MANCHESTER, N.H. (AP) -- Campaigning for Democratic candidates in New Hampshire, Vice President Joe Biden said Monday the party's base should "stop whining."

Biden attended a fundraiser for Rep. Paul Hodes, who is running for the Senate; Rep. Carol Shea-Porter, who is seeking re-election to a third term; and the state Democratic Party. He said Democrats can win both races if they draw clear distinctions between themselves and their Republican opponents, and he urged Democrats to "remind our base constituency to stop whining and get out there and look at the alternatives. This president has done an incredible job. He's kept his promises."

UPDATE: In a taped appearance on Lawrence O'Donnell's MSNBC show "The Last Word," from which The Huffington Post has obtained a transcript, Biden was given a chance to clarify his remarks:

Yes. What I think -- what I mean by -- there's some on the Democratic base, not the core of it, that are angry because we didn't get every single thing they want. We've got a health care bill that is becoming -- every day it will become more apparent how much it does for people and businesses in terms of cost and availability. But because there was no public option, some of them are so angry, they say, we're not going to participate. They should stop that. These guys, if they win -- the other team -- they're going to repeal health care. And I want them to tell me why what we did wasn't an incredibly significant move that's progressive and helping people. It's the same way with a lot of other issues. It's time to focus. This is a choice. The President has done a remarkable job, given the fact that -- you and I had a mutual friend, Pat Moynihan. When Pat Moynihan -- when you were running his show and I was his colleague, a majority in the Senate used to mean 51 votes. Since we've gotten elected, Barack Obama and Joe Biden, there's a new majority in the Senate, 60 votes. What the President has been able to do has been truly remarkable with the help of a Democratic Congress. And so those who don't get -- didn't get everything they wanted, it's time to just buck up here, understand that we can make things better, continue to move forward, but not yield the playing field to those folks who are against everything that we stand for in terms of the initiatives we put forward.


The event was hosted by yogurt manufacturer Stonyfield Farm, whose president, Gary Hirshberg, is a longtime Democratic activist and fundraiser.

Speaking to voters at a Manchester home earlier in the day, Biden said the "Pledge to America" House Republicans are promoting would do nothing but increase the national debt and eliminate government services critical to the nation's health and prosperity.

Republicans last week unveiled their plan to cut taxes and spending, repeal President Barack Obama's health care law and end his stimulus program if the GOP retakes the House in November. Biden criticized its lack of specifics and offered his opinion on what would happen if the plan was implemented.

"If they did everything the pledge calls for, it will add a trillion dollars to the debt and that would require them under their program to eliminate every program in the government from the FBI to highways and a whole bunch of other things to meet the goals they state," he said.

Biden spoke about the economy to about a dozen voters at a home in Manchester, where he was joined by New Hampshire's three Democrats in Congress: Hodes, Shea-Porter and Sen. Jeanne Shaheen.

Biden said Democrats will lose if the November election is a referendum on how people feel about the economy, but they'll win if they emphasize the progress they've made and plans to build on it. He said he understands that someone looking for a job doesn't have time to track the details of the new health care law or stimulus program, but he said Democrats should remind those voters that many of the benefits haven't kicked in yet.

"We've made great progress, but to the guy or the woman sitting at their kitchen table without a job it doesn't matter – they're in trouble. We owe them an answer as to how we're going to ... now that the economy's been stabilized, build it again," Biden said.

That answer includes increasing tax credits for small business, giving companies incentives to manufacture their products in the United States instead of overseas and focusing on creating jobs in renewable energy and other green technologies, Biden said. Republicans, meanwhile, have become the "party of repeal and repeat," he said.

"What they're offering is not only going to keep us in the ditch, it's going to drive us back down further into the ditch," he said.

Parish Braden, a spokesman for the Republican National Committee, said Biden's trip to New Hampshire should remind voters that Hodes and Shea-Porter "are in lockstep with the Obama administration's failed economic policies that have hurt small businesses, raised taxes and put our country further into debt."

Obama has done incredible things...for Wall Street and the rich. But all the same games that hurt working people ( and rig the game in favor of the rich are still in full effect: NAFTA, free trade with slave labor communist China, H-1b, banking deregulation, too big to fail. Obama gist made things worse by signing a law that forces us all to buy corporate privatized health insurance with no competition and no cost controls.

This Administration admonishes professional liberals about our whinning; fair enough. Since our President is such the "reaching out hand" leader, with his capitulating to Republicans (whether stealing their thunder or calculating sucesses correctly); he should try and reach out to us professional liberals who watch as American service men and women are discriminated against. Just that one Mr. President; it is within your power to put a stop to it. I'd bother to vote then.

Sorry - I think both Biden and Obama are being downright crude. Yeah Americans should stop whining....tell you what - give us 750 billion dollars so we can keep up our lifestyle and maybe we'll stop whining too!!! Since when is being without work or unemployment called whining???? This was the very worst path they can take. Some class and respect for the taxpayers in this country is long overdue!...and yes, I'm a lifelong democrat.

Democrats may not be the absolute best that can be put in office, but if ANY progress at all is going to be made toward fairness in America and help for the middle class, they have it all over the GOP. Eight years of Bush almost ruined this great nation what with two wars of choice, tax cuts for the rich and deregulation or non-regulation of industry and the financial sector. Add in the incredible SCOTUS decision by the Bush/Roberts court that money is speech and corporations are people, too, and it has to be said that there can be no going back. Vote Democratic this November.

Funny, seems like the whining is coming from the Whitehouse. If they can't stand dissent and criticism form voters, the foundation of democracy, perhaps they should get out of the kitchen. Why is it he thinks he should pay attention to crazies like teabaggers whe they are angry but not to his own constituency who, for the most part, are far more articulate. Oh, maybe that's it. He doesn't like people who can actually direct their anger to the right place when it might be his peeps. Well, hey, if you are going to continually break your promises to the public and act against their best interests but in favor of the greedy rich, don't whine when people start gunning for you, ya big baby.

News flash Obama- the right is NOT going to cooperate with you NO MATTER WHAT. They are going to attack you NO MATTER WHAT. Rethugs are not going to vote for you NO MATTER WHAT. So how about you start paying attention to the people WHO ACTUALLY DID VOTE FOR YOU?! Because if you don't, we may not show up in 2012. The right will never cooperate and the left has no spine! I wonder why we're all whining. Biden is silly and it won't affect him one way or another - he trips along from faux pas to faux pas with never a backward glance - but Mr. President, I thought you had more brains! You need to apologize to those who are out of work, off unemployment, losing or lost their homes....and have the audacity to whine about it!!! Shame on you! The spineless wonders will now lose their majority in congress and really be lower then a flock of wet hens with only themselves to blame - the time they could have really done some good is past - how's that for whining?

He's right, we on the left need to quit whining. It's not a perfect world, and we're up against a militant and obstinant opposition. They're organized, they're well-funded, and they've got a 24-hour a day propaganda machine working for them (Fox News). That this much has been accomplished in just two years (combat troops out of Iraq, health care reform passed, Wall Street reform passed) is remarkable. But to complete the job that's been started, we cannot afford to lose the majority. Make no mistake about it: if the GOP gets the majority, they will spare no expense or effort in undermining what's been done. And we'll go back to the "Bad Old Days" of Republican economic policies that destroy jobs, wars we cannot afford, and health care reform undone. Is that what you want? NO. So put on your Big Boy pants, quit your snivelling, and do everything necessary to keep those GOP thugs from taking over. We cannot afford it, in many ways.

Funny, I seem to recall that for the last 2 years of this Democrat majority the Rethugs are STILL calling the shots. They watered down the stimulus to the point it was almost useless. Ditto healthcare. Ditto financial reform. They held up unemployment for weeks, then forced Dems to cut FOOD STAMPS to pay for it. They stalled immigration reform and the energy bill. They kept the repeal of DADT from passing. They're holding middle class tax cuts hostage till their rich buddies get their tax cuts, too. And now Rethug Jim deMint is going to hold up EVERYTHING unless he personally approves of it. Sorry to break it to you, but the snivelers who need to put on their big boy pants are on Capitol Hill. They ALLOWED the Rethugs to take over. And now they're rolling over and not even TRYING to win reelection. I'm all for keeping the G-No-P out of power, but this group of pantywaist Dems has abdicated the throne.
