult-to-obtain Israeli permit.

As far as trade is concerned, Israel controls the three crossing points in and out of Gaza (Karni, Sufa, and Kerem Shalom). Israel routinely closes the crossings to any exchange of goods, causing severe food and other shortages in Gaza.

Israel still controls taxation and other levies in Gaza.

In the months before the blockade began around 250 trucks a day entered Gaza through Sufa with supplies, now it is only able to accommodate a maximum of 45 trucks a day. In most cases, this number is barely reached. The aid and trucks are not Israeli, but UNRWA & International aid

80% of families in Gaza currently rely on food aid compared to 63% in 2006. This amounts to approximately 1.1 million people (OCHA, 2007).

In 2007, households were spending approximately 62% of their total income on food compared with 37% in 2004 (WFP, 2007).

During the period of May-June 2007 alone, commodity prices for wheat flour, baby milk, and rice rose 34%, 30% and 20.5% respectively (WFP, 2007).

During the period June-September 2007, the number of households in Gaza earning less than $1.2 per person per day soared from 55% to 70% (WFP, 2007).

40-50 million litres of sewage continues to pour into the sea daily (Oxfam, 2008).
As a result of fuel and electricity restrictions, hospitals are currently experiencing power cuts lasting for 8-12 hours a day. There is currently a 60-70 percent shortage reported in the diesel required for hospital power generators.

Possibility two is that, if the killings were not authorised Israeli military action, they were acts of murder under Turkish jurisdiction. If Israel does not consider itself in a position of war with Turkey, then it must hand over the commandos involved for trial in Turkey under Turkish law.

Your base assumptions preclude any debate because you assume that the only alternatives are in your construct.

There is ample precedent in International Law for declaring and enforcing a blockade. An illegal act might occur if Israel had not notified all parties that a blockade was in effect, However, all parties were aware of the blockade. In that circumstance, the blockade can be enforced, even in international waters.

Neutral merchant vessels

67. Merchant vessels flying the flag of neutral States may not be attacked unless they:

(a) are believed on reasonable grounds to be carrying contraband or breaching a blockade, and after prior warning they intentionally and clearly refuse to stop, or intentionally and clearly resist visit, search or capture;
(b) engage in belligerent acts on behalf of the enemy;
(c) act as auxiliaries to the enemy s armed forces;
(f) otherwise make an effective contribution to the enemy s military action, e.g., by carrying military materials, and it is not feasible for the attacking forces to first place passengers and crew in a place of safety. Unless circumstances do not permit, they are to be given a warning, so that they can re-route, off-load, or take other precautions.

SECTION II : METHODS OF WARFARE
Blockade
93. A blockade shall be declared and notified to all belligerents and neutral States.
94. The declaration shall specify the commencement, duration, location, and extent of the blockade and the period within which vessels of neutral States may leave the blockaded coastline.
95. A blockade must be effective. The question whether a blockade is effective is a question of fact.
96. The force maintaining the blockade may be stationed at a distance determined by military requirements.
97. A blockade may be enforced and maintained by a combination of legitimate methods and means of warfare provided this combination does not result in acts inconsistent with the rules set out in this document.

146. Neutral merchant vessels are subject to capture outside neutral waters if they are engaged in any of the activities referred to in paragraph 67 or if it is determined as a result of visit and search or by other means, that they:

(b) are on a voyage especially undertaken with a view to the transport of individual passengers who are embodied in the armed forces of the enemy;
(c) are operating directly under enemy control, orders, charter, employment or direction;

Some seem convinced that unarmed activist ambushed the allmighty navy commandos, armed to the teeth repelling off helicopters in the cover of night, with plastic chairs and rods... maybe the activists did beat the first commando with sticks and tried to throw them off the boat, but what happened afterwards? I say maybe be, because the flotilla had dozens of onboard cameras, live feeds to online sites, satellite phones, put in place to doc everything and as a insurance an attack. But the navy scrambled and confiscated everything. Why don’t they release the footage and show us in fact how it escalated from an plastic chairs to the murder of 10 people and injury of dozens.. did the activists keep rushing towards the bullets after the initial shots?
I hope Israel reflects on what happened and see the massive arrogance and disregard they displayed to human life, instead of blindly supporting this heinous crime.. Life, not only of those activists, but also the 1.5mn people who are being collectively punished in Gaza. No wonder they have so much hatred and anger, and u expect what ?starve them into loving you, or maybe ur just hoping they would die silently ..In any case, god bless the Irish flag Rachel Corrie ship which is now heading alone to Gaza..i hope the activists there don’t ambush the poor Army with stones and belts, otherwise …..

Okay, maybe I am missing something, and I say this irrespective of these most recent events, but it seems like there's an imbalance in our relationship with Israel in terms of the costs and benefits. I mean, how about we just hold hands with them instead of being connected at the hip? I wrote an essay on this, I will link it below. And no, I am not anti-Semitic, I have Jews in my family. I just don't get it. Maybe I am missing something. Feel free to enlighten me.

When Israel, in her incomparable arrogance, does something inexcusable like this, we Americans get to share the blame - guilty by association. Because we insist on enabling, excusing, coddling, funding and clinging to Israel, we have to deal with the backlash from her aggression. Israel makes America :::less secure::: every time she does something like this. What kind of an ally is that? It's like hanging around with a drunken, violent friend at a party who is constantly picking fights and barfing all over the world stage - then saying "oh, we're sorry... we'll help clean that up..." Ditch Israel, she does nothing for us but take our money and make the world a more dangerous, miserable place, and apparently has no desire to change.

Please, be so kind as to explain how it counts as "aggression", even though the Israeli commandos came to just inspect the ship, and they were clearly attacked by Palestinians as seen in the video? Does defending yourself count as aggression? This was clearly an attempt at propaganda by the Palestinians to win support from people who don't have any idea what's going on in Israel.

The activists claim the Israeli forces opened fire (from the helicopter) even before their heavily armed soldiers boarded the ship. How do you know it is them, not the Israeli authorities, who are lying? And do you really believe those machine guns were paintball guns?

Ha, no I was Air Force.....but it did not stop sinking of merchant ships in all past wars.
They has been ordered to dock in Ashdod before the goods went to Gaza.
They wanted an incident and planned for it......for the publicity without regard to who gets hurt.....shameful.

I have watched the video and see no evidence whatsoever of shooting before boarding, from either side.
The article you linked to says:
"Portions of the raw video were featured by Al Jazeera and AFP, although the beginning segment and the most clear allegations that Israel opened fire before boarding were not included in their entirety."
Why were they "not included in their entirety"? Are they still being fabricated?
