FRANKFORT, Ky. — Where in the world is Rand Paul?

His campaign says he isn't hiding, but the Republican U.S. Senate nominee has barely been seen since he roiled state and national politics with his suggestion that government should not require private businesses to serve minorities.

Campaign manager Jesse Benton said Paul is spending his time preparing for what promises to be a tough general election campaign and tending to patients at his Bowling Green ophthalmology practice.

"At the same time," Benton said, "he is going to use his limited time to make sure that he gives priority to people who are going to give a fair story and not practice a 'gotcha journalism' that can be so destructive."

Paul sparked widespread anger with a remark last month to MSNBC host Rachel Maddow that he has misgivings about the Civil Rights Act. Paul told Maddow he abhors racial discrimination but suggested that the federal government should not have the power to force restaurants to serve minorities if owners don't want to.

While Republican leaders sought to limit damage from that statement, Paul, son of former Libertarian presidential candidate Ron Paul of Texas, raised eyebrows again days later by defending the oil company blamed for the Gulf oil spill and telling a Russian TV station that babies of illegal immigrants shouldn't automatically receive U.S. citizenship.

But now Paul appears to be listening to political advisers who suggested he reject national interview requests.

Republican strategist Larry Forgy said Paul, a darling of the tea party movement, doesn't need the national media that shadowed him in the final weeks of the primary campaign and booked him for appearances in the days after his victory.

"He's not running for national office," Forgy said.

The race is being closely watched nationally as Democrats seek to reclaim the seat being vacated by retiring Republican Sen. Jim Bunning, a 78-year-old former major league pitcher known for gaffes of his own who opted not to seek a third term.

Paul easily defeated Secretary of State Trey Grayson in the May 18 GOP primary, but the two weeks since have been turbulent. His remarks sparked protests outside Kentucky's Republican Party headquarters and he canceled an appearance on NBC's "Meet The Press."

In an interview Thursday with a Kentucky radio station – the kind of media attention he's seeking now – Paul reiterated that he doesn't want to repeal the Civil Rights Act.

"In fact, it's not something that had ever even crossed my mind," he told Louisville's WHAS-AM. "It hasn't been a real pressing concern in the debates around Kentucky over the past year."

But Paul's Democratic opponent, state Attorney General Jack Conway, said Paul's comments show he wants to be "the prince of an out-of-the-mainstream movement."

"I think that obviously, with the shake-up in his campaign and with him disappearing from the national cable shows, they're trying to get some kind of message control within that campaign," Conway said.

Benton said Paul isn't ruling out occasional appearances on national TV.

"This is a high-profile race, and there'll be a lot of people around the country who want to follow this race, and Dr. Paul will make time and find time when he can to talk to the national press," Benton said. "The priority now and through the rest of this race is gong to be talking to Kentucky voters and talking to Kentucky press."

Kland paul we have been waiting to hear from you. Must've missed you I don't watch faux news. I need you to tell all these old people here in ky how you want to do away with SSI,medicaid, medicare,public schools etc. It seems whenever I tell some of your voters what you really believe they don't believe me. Please clear this up before election day, maybe you could engage Conway in a few debates before Nov.

Rand Paul has raised more money since the Maddow interview than his opponent by a 2-1 ratio. He has a nine point lead, and he's running in Kentucky.

It would make better sense for the Democrats to focus on a race they have a chance at winning. At this point, sites like this one are making him into a national figure which was by design in hopes of getting outsiders involved and donating money. That has failed. It's time to ignore him before they create another monster like Palin.

Yes, he should accept money from anyone that is willing to give it. Racist people count just as much as anyone else and to discriminate against someone for their beliefs is wrong. If the shoe were on the other foot is the way you gotta handle that.

This is nothing but political hogwash to say that by him accepting donations from people you do not agree with makes you one of them. If anything, its good that he is taking their money so they cant use it for something racists.

Well, the Senate is a national stage. Unfortunately, I don't recall hearing Dr. Paul say a single thing about local KY issues. His website has all National Issues, not a single KY issue. He has a Jim Demint video on there. He's got a gun show, state republican party meeting, and a Franklin Tea Party lined up for June and July and that's all.

By that logic NO ONE runs for national office except the president and veep.

Senators make national, not state law. Their votes affect us all, not just one state. They're not governors or mayors.

This isn't going to work out Dr. Paul....

You can't win without campaigning in KY.
Every word you utter will be picked up by the national press. Every word.

It's too late. Can't put the genie back in the bottle. No one to blame but yourself.

Either you toe the GOP Establishment line and flip-flop on your issues, lose your base, lose your soul, and lose the election.

Or you stick to your guns, make more of what the public deems "gaffes," make distracting national headlines with your "principles" and lose the election.

I see why he's keeping up his clinical practice.

He is campaigning in Kentucky and is raising more money than Conway. The public does not view this as gaffes, as his poll numbers have shown.

Just a couple of points on RP.

I asssume it is ok for restaurant owner to be klansmen as no doubt some were and are.
But perhaps one may have forgotten about Black Panthers. Rand's idea is one can protest those restaurants BUT our country does not need to go through Mob's of either side to allow human rights to rule.

Second, RP has the problem with children of persons who may not be US citizens being US citizens. In US schools as I understand these children are allow attendance & I assume do the daily Pledge of Allegiance.

Dictionary of the Word Allegiance:

loyalty or commitment of a subordinate to a superior or of an individual to a group or cause : those wishing to receive citizenship must swear allegiance to the republic | a complex pattern of cross-party allegiances.

(These Americans do this, for which RP says, "Nope, not good enough")
