WASHINGTON (AP) -- President Barack Obama said Monday he's been talking closely to Gulf Coast fishermen and various experts on BP's catastrophic oil spill not for lofty academic reasons but "so I know whose ass to kick."

The salty words, part of Obama's recent efforts to telegraph to Americans his engagement with the crisis, came in an interview in Michigan with NBC's "Today" show.

He strongly defended his role in dealing with the crisis that began with the April 20 explosion on a BP-leased oil rig in the Gulf, killing 11 workers and starting the nation's largest-ever oil spill.

"I was down there a month ago before most of these talking heads were even paying attention to the Gulf," Obama told NBC's Matt Lauer. "I was meeting with fishermen in the rain talking about what a potential crisis this could be."

Some have criticized the president for not engaging passionately enough on the spill, even though he's been to the Gulf coast three times since the disaster, his most recent visit on Friday.

Obama said he has talked to a variety of "experts" on the oil spill in addition to the fishermen.

"I talk to these folks because they potentially have the best answers -- so I know whose ass to kick," the president said.

Obama was in Kalamazoo, Mich., to speak to graduating high school students. NBC aired a portion of the interview on Monday evening in advance of Tuesday's "Today" program.

Obama also launched a salvo at Tony Hayward, BP's CEO, over some of his past comments, including saying at one point that "I want my life back" and that the Gulf was "a big ocean" and that "the environmental impact of this disaster is likely to be very, very modest."

"He wouldn't be working for me after any of those statements," Obama said, according to excerpts released by NBC.

Earlier, Obama sought to reassure the nation that the Gulf Coast would "bounce back" from the worst oil spill in the nation's history, but not without time, effort and reimbursement from BP.

Surrounded by Cabinet members, Obama said that not only is he confident that the crisis will pass but also that the affected area "comes back even stronger than ever."

The president and top federal officials were briefed on the government's battle against the spill by Coast Guard Adm. Thad Allen, who is overseeing the government's efforts in dealing with the tragedy.

Allen earlier Monday told reporters that a cap on the damaged oil well is now keeping up to 462,000 gallons of oil a day from leaking into the Gulf. That's up from about 441,000 gallons on Saturday and about 250,000 on Friday.

BP in a statement put the amount being captured at 466,200 gallons. Allen said the government was using its own flow-rate calculations and not relying on those from BP. He put the amount being captured at 11,000 42-gallon barrels, or 462,000 gallons.

"This will be contained," Obama asserted. "It may take some time, and it's going to take a whole lot of effort. There is going to be damage done to the Gulf Coast, and there is going to be economic damages that we've got to make sure BP is responsible for and compensates people for."

Obama said that government scientists and other experts confirmed that the capping device "is beginning to capture some of the oil. We are still trying to make a better determination as to how much it is capturing."

But, Obama added, "even if we are successful in containing some or much of the oil" the problem wouldn't be solved until relief wells reach the area of the damaged well in several months.

"What is clear is that the economic impact of this disaster is going to be substantial and it is going to be ongoing," Obama said.

"We also know that there's already a lot of oil that's been released, and that there's going to be more oil released no matter how successful this containment effort is," he added.

The president has been speaking out on the disaster almost daily and has visited the Louisiana coast three times since the April 20 explosion that killed 11 workers and unleashed the oil gusher.

He reiterated an appeal he made on Friday in the region that BP not "nickel and dime" Gulf coast residents and businesses that have filed claims against the London-based oil giant.

"`We are going to insist that money flow quickly and in a timely basis," Obama said.

Allen acknowledged at Monday's White House briefing that the company has struggled with handling claims.

He said we'd "like them to get better" at processing the claims and that a system for paying them should be "routinized" as soon as possible.

Dear Mr. President,
I'm so sorry for the accident happened with the oil problem. The world need oil, some natural resources destroyed, and some natural plant said to be illegal to grow. Therefore, It's not a time to find out who responsible, but I think you should take more time to have a meeting about how to clean the oil on the sea more quickly and effectively. Most people around there lost their business, most sea life under disaster, most fisherman can not go fishing, etc. Look around and find out how it came to be. Yes, there should have the person to have the responsibility, but first solve the problem!

I think this is a very sticky situation. Remembering the photos of him and wife jogging in some resort area when the first news of the spill hit, I wondered back then if the weekend getaway was a good idea.
When his administration first went ahead with the offshore drilling permits I was disappointed, but figured that he may trade some concessions from the opponents of his climate bill. NOW, now I don't know what to think. I am so torn between anger and hopelessness. I know we need the damned oil. Yet, no talk about how to reduce our dependency, our bad wasteful habits. I also know that the environmental damage is so very bad. I hate the repubs who now blame the government, I hate that I feel the same way at times and wonder if they are really learning a lesson here. A lesson of sticking to your guns instead of listening to all the bs once you are in office. He backpedaled from campaign promises. I don't know anymore.

NO offshore permits were issues. Obama's proposal was one of 'EXPLORATION' regarding safety and feasabiity. And maybe an effort to appease and shut up the 'Drill, baby, drill" shreakers. I admire ANYONE who will change their position based on more recent data and facts, rather than getting stuck in an attitude that is now redundant. When a person becomes the president, you receive some deep and serious briefings that are classified; many presidents have made a change of mind based on such breifings. 'Sticking to your guns' is not such a good idea when the situation changes. Bush's "stay the course" has caused grea damage to our country and our people. Better he would admit things change and he must change with them. I appluad no one who continues to beat a dead horse, but will honor the intelligent person who knows when it is time to change their mount while in the stream.

Look, I'm not the biggest fan of George Bush, but he ended up doing the exact right thing to do.

After they couldn't find the WMD's there was nobody more aware of the problem than the president. This was one of those colossal oh sh.** moments that all leaders dread. We went in to take down Saddam and the WMD's, and had to turn the country of Iraq upside down to do so. When there were no WMD's the president had a decision to make... do we just pack up and leave saying "ooops, our bad" on the way out, or do we stick around and help them re-build. His decision to stay and help re-build was the correct decision. How anyone could argue otherwise has no humanity.

Jack, do you really believe that if this guy's barriers were the answer, and he's really been begging the federal government to buy them, it would not have been considered?

Is it not possible that there are actual reasons they are not being used?

I am not saying that the response to this unprecedented disaster has been spot on. NO ONE has the experience to deal with it. The regulators put in place long before Obama arrived failed spectacularly at regulating, and the whole industry has been under-regulated for ages.

Obama spent the first 16 months of his presidency dealing with a failed economy brought on by his predecessor, a failed war started by his predecessor, and health care reform obstructed at every turn by the compatriots of his predecessor. All the while getting a lot of legislation actually enacted. Do you truly believe that if McCain had won the election, this spill would have turned out differently?! Good lord.

I have no doubt that ALL government has been in bed with big oil. I am not naive enough to believe that Dems have been exempt from that. THAT is what we have to take from this. FIX THAT. But don't rant because no one at the White House is wasting time keeping the entire country apprised of the success, failure or possibility of every single idea sent their way.

sdmills27 - The POTUS doesn't have to know everything. If that were the case, we wouldn't have had any presidents. They all have advisers who are experts in their respective fields. Maybe with a little (or a LOT) less obstruction, Obama would have had time to enact some regulatory laws that actually worked. And it IS Bush's fault that the regulations were so lax.

Very true, I agree with that. He is responsible for his appointees though. He and his administration clearly have no idea what they are doing. Can you argue that?

It's funny that Democrats are calling Republicans the party of 'NO!" as if Democrats were any different during Bush's presidency. If you want bipartisanship you shouldn't nominate such polarizing candidates. What am I talking about...Obama is a self described post-partisan politician...yeah right (rolling eyes).

Sorry, I think the President has every right to be angry. I don't care what color he is or any other citizen of this country is : I think we should all be ENRAGED about this.

My father was never a man who lost his temper often or used harsh language in front of his family- but if he did, you KNEW it was serious. I for one am glad to see that our leader is just as angry as the rest of us, since he is one of the ONLY people in the country with any real power to DO anything about it!

black, white, green, or purple, red or blue state- we ALL need to be angry as possible about this or they will just get away with it.

President Obama seems to be getting frustrated and angry that people and the press are daring to rate his performance and leadership- as opposed to what the press and his fans did during the campaign- simply follow him around in awe and with chants of "Yes, We Can".
Welcome to the real world Mr.President- face the heat with grace, steel, and focus- and please desist from using such foul language (like kick ass or shoes on the neck) that denigrates the office you hold. Such language does not make you look strong- simply reveals that you are frustrated and fuels the perception that you are not able to handle the heat and demands of the job. To borrow a phrase from your campiagn- that the job is "beyond your paygrade"

He's too angry!

He's dealing with the most complicated mess in all of history. Economy, war, environmental disaster - all coming down on us at the same time. The populace now expects him to morph into some kind of superhero and fix a series of disastrous chapters in our short history, none of which he or his administration caused. If he has to play the game into which he was thrown. He's not a dictator, can't do anything all by himself. And we, as that populace, have allowed such a ridiculously partisan climate to take hold in this country that overall, little gets done and no one wins except those who play outside the rules.

How, exactly, do you suggest he fix it?

It's really very simple.

BP screwed up beforehand and should be fined big time.

The government screwed up in several areas beforehand, one not inspecting per current regulations, two, not being prepared with equipment for spills according to their own plans.

BP has screwed up the aftermath.

The government has screwed up the aftermath. (did you see the videos of how simple hay sops up oil in seawater?)

BP has delivered zero leadership on this (afraid of litigation)

Obama has delivered zero leadership on this issue, instead just blusters and threatens. (great leadership techniques recommended in all books on leadership - not)

What now? Put together a two small groups of true technical experts. Not from the various constituencies. One group focus on current clean-up and containment. The other group focus on long term fixes techniques both at the oil wells and techniques for clean-ups.

Finally, prepare, prepare, prepare, (boy scout motto)

And we are going to depend on this administration to build a HealthCare bureaucracy to manage every citizen's quality of life!
Obama has not made policy decisions that set the active direction of federal agencys.
He has told Homeland Security what he does not want to see,
but has not given them a mission to replace drug interdiction,
Illegal border crossings by foreign nationals, including Military forces,(In hot pursuit?)

He has told the EPA that he wants to crack down on greenhouse gas pollution, but has not given them guidelines or the regulatory tools to perform their jobs.

He has told the Military that we are not the police of the world, but continues to engage in police activities in Iraq, Afghanistan, and South Korea. A new medal of honor has been proposed where the recipient will be acknowledged for their restraint under fire. Failure to support your unit in a fire fight will be rewarded.

He has signed a law giving extreme regualatory authority to Health and Human Services, and although they have 5 years to fully implement heath care insurance reform, theyare already petitioning for more time to get preliminary regualtions in place, pending policy clarification.

The IRS does have clear direction, Drill, drill, drill. Audit regular citizens like it is1984.

It appears that the latest technique of the right us to accuse PBO of everything Bush was accused of regardless of the circumstances. We have been called the bullies, supporters are said to be "in lock step" with PBO. He has been accused of being too close to big oil, "ramming programs down the publics throat", he was even criticized for taking vacation time! It just looks like 8 years worth of criticism are just regurgitated and we are not supposed to be able to see it?
