Even before the catastrophic oil spill in the Gulf of Mexico, the oceans were in dire straits, according to many experts.
Costello describes the mismanagement of the world's oceans as analogous to the disastrously messy state that public bathrooms are often found in. He says that when no one person or entity owns the space, no one feels the responsibility to take care of it.
