CHICAGO — Chicago Mayor Richard M. Daley defended the city's handgun ban Tuesday after a spate of shootings that left 10 people dead and dozens wounded, saying the violence bolsters the city's argument that the 1982 ordinance is needed.

Daley said the city must continue to fight against handguns even if the U.S. Supreme Court strikes down the ban as unconstitional. The court is expected to rule later this month.

"Look at all the guns that shot people this weekend. Where did they come from? That is the issue," Daley said at a South Side high school Tuesday.

Ten people have been killed and more than 60 others wounded by gunfire since Friday, city officials said. Daley said about 75 percent of the recent shootings involved people who knew each other.

Chicago officials have said that if the Supreme Court rules against the city, they would look for ways to change gun restrictions so they aren't unconstitutional. Chicago's ordinance that makes it illegal to possess or sell handguns in the city.

Homicides from all causes are up slightly in Chicago over last year. Officials earlier this month said the city had 164 homicides between January and May – a 4 percent increase over the same period in 2009.

Beatrice Sumlin, who raised her children on the city's South Side and said she knows lots of people whose children joined gangs, agreed with the mayor on the danger of family and friends hurting each other.

"People get in heated arguments, drinking and what have you," said Sumlin, 70.

Daley also said Chicago will spend nearly $25 million in federal economic stimulus money on preventive programs for youth in high schools. The programs include mentors and teacher training.

Daley also recently proposed legislation for the entire state that would require semiautomatic pistols manufactured or delivered for sale in Illinois to be capable of "micro-stamping." The technology helps law enforcement link spent ammunition with the gun used to fire it.

The mayor also wants to make it a Class 1 felony to "knowingly sell or transfer a gun to a known gang member."

Gov. Pat Quinn told reporters at a separate news conference in Chicago on Tuesday that Illinois needs tough laws punishing people who commit gun crimes.

"Those who commit gun violence need to go to jail and stay there," he said.

Chicago's ban on the sale and possession of handguns has been weathering legal challenges for years. But it gained newfound attention after the Supreme Court in 2008 struck down a similar ban in the District of Columbia. The court now plans to decide whether the ruling on D.C., a city with unique federal status, should apply to local and state laws, too.

I feel that most people are inherently good. In the hands of most people, a gun is an instrument which will be put to a good use. In the hands of a normal person, a gun is used to deter and stop. It stops by causing massive, lethal damage. It deters because the average criminal recognizes the lethal potential and changes his/her behavior in a life preserving manner. In the hands of a criminal, a gun is a very bad thing, as we all know, which is why it is universally illegal for criminals to possess guns. Recent evidence in Chicago suggests that the criminals are ignoring the gun ban, and are perhaps even encouraged by it, placing the good citizens at great risk. Letting the good citizens of Chicago arm themselves as they see fit is the only reasonable answer.

Yes yes yes folks. It is those darned guns wreaking havoc in Chicago. Certaily not the catch and release felons:

10s of millions of law abiding citizens did NOT have their guns just jump out of their hands and go shoot anyone yesterday. Criminals did take their weapon and kill/wound someone with it

Why should the .000000001%ers get to restrict my right to own a gun.

You say get the jobs out there, but many of the people that are career criminals would not take a decent job even if they were qualified for it. You cannot expect a dealer making 1000 bucks a day (low ball) to take a job at the local ___(insert respectable place of employment here)___ for 15 dollars an hour, 100 bucks a day.

Now, if drugs were legalized, taxed and controlled, street crime would all but disappear. If your quarry goes to ground, leave them no ground to go to.

Gangs = toothless, no product but prostitution and thievery.

Drug Dealers = nothing left, maybe they would go get a job...

We need to change the paradigm and restriction of clear rights is not the way.

How about this to help remedy the violence in that war zone you call Chicago... Illinois should enact a law that makes it a mandatory 20 years in Joliet if you use a gun while commiting a crime, to run consecutive with any other sentence. Your daddy's goon squads sure did a good job of beating up hippies during the '68 DNC. Why not send in the SWAT teams into your war zones to quell the violence? Oh wait, that's right...hippies don't shoot back! Your proposed ban won't do a thing to keep guns out of the hands of criminals, but will certainly infringe on the rights of law-abiding citizens.

Where in jmengr's post did he say that if the victim had a gun, the victim wouldn't have been killed.

He simply indicated, correctly, that gun bans don't work.

Instead of having outright bans, enforcement of existing laws should increase as well as punishments for gang members, drug dealers, and ex-cons who illegally possess weapons. Gun enhancements should be added to crimes in which a weapon is used.

The problem is compounded when public officials use the murder of children to push their gun control laws. Claiming that if we just restrict everyone else's Constitutionally protected rights a little bit more, then the gangs will go away.

In MA, the governor is pushing for a bill that would limit the law abiding citizens to 1 gun purchase per month. He is using the murder of two 14 year old kids as his sample case. In each case, the kids were shot by gang members who obtained their firearms illegally in the first place.

He is somehow trying to blame the law abiding citizens of the state for the murder of the kids. It's sickening when you really start to think about it.

violence would still occur, with or without guns - perhaps not as many people would be mortally wounded - but the root cause is still there - lack of jobs - lack of support to services where people can get help with their anger issues, etc. - the gun is but a sympton - i'm not defending guns nor the people that use them with violence - just saying that to go forward you cannot just ban guns - we need to look at the root cause - IMHO as always

People can lambast Daley, but the onus falls squarely on the shoulders of the electorate that voted for a man who lacks the common-sense and will to solve or at least, mitigate this lethal problem. Which not only negatively impacts the law-abiding resident stuck in this vortex of violence, drugs, poor housing and dilapidated schools, but the entire city's residents.

The problem will not be solved until the collective views all human beings as part of the human fabric, and flush the "those people" mindset. This situation is tantamount to a patient suffering from several systemic diseases. So the doctor can't just deal with the hypertension or the diabetes; they have to address the anemia, CHF, etc...In other words, it's woefully inadequate to suggest parents just need to be better parents...That might be adequate for a stable, educated two-parent household, living in a safe, clean neighborhood with a great school system, who's kid(s) is/are getting out of control because of parental neglect and peer influence.

Grass roots leadership must do more, and I'm hopeful that--just as when a drunk hits rock bottom and transform their lives--local leaders will lead the charge to transforming this toxic environment....

Your approach makes much more sense than blanket gun bans
