Republican Scott Tipton is backing off his answers to a tea party group's survey in which he said he thinks the country could do without the Department of Education and the election of senators by popular vote.
In a 48-question, yes-or-no survey by the Southern Colorado Patriots Club, Tipton answered "no" to these questions:
