'Don't Ask, Don't Tell' Becomes Hot Button Election-Year Issue

Senate Democrats have attached repeal of the 17-year-old "don't ask, don't tell" law to a bill authorizing $726 billion in military spending next year.

WASHINGTON — Senate Republicans on Tuesday blocked an effort by Democrats and the White House to lift the ban on gays from serving openly in the military, voting unanimously against advancing a major defense policy bill that included the provision.

The mostly partisan vote dealt a major blow to gay rights groups who saw the legislation as their best hope, at least in the short term, for repeal of the 17-year-old law known as "don't ask, don't tell."

If Democrats lose seats in the upcoming congressional elections this fall, as many expect, repealing the ban could prove even more difficult – if not impossible – next year. With that scenario looming, Senate Majority Leader Harry Reid said that a lame-duck session was being planned and that lifting the ban would be taken up then.

The episode upset advocates who believe that neither President Barack Obama nor Reid did enough to see the measure through.

"The whole thing is a political train wreck," said Richard Socarides, a White House adviser on gay rights during the Clinton administration.

Democrats included the repeal provision in a $726 billion defense policy bill, which authorizes a pay raise for the troops among other popular programs. In a deal brokered with the White House, the measure would have overturned the 1993 law banning openly gay service only after a Pentagon review and certification from the president that lifting the ban wouldn't hurt troop morale.

But with little time left for debate before the November ballot, the bill languished on the Senate calendar until gay rights groups, backed by pop star Lady Gaga, began an aggressive push to turn it into an election issue.

Earlier this month a federal judge in Los Angeles declared the ban an unconstitutional violation of the due process and free speech rights of gays and lesbians. The decision was the third federal court ruling since July to assert that statutory limits on the rights of gays and lesbians were unconstitutional.

Reid agreed to force a vote on the bill this week and limit debate, despite Republican objections. A Nevada Democrat in a tight race of his own this fall, he also pledged to use the defense bill as a vehicle for an immigration proposal that would enable young people to qualify for U.S. citizenship if they joined the military.

Republicans alleged that Reid was using the defense bill to score political points with the Democratic base.

"This is not a serious exercise. It's a show," said Senate GOP leader Mitch McConnell of Kentucky.

Democrats countered that the bill merely reflects public opinion. Recent polls suggest that a majority of Americans think the ban on gays in the military should be overturned.

"We're going to fight for this," said Sen. Carl Levin, D-Mich., chairman of the Armed Services Committee.

But at least for now, the question of how and when to change the policy returns to the Pentagon, which had set a December deadline to complete a study of the effects of lifting the ban. Defense Secretary Robert Gates has said that he supports Obama's goal of repeal, but Gates made it clear he thought the process should move gradually.

It is not clear how quickly the Pentagon might make its own recommendations. Pentagon press secretary Geoff Morrell declined to comment Tuesday on what he called "an internal procedural matter for the Senate."

Initially, advocates had thought that Democrats might win the 60 votes needed to overcome GOP objections and advance the bill. Sen. Susan Collins, a moderate Maine Republican, was seen as a crucial vote because she supports overturning the ban.

But Collins ultimately sided with her GOP colleagues in arguing that the bill shouldn't advance because Republicans weren't given sufficient chance to offer amendments to the wide-ranging policy bill.

Democrats also failed to keep all of their party members in line. Democratic Sens. Blanche Lincoln and Mark Pryor, both of Arkansas, voted with Republicans to scuttle the bill. The vote was 56-43, four short of the 60 required to advance under Senate rules.

Lincoln said she objected to the limits on debate and wanted a chance to offer amendments that would benefit her state. In a statement, Pryor said the bill deserved more serious debate than was being allowed.

"There needs to be a genuine and honest effort to craft a defense bill that senators from both parties can support, because supporting our troops should not ever be a partisan issue," he said.

When it became clear that Democrats would lose, Reid cast his own vote in opposition as a procedural tactic. Under Senate rules, doing so enabled him to revive the bill.

Conservative groups hailed the vote as a victory for the troops. "At least for now they will not be used to advance a radical social agenda," said Tony Perkins, president of the Family Research Council.

An estimated 13,000 people have been discharged under the law since its inception in 1993. Although most dismissals have resulted from gay service members outing themselves, gay rights' groups say it has been used by vindictive co-workers to drum out troops who never made their sexuality an issue.

Oh, and by the way, there's nothing that annoys me more than when these jackass talking heads on t.v. keep saying that or at least acting as though ALL independents are swaying towards republicans. What about the intelligent people that don't want to legitimize either party? Hmm? Last time I checked there is almost 200,000 people in that Rally to Restore Sanity to America facebook group...It's time for us as a nation to move back to common sense politics and small government..i.e. the first thing i'd do is go through the budget line by line and rip out everything that I find to be ridiculous and than make Congress look bad for doing jack-isht. And since no one else is going to counter any of which I am speaking, well, the end. .

Oh, christ Sean, god forbid we restrict soda and salt so we can lower the diabetes rate of the TRUTHFULLY obese American population that exists and that we are proliferating tremendously in how we are treating our children. I'm not talking about banning anything, but until your going to be honest about this stuff, what's the point of even talking about it. They don't allow sodas in schools..are you against that? I'm sure your not, but then wouldn't that contradict what your crying about? Christ, man, when does it end. That's why I can't wait for the Jon Stewart Rally. People are just sick of this mindless preaching of fear; the US government collects over 2 trillion dollars a year in taxes from its citizens yet we are going bankrupt tomorrow? IT'S ALL CALCULATED. The economic collapse, if you watched the reporting, was done by traders behind the scenes! They knew what they were doing and did it anyway out of GREED. But god forbid we try and protect people, Sean. I believe in small government too, but if/we can't control ourselves/admit that your the same as the people you are criticizing, your just a goddamn liar and it makes people question our entire democracy in America after seeing how tragically you can manipulate the weaker through both radio and t.v. That's why we need a third party, to check not only you but the other two parties as well.

I love how I think two of my posts were deleted by someoone? Lol, that's foxin hilarious...about as funny as the interview with O'Donnell I just watched Hannity where he and than Frank Luntz walked her through the softball questions and then blew her all the way through like three or four commercial breaks. Don't think these guys don't know what they are doing, though. They definitely sound ridiculous and largely exaggerate the truth w/ some yellow journalism in an attempt to get people to think their way, but all this is calculated. These guys got Scott Brown elected; NO ONE KNEW WHO SCOTT BROWN until Hannity started talking about him one night on his show. It wasn't a referendum on the Obama agenda (at first, at least..voters are sadly yet hilariously being freaked out by the Repubs like ants under a shoe. It's not funny because our nation is suffering due to naievete` and laziness; people are allowing themselves to be pulled one way or the other because they are too lazy to get the full view on things. Indoctination is undoubtedly happening yet no one will say it because its true. That seems to be the hard thing to do. Wow, how sad is it that Sean still calls him The Annointed One. Pathetic.

Anyway, We all know iwhat I am talking about yet we just avoid the honest common sense conclusion. Get a third party in there that gets the point but ALSO serves to foster the efforts of the opposing two parties because then they would be the underdogs...they would HAVE to get their acts together. It's like EA Sports with Madden; what reason do they really have to make a better game each year? They don't because theirs no competition! So what happens is every Madden for a generation becomes one step forward, two steps back. Your telling me that after 20 years you can't give me a decent fantasy simulation, for example? The game's the same each time sans for a few graphical tweaks, although I'm sure this years version is "awesome." First one I didn't buy yet, actually ;)

Anyway, thanks for letting me ramble, ha! LET'S GO THIRD PARTY! Stop legitimizing the D & T's, ha! Let's make every better, seriously. And if you love America, let's all go to Jon Stewart's rally on October 30th, the Rally To Restore Honor to America! That's a guy who get's it and we all need to support not only him but his writing staff as well, lol.

Ergo (yea, ergo, ha!) the gay mrariage debate because for some reason Republicans want to once again discriminate against a larger than they want to believe population that just wants to get married like everyone else! WHO CARES, IT'S NOT YOUR LIFE. And it's not abnormal.

Get over yourselves and stare at your pill bottles in the cabinet or under your pillow. There's no excuse for wanting to restrict the life of another, especially over a sacred Sacrament that both parties intend to hold in no disparity. Civil unions are a sad joke because it's like your dangling the real deal over some people that just want to get the same rights as everyone else.


WHY IS THE GAY RIGHT TOPIC EVEN A VOTING ISSUE? The government has no business with this at all! It's not their place to be deciding these things...if its taboo than it's taboo but it's protected by our laws. If you watch, listen to, or read the literature of certain people, they would make you think as though if this thing is passed God himself is going to come down to Earth and take judgment on the sexual sadists. Hilarious, but true.

While I know for a fact now that the majority of US citizens that vote honestly should have their rigths rescinded for lack of knowledge about what they are doing, it's shameful that Repubs feed off the public naivete`.

I mean, in regards to abortion, doesn't anyone else find it hilariously hypocritical that Repubs are against abortion because they want to protect life (even though the kids clearly not conscious and born) that hasn't even been born yet BUT THEY WILL NOT, THEY REFUSE TO GIVE HEALTHCARE TO OUR SOLDIERS FIGHTING TWO WARS ABROAD. Hmm, that makes sense, right? OF COURSE NOT, yet the majority of the American public is not capable enough to see through this nonsense and to stop voting for either party, Dems or Repubs, because they are more similar then different but even worse, they have no clue what they are doing!

If you love America and want to see our country rebound from disaster, please start thinking for yourself after gathering all the facts from different sources. Stop repeating verbatim the garbage you hear from Hannity's mouth, etc. because it's not helpful and in most cases he's just flat out wrong and lying to you. Look, you are not practicing your civic responsibility and therefore I don't even think you should be allowed to vote if you don't know what is going on/if you just listen to one set of talking heads and not all sides of life.

Can anyone actually explain to me what the problem is in repealing don't ask don't tell? Like, what are the consequences that the Republicans are afraid of? What do they think is going to happen once the military STOPS discriminating against its own officers? I mean, we can't discriminate against people in the workplace, so why are they allowed to do so in the military?

I'm pretty confident in asserting that 99% of military people can really care less if members of their particular unit or whatever are gay because these are heavily trained soldiers that go through constant training meant to educate, mentally harden, and mature each person so as to dissolve issues such as these from even coming up in the first place. Let's be honest, there was no real reason to have this law put in place to begin with and there certainly in 2010 is not a reason for it to still exist seeing as we shouldn't bar people from joining up for service if they want to. If anything, tehre's no way that this policy is Constitutional.

Oh wait, I know why it exists though. Because it makes no sense! And that's how Republicans like things...they transform extremely simple decisions into complicated dialogues to nowhere because as a party they feel that they need to be like a big brother over US citizens because we can't think for ourselves.....
