Jan Brewer: Most Illegal Immigrants Are Smuggling Drugs

PAUL DAVENPORT   06/25/10 10:25 PM ET   AP

Jan Brewer Drug Mules

PHOENIX — Gov. Jan Brewer said Friday that most illegal immigrants entering Arizona are being used to transport drugs across the border, an assertion that critics slammed as exaggerated and racist.

Brewer said the motivation of "a lot" of the illegal immigrants is to enter the United States to look for work, but that drug rings press them into duty as drug "mules."

"I believe today, under the circumstances that we're facing, that the majority of the illegal trespassers that are coming into the state of Arizona are under the direction and control of organized drug cartels and they are bringing drugs in," Brewer said.

"There's strong information to us that they come as illegal people wanting to come to work. Then they are accosted and they become subjects of the drug cartel," she said.

Brewer's office later issued a statement in response to media reports of her comments. It said most human smuggling into Arizona is under the direction of drug cartels, which "are by definition smuggling drugs."

"Unless Gov. Brewer can provide hard data to substantiate her claim that most undocumented people crossing into Arizona are 'drug mules,' she must retract such an outrageous statement," said Oscar Martinez, a University of Arizona history professor whose teaching and research focuses on border issues. "If she has no data and is just mouthing off for political reasons, as I believe she is doing, then she must apologize to the people of Arizona for lying to them so blatantly."

Sen. Jesus Ramon Valdes, a member of the Mexican Senate's northern border affairs commission, called Brewer's comments racist and irresponsible.

"Traditionally, migrants have always been needy, humble people who in good faith go looking for a way to better the lives of their families," Ramon Valdes said.

A Border Patrol spokesman said illegal immigrants do sometimes carry drugs across the border, but he said he couldn't provide numbers because smugglers are turned over to prosecutors.

"I wouldn't say that every person that is apprehended is being used as a mule," spokesman Mario Escalante said from Tucson. "The smuggling organizations, in their attempts to be lucrative and to make more money, they'll try pretty much whatever they need."

T.J. Bonner, president of the union that represents border agents, said some illegal border-crossers carry drugs but most don't. People with drugs face much stiffer penalties for entering the U.S. illegally, and very few immigrants looking for work want to risk the consequences, Bonner said.

"The majority of people continue to come across in search of work, not to smuggle drugs," he said. "Most of the drug smuggling is done by people who intend to do that. That's their livelihood."

A spokesman for a human rights group said Brewer's comments were "an oversimplification of reality."

"We have some stories of people being forced to carry drugs," said Jaime Farrant, policy director for Tucson-based Border Action Network. "We disagree with the assessment that people are crossing (to carry drugs). We have no evidence that's the truth. We think most people come in search of jobs or to reunite with their families."

Brewer spoke Friday when asked about comments she made in a recent election debate among Republican candidates for governor.

She said during the June 15 debate that she believed most illegal immigrants were not entering the United States for work. She then associated illegal immigrants with drug smuggling, drop houses, extortion and other criminal activity.

Brewer on April 23 signed a controversial new state immigration enforcement law that is scheduled toe effect July 29, although five legal challenges already are pending in federal court, and the U.S. Justice Department may file its own challenge.

The Arizona law requires police officers enforcing another law to question a person's immigration status if there's a reasonable suspicion that the person is in the country illegally.

Francisco Loureiro, who has run a migrant shelter for more than 20 years in Nogales, Sonora, across the border from the Arizona town of the same name, said Brewer's comments are aimed at turning the people of Arizona against migrants and strengthen support for the state's new law.

"That governor is racist and she has to look for a way to harm the image of migrants before American society and mainly before the people of Arizona," Loureiro said.

Roberto Suro, a University of Southern California journalism professor who founded a research center on Hispanics, said he was skeptical of Brewer's assertion, partly because federal authorities would be trumpeting many more drug seizures than they do. "The Border Patrol is not secretive about saying when they apprehend 10 people and found knapsacks (containing drugs) nearby," he said.

Attorney General Terry Goddard, the presumptive Democratic nominee for governor, said Brewer "does not understand the difference between illegal immigration and the organized criminals who are members of the violent drug cartels who pose a very a real danger."

Why do we persist in calling them "illegal" aliens, and "illegal" immigrants? It's so insensitive. Let's call them what they are: undocumented Democrats.

Governor Jan Brewer, the Bush/Cheney of Arizona??? Bush/Cheney became the best recruiters of those who fought America in Iraq... Not because we were in Iraq, but because the USA tortured and mistreated captives... So what Governor Jan Brewer is attempting to accomplish has an eerie similarity...

People South of our Border must all be Terrorist, according to Governor Jan Brewer! They would only become illegal, when they cross the Border, but being illegal does not make one a Terrorist...

The illegal crossing of the Border is a RESULTS of Corporations, Businesses, and Individuals, HIRING workers! Obviously Governor Jan Brewer does NOT want to stop the Problem, or the NEW Arizona LAW would go after those who hire the illegally entered workers... Could it be Arizona likes the tax money collected from Illegal's?

Hmmm, typical Republican BLAME others for the Problem they create?

I don't see her quoting a single fact to back up this assertion/ At this point , she is the single most villifies govenor in America and I feel she would say or do anything to justify the laws that have passed under her leadership. I expect her next statement to be that illegals are all pedophiles, I have worked with a great many immigrants both legal and illegal and have found the majority of them to be hard working people who are desperate to make better lives for themselves and their children .

We definitely need to find a border policy which will stabilize the situation in Mexico and create a equitable form of justice for both Americans and immigrants. Many people, Mexican and El Salvadoran immigrants that I cared for in the County hospital were refugees fleeing from poverty, trying to make an honest living and seeking to bring hope and stability to their families. They were some of the most honest, noble and decent human beings I have encountered in my life and their poverty of means was by no means poverty of the soul. Still we have had a lack of policy throughout the past decades that reflects deficits of insight and plausible answers to the often vexing problem of immigration. In light of the informal economy which dwarfs the formal economy, it is logical that public policy would reverse this unseemly ratio for the good of a struggling US economy which seems to lack endpoints to the struggle in this era. But we need increased infrastructure, more federal funds available to even begin a dialogue on these issues. After living in California for decades, most of us would state that it is the work of immigrant labor that keeps the cities and towns beautiful and livable. And we need to invest in stabilizing our neighbor, Mexico.

All the people screaming about hate and racism probably live in upper class all white communities and actually believe the propaganda about multiculturalism they read. If a few immigrants actually moved into their back yards and set up some tents, they'd be horrified and would arrogantly demand the cops come and haul them off.
11:08 PM on 07/04/2010
All the screaming about "hate" and "racism" are just part of the Psychological Warfare campaign to stop the mass wave of common sense and rationality from winning the day.
The media and politicians are lying about the real cost of illegal immigration. It's not the immigrants fault as the treasonus politicians who allowed things to get this bad.

We should deport the politicians that created this mess.

"Most illegals are smuggling drugs". Oh my, what a stupid remark especially when you consider her number 1 complaint is that the illegals aren't getting CAUGHT! So.... they're not getting caught.... but she knows what they are carrying. (And how many just bit right down on that absolutely baseless phrase and chewed it right up, do you think?)
Why is it whenever I picture the "big round-up" I see the scene from the original Planet Of The Apes? :(

Hate and fear are to politics what fart jokes are to comedy. It's easy, and lazy. There will always be people to whom it appeals, but is that really the kind of people you want in your corner?

Two separate issues are involved:

1.- Illegal Immigration - much of which is carried out by PEOPLE smugglers; and

2.- Drug smuggling, for the US market.

However - SOME Coyotes (not the ones that come looking for work) do both, and most of them live in the USA - LEGALLY. They are American citizens.

A third class - the polleros that help the immigrants (called pollos - baby chicks) get across the border and turn them over to the coyotes may are not be involved with drugs and IAC, are low on the distribution chain's hierarchy.

I know this for a fact and Jan Brewer is wrong. Period.

Jan Brewer's vision of Mexican immigrants and Mexico is like something out of a cartoon. I can just imagine lines of maniacally grinning, finger-steepling Mexican laborers lining up at the border, where a handsome, yet obviously villainous, drug dealer passes out packets of drugs. "Yes, my minions!" he cackles gleefully in Spanish. "Go, steal way their lowest-paying jobs! Take your children to the hospital when they get sick! Continue to speak Spanish, even though it's another country!" The Mexicans cheer wildly and pour across the border, gnashing their teeth in anticipation of carrying out their evil plot.

What a load of crap. I started out thinking that the reasons behind this law were misguided and short-sighted, but ultimately intended for the protection of the Arizonan people, but the more that woman opens her mouth, the more I can see that she, at least, has darker intentions. What a blind, hateful woman.

People who just make up stuff for political reasons have no integrity either. Good, I'm glad they're leaving. Clean your own hotel room and pick your crops. Let the crops rot! Good riddance! Hopefully nothing will get done. Personally none of them should hand over their ID's either. Let the jails overflow trying to figure out who is who. You want to be racists, fine. Passive resistance in numbers should make an impression. Use to live in Arizona. Won't ever go back! No, I am white and I don't like racists either no matter how you pretty them up. who.

Yes and some Governors who have worked with Bushes brain have an agenda to block the hispanic vote.. This particular Governor was secretary of her state. Now who could that governor be????
02:17 AM on 07/02/2010
It's clear to anyone with a brain the real objection to the Arizona law is that it is an extremely effective way of keeping illegals out of Arizona. Already they're leaving.

It works and if it keeps working there may not be one incident of one cop stopping one illegal because they' will all be gone by July 29.

The pro-Amnesty crowed is terrified that other states might pass similar laws.

Obama is terrified because the law undercuts his efforts to gather support for his amnesty bill.

So Obama and the pro-amnesty crowd resort to rank demagoguery to achieve their agenda.

Their high-sounding words and and supposed righteous indication are cons. Their histrionics shameless demagoguery.

Do not be fooled.

These people have no integrity.

Magoman (also known as Chicken Little) claims:

"They will all be gone by July 29"

Along with a large number of Out-of-State University Students who decided Arizona wasn't a good place to study after all, the members of Cancelled Conventions and many private citizens opposed to SB1070 - a shining example of legislative incompetence.

I quote SB1070:

"The legislature declares that the intent of this act is to make attrition through enforcement the public policy of all state and local government agencies in Arizona."

The term Attrition as employed in SB1070 refers to a military strategy known as Attrition Warfare. “Attrition warfare is a military strategy in which a belligerent side attempts to win a war by wearing down its enemy to the point of collapse through continuous losses in personnel and matériel”. (The key word is belligerent).

Normally, “Public Policy” does not depend on “Attrition” as the centerpiece of it's strategy. SB1070 displays an "Attrition through Law Enforcement" mentality taken to an extreme, so extreme that the law turns enforcement turned back on the enforcer and threatens to prosecute or sue for any damages that might result from the harshest punishment the law allows NOT being applied, establishing a preordained manner of dealing with a suspected irregular migrant worker regardless of the circumstances. Yet another attempt to impose an extreme public policy on an unsuspecting population scared to death by the blatant lies and fear-mongering tactics of people like Jan Brewer and her supporter Chicken Little.

Part II

I personally do NOT support Amnesty for Unauthorized Mexican Farm workers.

Nor do I support infringing on the Bill of Rights, blatantly misrepresenting the contribution of Mexican immigrants to the US economy or demonizing an entire race of persons for reasons that have more to do with the mental health of those who subscribe to these dehumanizing tactics than the reality of the situation they claim to address.

The most noteworthy (albeit bizarre) action imposed by SB1070 on all state and local government agencies in Arizona is the USURPATION of Federal Powers that are already available to state and local authorities through Federal Programs that include training and supervision.

SB1070 intentionally EVADES Federal supervision (which is probably the reason it was passed).

www.ice.gov/doclib/pi/news/factsheets/060816dc287gfactsheet.pdf

The real issues with SB1070 are:

The USURPING of powers the Constitution reserves for the Federal Government

In ways that the Bill of Rights PROHIBITS and

The EVASION of the limits and conditions placed on state and local authorities collaborating with ICE under Section 287(g) of the Immigration and Nationality Act as
Contained in the Memorandums of Understanding state and local authorities must sign with ICE in order to participate, plus

The connection between SB1070's authors and promotors and known White Supremacist Groups.

THOSE ARE THE ISSUES REAL AMERICANS ARE (or Should be) CONCERNED  ABOUT!
