WASHINGTON — The Senate agreed Thursday to add $600 million to the effort to stop the flow of illegal immigrants across the U.S. Mexican border.

The money would be used for such purposes as adding 1,500 new enforcement agents and deploying unmanned aerial drones to improve border surveillance.

The voice vote to pass the emergency spending came in the final hours before the Senate leaves for its monthlong summer break. Its sponsor, Democratic Sen. Charles Schumer of New York, said it would boost border spending 10 percent above 2010 levels.

President Barack Obama has urged Congress to come up with $600 million to reinforce border security, and, with Arizona's attempt to crack down on undocumented immigrants bringing national focus to the issue, both Republicans and Democrats have endorsed more robust border security spending.

The main stumbling block has been how to pay for the increased spending. Republicans sought to use unspent funds from the economic stimulus act, an idea rejected by Democrats.

The Democratic plan passed Thursday would boost fees assessed on foreign-based personnel companies that take advantage of U.S. visa programs, such as the H-1B visa program for temporary skilled workers, to bring foreign workers, mainly from India, into the United States.

The House last week passed similar legislation with $701 million in emergency money for border security. It could take up the Senate bill when it interrupts its August recess next Tuesday for a one-day session to approve a Senate-passed jobs bill.

Schumer, who announced his proposal earlier Thursday with Sen. Claire McCaskill, D-Mo., challenged Republicans to put aside differences and support the measure. "It's a test of people's seriousness when it comes to the border," he said.

Sen. John McCain, who last week joined fellow Arizona Republican Jon Kyl in introducing a $701 million bill, initially objected, saying it was insufficient.

He suggested, among other things, the addition of $200 million to support Operation Streamline, a program begun under the George W. Bush administration subjecting anyone who crosses the border illegally in areas where the program is in place to federal charges with prison terms of up to six months for the first illegal entry. Those who re-enter face prosecution for felonies punishable by up to 20 years in prison.

When Schumer said he could not accept McCain's amendments, McCain agreed to back the bill. "I believe we have a lot more to do, but this will contribute to our effort to get our border secured," he said.

The legislation includes $176 million for 1,000 new border patrol agents to form a strike force to be deployed at critical areas, $89 million for another 500 customs and immigration personnel and $32 million to deploy unmanned aerial vehicles or drones.

It provides an additional $196 million for the Justice Department to bolster its forces of U.S. marshals, and FBI, DEA and ATF agents along the border.

"Now our attention must turn to comprehensive reform, which is the only way to fully address the problem of illegal immigration," Schumer said after the vote.

Fence FAIL. It cost a lot more than our government planned to do the 500 miles they did complete. The other 1,500 or so miles aren't going to happen any time soon. The border is daunting, to say the least.

Geez!. Are there THAT many H1B visas being given out such that we can pay for border enforcement on fees alone!

With that much LEGAL immigration taking away HIGH end jobs, save the money, open the border and let the ILLEGALS have the LOW end jobs.

There are many H-1B jobs and the program operates much like the Mexican Coyote immigration smuggling program which is extremely lucrative so there should be sufficient funds to pay off Uncle Sam.

Except that AZ itself ignores its own employer sanctions law with only TWO employers sanctioned in two years.

The biggest problem with stopping illegal immigration is Republicans who won't, especially in Arizona, take the difficult steps necessary to put in place tools with teeth in them that will really stop the problem.

Working for a company in LA the supervisors would write on a job board the things they needed. One would just write need help. I told her to say what it was she needed, and she told me she couldn't write English. I informed her that all of us who were the people who she was leaving a message for could speak, read and write spanish, she was embarrsed and told me she couldn't write in Spanish either. Another employer of Mexican descent told me that a lot of people working here can't read or write English or Spanish. So good luck with that.

Why shouldn't the US enforce their laws ? Illegals are breaking the law.

We'll know in September wheather or not the Supreme Court will aloow us to do that. The enforcement of employer sanction laws are tied up in court. Different people sued the state of Arizona to prevent employer sanctions from be enforced, and the Obama admin has asked the SC to block enforcement. Go to Judicial Watch and read it.

Even more evidence the BHO Adm is taking illegal immigration seriously -

Immigration and Customs Enforcement also is beefing up its presence in Arizona, said John Morton, the Homeland Security Department assistant secretary overseeing the agency.

Morton said ICE is opening a new office in Ajo, Ariz., to focus exclusively on cross-border crime and to deploy a specialized investigative team in Douglas, near where an Arizona rancher was shot and killed while surveying his ranch on the border.

Also, the agency will send ICE lawyers to U.S. attorneys offices to help prosecute felons who illegally re-enter the country after deportation. It also will increase the number of ICE agents in Mexico to 40, making it the largest of ICE's 63 offices in 44 countries.

"We are placing a particular emphasis on the Tucson sector in Arizona, an area favored by smugglers and the principal point of illegal entry into the United States along the southwest border," Morton said.

You know how we were taught to not lie because it leads to a web of lies, and that only the truth can set us free. Same principle here. Our foreign policies with Mexico have played a significant role in its failed economy, and instead of assisting in lifting up their economy, we look for ways to keep them locked into theirs and out of ours. We have done a bad thing which has lead to consequences that we are attempting to address with more bad things. The right thing to do is to stop oppressing their farmers through programs like NAFTA. Nothing is free, including increased exports. Our cost for subsidized exporting of goods to Mexico is subsidized importing of Mexicans to the US. Living in Texas has given me first hand knowledge of how Mexicans have enriched our cultural melting pot, so I say find a way to legalization AND release their country from an economic choke-hold.

I can't answer that definitively, but I'm inclined to point to the corruption that exists in all governments as one of many potential problems. Similar to the economic theory pushed by republicans here in America, it truly is a trickle by the time dollars make it down the rung when it starts at the top. What I'm speaking to is jolting their economy at the grass roots. Providing jobs to farmers there, in Mexico, so that they'll have a reason to stay in Mexico - should they decide to do so.

I live in Southern Arizona so I know a little about this subject as well. Apparently you do not know that Mexico's 2nd largest economy is U.S. dollars being sent south of the border, largely by illegals. Of course the Mexican government has no interest in improving the lot of its people. It's very lucrative to get them north of the border to plump up Mexico's economy on the backs of the American taxpayer for their education and medical care and at the expense of jobs. Worst of all, we've become a dumping ground for Mexico's criminal element because we've made it so easy for them. When you get assaulted in your own kitchen by an illegal who broke into my house like I was, you will begin to see the whole picture.

On the contrary, I'd venture to say that your view is skewed by a traumatic and unfortunate event. And that this event has gotten the better of your objectivity. Please remember that millions of crimes are committed by natural born citizens who are not of Mexican decent. Border control does nothing to prevent those, and there are far more illegals not committing crimes than those who are. That's a bigger picture view. Also, I insist that if programs like NAFTA weren't sucking their economy dry, they would not be as incentivized to come here for employment. Again, the bigger picture. The small picture is to focus on the consequence (immigration), the bigger picture is to focus on the cause of the consequence.
