Congress Dedicates Plaques Acknowledging Slaves Who Helped Build Capitol

Capitol Slaves Plaques

WASHINGTON — African-American slaves sweated in the summer heat and shivered in the winter's cold while helping to build the U.S. Capitol.

Congress took note of their service and sacrifice Wednesday by erecting commemorative plaques inside the Capitol in their honor. Lawmakers said the memorials will ensure that the contributions of slaves in building one of the world's most recognizable buildings are never again forgotten.

"In remembering the slaves who labored here, we give them in death some measure of the dignity they were so cruelly denied in life," Senate Republican leader Mitch McConnell of Kentucky said at the plaques' unveiling.

The plaques read: "This original exterior wall was constructed between 1793 and 1800 of sandstone quarried by laborers, including enslaved African Americans who were an important part of the workforce that built the United States Capitol."

Lawmakers have been looking for ways to honor the slaves who were used in the construction of government buildings, including the Capitol and the White House.

Rep. John Lewis, D-Ga., a former civil rights leader who chaired a congressional task force that studied the contributions of slaves to the Capitol, told onlookers that the plaques help reveal a part of the Capitol's history that has been overlooked by many.

"Imagine, in Washington's oppressive summer heat and humidity, to chisel and pull massive stones out of a snake- and mosquito-infested quarry," Lewis said. "Imagine, having to fight through the bone-chilling winter in rags and sometimes without shoes. Just imagine, the United States government paying your owner, not you, but your owner $5 a month for your labor. This Capitol, the most recognizable symbol of our democracy, was not built overnight, it was not built by machines. It was built through the backbreaking work of laborers and slave laborers."

House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid, along with their Republican counterparts McConnell and House Republican leader John Boehner, unveiled the plaques inside the Capitol's historic Mansfield Room. They will next be placed in the Congressional Visitor Center; its largest room is called "Emancipation Hall" in honor of the slaves' work on the Capitol.

Historians have discovered that slaves worked 12-hour days, six days a week on the construction of the Capitol. The federal government rented the slaves from local slave owners at a rate of $5 per person per month.

In addition to working on the building, slaves worked in quarries extracting the stone for the Capitol. Other slaves provided carpentry skills, still others worked at sawing stone and timber.

Slave women and children were used to mold clay in kilns.

Lawmakers recounted for the standing-room only crowd the story of Philip Reid, one of the slaves who worked on the construction of the Capitol. Reid was owned by a Maryland sculptor and ironworker who had been contracted to bronze a plaster copy of the Statue of Freedom, the statue that sits today on top of the Capitol Dome.

When the worker who had assembled the plaster model at the Capitol refused to disassemble it until he was paid extra money, Reid – a mulatto slave from South Carolina – was the only person who was able to figure out how to separate the sections so they could be moved to the foundry for casting.

Reid later is believed to be the person put in charge of bronzing the Statue of Freedom, and was officially thanked for his work in an address to Congress in 1928 by one of the statue's admirers.

The original plaster model of the Statue of Freedom that was worked on by Reid now sits in Emancipation Hall.

Reid also was one of the few slaves who was paid for his work at the Capitol, working for $1.25 a Sunday "keeping up fires under the moulds" – or keeping the ironworking fires hot so they wouldn't have to wait on Mondays for new fires to be lit – according to a pay receipt. His receipt is signed with an "X," suggesting that Reid was illiterate.

"We stand here today not only because of Philip Reid but for other enslaved African-Americans like him who worked tirelessly and sacrificed," said Sen. Blanche Lincoln, D-Ark., who also worked on the Congressional Slave Labor Task Force. "These plaques, in their own right, will serve as a symbol of their sacrifice and will be seen by visitors who enter the building forevermore."

Tresco why worry about what we would do with the assests. Your ancestors did not worry when they worked the enslaved from sun up to sun down to create their wealth of which they did not share with the people who did the WORK. Africans gave HUMANITY and CIVILIZATION to thr WORLD. THAT IS THE FIRST HUMANS ON EARTH WERE BLACK AFRICAN PEOPLE. iF IT HAD NOT BEEN FOR THE AFRICAN PEOPLE WE WOULD NOT HAVE THE hUMANITY NOR THE CIVILIZATION WE HAVE TODAY. What you think about what we would do does not matter. just pay the debt. Our ancestors were left with only the clothing on their backs and they were RAGS. We made it then and we will make it now after we get our pay and we will not stop until something is paid. We will not worry about other elements, everything was working for us until we tried to civilize you people, but we failed with that. Go check out your history. What has given us misery is trying to work with your kind of people who has a history of extreme violence beginning with Alexander the Greek because nothing he did was Great. Check out Vasco de Gama to learn just how violent your people have been. The list is endless. Your are the descenents pf Kidnapper, Rapers and Murders. Peace to you.

When I said "you" I was speaking to ChicagoBlackRainbowWoman. I was curious about what she would do with 40 acres and a mule.

You don't know who my ancestors were. I don't even know who half my ancestors were. How completely have you researched your family tree? Do you know if all my ancestors were slave masters or just some of them? I don't know of any ancestors who owned, or oversaw or transported or lynched anybody. Some were not nice people. Several were criminals but as far as I know no "kidnappers, rapers, or murderers". How's your pedigree? Are all your ancestors from Africa or just some of them? How far back do you have a complete set of birth certificates? To go back to 1860, the year before the Civil War started would be about six generations (I used a generational turnaround of 25 years for an average). That would be 64 birth certificates to account for. Who's white? Whose black? Who's mixed and to what degree? Almost nobody's records are that complete. It's impossible to determine through DNA. How are you going to tell? As far as I'm concerned, it's all one big melting pot. I see your people and my people as the same people. Some have darker skins than others but how does that make any difference? If you go down 1/64 of an inch everyone is the same color. If you have a problem with that, it's your porblem, not mine.

For those of you who do not understand the huge debt America owns to the ancestors of Slaves in this country consider this. Slavery in America was quite different than the world view. America redefined it. The ancestors of Slave owners reap the rewards of an immoral past till this day. (4)0 and a mule back then would surely have given many Americans with Slave ancestory a different future. Bringing these facts up is not about guilting white America, however if it speeds up the process of payment then let the feelings flow. Until all Americans recognize the white skin priviledge institution in this country the stain of immorality will stick and the interest of the debt will forever grow. Personally, I find folks reasoning for not paying recognition of the debt. If a debt is to be paid to a family member that has passed it is the duty of those left behind to collect. Whether its yesterday tomorrow or a thousand years from now the resposibility to collect will continue. Regardless of what folks say, IT WLL BE PAID.

I soppose the Walls family released in the 1960's should not try to collect either huh..

I would love to see you awarded 40 acres and a mule. What would you do with those valuable assets?

I don't think you would be satisfied. I think you would complain that your land was no good or your mule would not work for you because of who your great, great, great, great, great grandfather was.

That grudge has given you only misery. Only misery can come from it. It's poison and it will curse you and your children. Can't you give them anything better? I pity you.

For everyone ranting about reparations, do you really think black people today are going to put that to any good use? While attending an HBCU I made up the Dave Chappelle Show skit even before HE did it. Are most black people going to get educations, pay off debts. buy homes, or create anything of serious value?

Look, yes, there's racism and I'll be the first to call it out (as I have been for a few years now), but the honest truth is black people have a few things to work on. In many respects we have internalized the negativity said about us until we've BECOME it. We're not organized nor are we supportive enough to actually build networks and economic sustainability. Don't believe me? If you're unemployed what are the odds a black hiring manager would give you a serious break for a job while having all the qualifications? So many people are living by the slave mentality of "just one black at a time" that we can't stand to see other blacks succeed. And some of you know the type I'm describing. They come from all backgrounds. Willie Lynch syndrome has to stop and what whites do or think about blacks has nothing to do with it.

"Self hate"? That's a lame rebuttal for simple-minded blacks anytime other blacks have the gall to level some well-deserved criticism. You'd rather people sit around crying about "the white man" all day? Well, what is that gonna do when you have blacks who're quicker to cut your throat than any Klansman ever was??? You know full well throwing money at black people will not stop the huge litany of hot mess pouring out daily. We need to do more than sing, dance and spend money in other communities. Stop being a coward and face the sick truth. Willie Lynch may be a myth, but being from Chicago with the high rate of black on black violence you of all people should be intelligent enough to realize it bears some truth. And fix up your posts. We operate on a higher level here. Those daily black cultural maxims you got from Chris Rock are already known and don't make much on an impression.

I'd much rather see equality in education, bank lending, housing etc.

In 1988, Congress passed and President Ronald Reagan signed legislation which apologized for the internment on behalf of the U.S. government. The legislation stated that government actions were based on "race prejudice, war hysteria, and a failure of political leadership".[12] Over $1.6 billion in reparations were later disbursed by the U.S. government to Japanese Americans who had either suffered internment or were heirs of those who had suffered internment.

Generational wealth means money. If you have money, then you can afford to go to school and buy that business or home so that your generations are provided for.

I understand this is a bone of contention with people but proving one as a descendant of slaves (ownership paperwork kept by private owners, not govt) and proving one as a descendant of those who were interned (with available internment camp records kept by govt and other proof - quick sale of home, other property, etc) is what I find to be the difference here. Sucks, but it seems logical reason (as well as other more unsavory reasons).

Ted Koppel on Nightline once cited a study done at the University of Pennsylvania Business School where students were given hypothetical scenario: A government experiment has gone ary, and the result is that the melinine in your skin has been increased to the point where for all intents an purposes, you are black. This will not affect your health, and the government is willing to compensate you for any loss this condition have on you, but you cannot use an emotional arguments, you must be able to produce real numbers.

The final award that the PENN Business School students came up with was $50 MILLION dollars for each person affected, or $1 million dollars for every year of their working lives.

Congress also need to acknowledge with more than words the cruelty that was done to African-Americans in building this nation. They know that the enslaved peoples' Labor provided the initial WEALTH for this land. "BLACK LABOR-WHITE WEALTH" Some of the stimulus money could be used to PAY the descendants of the SLAVES. WE are still here and we are still SUFFERRING. 5 million dollars per person to African-Americans will get the economy going again. That amount would be cost effective. All Americans know the history and know that America is in DEBT TO AFRICAN-AMERICAN. AMERICA IS STILL ENJOYING THE BENEFITS OF THAT CRUEL AND SAVAGES SYSTEM. We would not need any welfare, "handout or free anything, we will make a difference in America. That is much less than they are giving Pakistan. Everyone who has had in dealings with America has received justices except the DESCENDENTS OF THE SLAVES WHOSE work to make this nation what it is today. It is not too late. The President told America during the campaign that he did not approve of reparations.

""I have said in the past _ and I'll repeat again _ that the best reparations we can provide are good schools in the inner city and jobs for people who are unemployed," the Illinois Democrat said recently."
"Obama says an apology would be appropriate but not particularly helpful in improving the lives of black Americans. Reparations could also be a distraction, he said.
In a 2004 questionnaire, he told the NAACP, "I fear that reparations would be an excuse for some to say, 'We've paid our debt,' and to avoid the much harder work."

So wrong for so many reasons. You are simply factually wrong about history. Furthermore, why should decendants of slaves be paid anything because they are decendants of slaves? How do you even prove you are the decendant of a slave? Do you have birth certificates going back 150 years? What if some of your ancestors were slaves, some were slave owners and still others immigrated after slavery ended? How do you justify taking money away from taxpayers who came to the US only recently? Do you have a color chart you compare to a person's skin and assign credit or debt accordinly? Your whole premise is itself fundamemntally racist. Don't focus on the injustices your ancestors suffered. You should focus on the blessings and opportunities you and your family have now. If you were lucky enough to live in the US today you have already won one the greatest lotteries imaginable. The only thing really oppressing you is your own bitterness.
