WASHINGTON — The unemployment rate fell in most states in June, mainly because more people gave up searching for work and were no longer counted.

Fewer states saw job increases, the latest evidence that the economic recovery is slowing.

The jobless rate declined in 39 states and Washington, D.C. last month, the Labor Department said Tuesday. That's a slight improvement from May, when 37 states saw their rates decline.

But only 21 states saw net job gains in June, the government said. That compared to 41 the previous month and is the fewest this year.

The decline in job creation reflects the layoff of thousands of temporary census workers. Those jobs inflated total payrolls in May and then reduced them in June.

Still, the report also indicated that businesses aren't hiring many new workers. Nationwide, private employers added a net gain of only 83,000 jobs last month. The national unemployment rate dropped to 9.5 percent in June from 9.7 percent the previous month, as about 650,000 people stopped looking for work.

New York's unemployment rate fell to 8.2 percent from 8.3 percent the previous month. But the state lost 8,500 private-sector jobs, the second-straight decline in private employment. California's unemployment rate also declined, but the state gained just 1,300 private-sector jobs.

Wisconsin, meanwhile, saw its jobless rate fall to 7.9 percent from 8.2 percent the previous month. But the state's work force fell by 13,600, suggesting the decline was the result of people giving up job hunts. Furthermore, the state lost 1,000 private-sector jobs last month.

Nevada, battered by a housing slump and a drop in tourism, posted the nation's highest unemployment rate of 14.2 percent. That's the state's highest since records began in 1976.

In May, Nevada displaced Michigan from the top spot for the first time in more than four years. Michigan's unemployment rate fell to 13.2 percent in June, the nation's second-highest. It was followed by California with 12.3 percent and Rhode Island with 12 percent.

The report did include some bright spots. New Hampshire reported the largest drop in unemployment, to 5.9 percent from 6.4 percent. That was due in part to a net gain of 1,900 jobs.

The state added jobs in manufacturing, education and health services, and professional and business services, which includes temporary jobs.

Texas, Kentucky, Arkansas, Louisiana and North Carolina reported the largest job gains last month.

Texas added 14,000 jobs, with big gains in manufacturing, construction and professional and business services. Kentucky gained 6,200 jobs, mostly in manufacturing, construction and education and health services.

North Dakota continued to post the lowest unemployment rate, with 3.6 percent. It was followed by South Dakota at 4.5 percent and Nebraska at 4.8 percent.

How do they realistically "count" people that quit looking? Are we now monitoring Career Builder or Monster? Of course not. This isn't a real number. It's also a blatant hypocrisy to say the 2.5 million people lost benefits and aren't filing claims, but the rate dropped. We all know the real unemployment rate could be 14%-15%, and the underemployment rate could be 25% or more.

the Government conducts a monthly sample survey, which is a VERY reliable method, called the Current Population Survey (CPS) to measure the extent of unemployment in the country. The CPS has been conducted in the United States every month since 1940. So they extrapolate monthly from the random sample survey.

If you want to create jobs, you need to make it easier to start a business, especially manufacturing businesses. Manufacturing has en entire ecosystem attached to it. Jobs at the plant, jobs at suppliers, jobs for designers, engineers, marketers, and more. To accomplish this the government must reduce regulation and demands for permits. Fewer environmental impact studies and the like. Manufacturing for export, is a super net plus. Jobs and profits in here in America. So lets make it cheaper to manufacture in the States. Best part of this solution, it does not cost the government a dime. We can even, reduce the government workforce over time, reducing the cost of government and adding people to the productive side of the economy.

Unfortunately, the government passed the healthcare bill which will kill millions of jobs before they ever get started as it adds a massive cost and overhead to starting a business. So folks will not even try.

This is so sad and bad beyond reasons. We have millions of people in the streets, straving and getting thrown out of their homes...we need a real change. This can't go on with people being unemployed for 2 years plus. Congress and President Obama need to really focus on the economy and the Republicans need to stop playing politics.

I have been unemployed for almost two years. I took an eight week temporary (reported it as----TEMPORARY) job recently and the UI wrote me a letter stating that I have gained employment and will no longer qualify to call in, even though I had no account holdings. So I no longer am even a 99er! I would have been better off holding out to see if they would help the 99ers because they make it so difficult to try to help yourself as temporary as it may be- it helped immensly! Now I an not a 99er, nor am I anything in their standings of reportings. I guess I must just faaaade away to oblivia!

If Congress had permitted the 55+ to be able to purchase Medicare, a lot more people (who want to) would have retired, creating employment opportunities for those who need to work.

There is a lot one could do without a 9-5 job and a paycheck.

Like taking care of ones grand-kids or grandparents.

This would reduce the currently high school drop-out rates and improve educational standards.

It would also reduce the high cost of end-of-life care which currently consumes 30% of healthcare costs.

cough, cough bullsh*t! Could the states and the federal government cook the books a bit more? The number of people supposedly not looking and starting their own businesses, is WAY too high.

My job takes me around the country, and every library and coffee shop I have been in - is filled with people filling out job applications. There seems to be a large group of people looking for work, especially with so many people supposedly NOT looking for work.

they have cooked the books, after the GAAP allowed off balance sheet transaction we knew the world was screwed. the unemployed will be come an off balance cost so we don't have to count them.

Certainly a mixed bag of news. Some good, some not so. It will be a long haul in getting out of this recession. We will need to keep our expectations low because that's the kind of progress we can achieve. I see no means by which any tax cuts will promote the creation of jobs in this economic climate. Tax cuts will only give the rich higher bank balances, not more jobs for workers who need them.
