Rahm Emanuel Steps Down, Pete Rouse Will Be Interim Chief Of Staff

WASHINGTON (AP) — President Barack Obama on Friday said a bittersweet goodbye to the energetic and fierce manager of his White House, chief of staff Rahm Emanuel, and elevated a quiet and seasoned adviser, Pete Rouse, to the most important gate-keeping job in American politics.

"We could not have accomplished what we've accomplished without Rahm's leadership," Obama said. Emanuel is departing after nearly two grueling years to run for Chicago mayor.

The announcement was such a poorly kept secret that Obama joked it was "the least suspenseful announcement of all time," but it represented an important moment of transition for the presidency.

The mood at the White House reflected that this was no ordinary staff change. Cabinet members and senior staff members packed the ornate East Room, a setting often reserved for visits of heads of state, for the official word that Emanuel, the hard-charging leader of the staff, was on his way out.

Rouse, named interim chief of staff, is a calm, trusted senior adviser to Obama who has spent much of his career as a chief of staff in the Senate.

"There is a saying around the White House: `Let's let Pete fix it,' " Obama said. "And he does."

In a nod to the political sensitivities of Emanuel's move, he never directly mentioned that he was running for mayor, and Obama didn't touch that, either. Emanuel, sure to be cast as an outsider by his competitors in the upcoming mayoral campaign, did not want to announce his run from Washington.

But Emanuel did call Chicago "the greatest city in the greatest country in the world." And he told Obama, "I'm energized by the prospect of new challenges, and eager to see what I can do to make our hometown even greater." The president and Emanuel, confidants and friends, hugged three times during the event.

Rouse, befitting his style, stood quietly by the president and never spoke. Obama described him as never seeing a television camera or a microphone that he liked – unlike the boisterous Emanuel. The differences were even apparent on stage – Rahm stood with his trademark hands on hips; Rouse was still and stoic.

What Emanuel leaves behind is more than a staff job. It is the most demanding and influential position in the White House – save for Obama's. The person who holds it is entrusted to shape the president's thinking, prioritize his time, manage scores of egos and issues and keep the White House focused on its goals.

The mantra in the West Wing is that no one who works for the president is irreplaceable. And yet that's how they describe Emanuel, a whirling force of ideas and energy with expertise in foreign policy, political campaigns, communications and the legislative process. Obama's aides talk of an unquestioned loss.

I couldn't go a day without that Obama smile. He and those girls make my day.

Bet 'Rouse is going to make am greet chief of staff too...Just saying He smart and can get things done and will catch this President's back and will be a great adviser. Think Rahm was too disruptive and too much a camera hog or pres hog and wanted himself out front. Rouse is also used to dealing with tought legislators, also.

Regarding Obama’s new Chief of Staff now that Rahm is off to Chicago:

Rouse was Daschle’s long-time chief of staff. He was helping groom Daschle for the presidency, but a monkeywrench obviously got thrown in that. So he was then mysteriously attached to the freshman senator from Illinois, bringing with him all of Daschle’s contacts and powerful organization (what freshman senator gets such careful attention, I ask you?) Rouse, with all his DC power and clout, was gifted to Obama as his chief of staff when he came from Chicago to DC..

Obama is still dancing with the ones that brung him, and helped plan his meteoric, “entirely grassroots” rise to power from the beginning...

Uh huh...right...

Rahm did a decent job. Much tough legislation was passed.  According to the political left, the White compromised too much with Republicans to get legislation enacted.  The "public option," when it was sacrificed, disappointed many. These compromises may have been made before Obama realized that Republicans were just the party of no and had no intention in participating in governance.  Rahm may be too irascible to be mayor of Chicago.  After all, in that position he can not go around giving political opponents and the press the finger.  But Pete Rouse may be better able to talk civilly with Republicans and this quality will be needed with Republicans making gains in the house and senate.

The republicans aren't going to let anything happen. Clyburn's anonymous holds and all of the judicial posts that are going unfilled because the repukes are stamping their feet and holding their breath. I say grind gov't to a halt and let the repukes hoist themselves on their own pitards. Every nominee they refuse to appoint I'd make that persons name the first and last name america hears everyday. I'd drag republicans onto Sunday shows and demand to kinow what they have against that persons record or qualifications that it's OK to grind the justice system to a halt.

That 37% of Democrats already are prepared to dump Barack Obama for a supposed “unthinkable” alternative is rather astounding. After the elections in November which will strip away the last illusions that Obama is popular and the future of the party lies with him, reality will have to be faced. If reality is ignored then there will be further election cycles larded with defeat after defeat. If Democrats refuse to face the need to appeal to Independents and to win back the former base, such as senior citizens, the defeats will be across the board and unrelenting in future election cycles.

It takes a lot to combat the republican lie machine. Given the incredible tasks at hand President Obama had to deal with from the get go, with no help, none whatsoever from the republicans, I still say our President is doing a great job. Emanuel was tough as nails and it did set a tone to help Obama move forward. He is exiting at the right time, just before the elections. I would love to see a replacement that will even be tougher then Emanuel, but with a little more personality.

The title to this post is vague - I don't get it. It must be an inside Huffington Post joke. Did Rahm E. call Washington Nutsville (and the title means F***Nutsville, or this place is F*****Nutsville) in the past? Did you leave out a few asterisks accidently which obscured the meaning? Or is it what the title's author imagines Rahm would say? I would have preferred 'Emotional Emmanuel' as the title. It more accurately describes what stood out to me during the ceremony.

Thanks for the link! Like I thought, the title has nothing to do with the transition of Rahm Emmanuel from being chief of staff - just a meaningless blurb that gets attention. Too bad.
(so it is reported he cusses too much - who cares.) I worry more about all those southern congressmen in the comfort their small, exclusive, cigar-smoke filled gatherings with their like-minded peers who, I am certain:Use the n-word freely when referring to the current President of the United States. Then they come on the floor of congress and say "You Lie" during a presidential speech and are praised for saiying it by those same Southern Gents - because they know what he really wanted to say! We know what Rahm says because Republicans just aren't the blabber-mouths Democrats are, and he's the same in public as he is in private.
