Congress Will Have 7 Days To Reauthorize Jobless Aid; It Took 50 Last Time

When it returns from its mid-term break in mid-November, Congress will have only two weeks and seven voting days to reauthorize extended unemployment benefits before they expire at the end of the month. That's not much time, as the previous reauthorization consumed the Senate for 50 days this summer.

"This is going to be a really hard fight but it's a crucial issue and it is clear the congressional leadership understands that this is a top-tier, must-do item as soon as the lame duck session convenes," said Judy Conti, a lobbyist for the National Employment Law Project who is in frequent contact with key staffers. "While the fight won't be any easier than in the past, advocates and workers are already mobilizing and will be sure to make their demands heard."

Congress has blown reauthorization deadlines for extended unemployment benefits three times already this year. The first two lapses were brief; they happened because of obstruction by Senate Republicans. The third lapse lasted for nearly two months, however, as Democratic leadership in the House and Senate fought Republicans and a handful of deficit hawk Dems over whether or not the $33 billion cost of the reauthorization should be offset with spending cuts.

HuffPost asked House Speaker Nancy Pelosi (D-Calif.) on Tuesday if she expects the upcoming reauthorization to be less difficult than the last one.

"Well I hope so, because it's certainly going to be harder for the people whose benefits are expiring," Pelosi said. "So many people have come up to me to say 'thank you,' whether it's in airports, or just working people in different situations or not-working people saying, 'We're professionals, we've always worked. We were desperate, and then we got that unemployment insurance.' They weren't even people who were used to getting unemployment, but it really saved a lot of people."

The reauthorization that finally made it through the Senate in July, after a lapse in benefits that affected 2.5 million people, expires at the end of November instead of at the end of the year. That's because of a May bargain between Democratic leaders in the House and deficit-weary Blue Dogs and Democrats from low-unemployment districts. Leaving off a month saved $7 billion, and it was the first in a series of nickel-and-dime cuts: Leadership also sacrificed health insurance subsidies for layoff victims to continue coverage through COBRA, saving $7 billion, and a Senate deal to cut $25 per week from every unemployment check saved $6 billion.

Whether that kind of nickel-and-diming will be necessary to appease deficit hawks post-election remains to be seen.

The White House has already signaled that it will support another reauthorization of the extended benefits, which give the unemployed in hardest-hit areas up to 73 weeks of federally-funded aid on top of the 26 weeks provided by states. Though bills have been introduced in both the House and Senate to provide additional weeks of benefits for "99ers" -- people who've exhausted all help available and still haven't found work -- the uncertainty of preserving the existing help doesn't bode well for another 20 weeks of aid.

Oh yes, Nancy, so many people scurry up to you at airports and say "Thank you for providing the benefits TO WHICH WE ARE ENTITLED BECAUSE WE LOST OUR JOBS THROUGH NO FAULT OF OUR OWN, AND MEET THE CRITERIA IN OUR STATES."

And then they bow or curtsy like little minions and scurry away.

Sorry, but as a Democrat, I'm not playing into the "it's only one party causing all the problems" line anymore. The Dems aren't fighting hard enough...and haven't been for quite some time. They're scared as can be, and they fight for everything...except health care...with minimal gusto.

I would like to know where in the US Constitution it is written that if one loses one's job one is entitled to anything. Deafening silence. It is not there. That is not a principle upon which the United States is founded. You may wish that it were. I may wish that it were. But it is not.

The more I read about the House and Senate the more it seems like all they do is take long breaks! Then come back and hem and haw until their next loooong break! The GOP stalls everything but the Dems are not pushing hard enough. The are all completely out of touch with middle (soon to be lower) class Americans. I think the only people they talk to are their rich campaign donors! We are heading back into a feudal society.

Make the Rethugs and Blue dogs say out loud, time and time again: LET THEM STARVE, LOSE THEIR HOME, CARS,etc. etc., it may not be the words they speak but it will be painfully obvious .If they do win some seats in November they will be emboldened and who knows what that will play out? Anthony Wiener and Alan Grayson, I elect you, no one does it better!

I attended the One Nation rally and visited with a number of 99ers that attended the rally courtesy of One Nation and free bus rides. Every 99er I spoke to was a professional in every way. They had skills, personality, drive and determination, yet Republicans label them an hobos, drug addicts and parasites. I had the pleasure of visiting the FDR Memorial as well and I was struck by the manner in which FDR seemed much more truthful with the people than current politicians, including Obama, are today. I was particularly impressed with his statement, "The test of our progress is not whether we add more to the abundance of those who have much; it is whether we provide enough for those that have too little." Can you imagine ANY politician today saying something like that so eloquently? Instead all I hear are the green shoots, jobless recovery and tax breaks for the wealthy to create jobs spiel. Lies, manipulation and fear, instead of the truth, directness and hope.

I've had my concerns about the Blue Dog Democrats, however, this is where I draw the line. If they fail to extend these benefits, I will join all liberal Democrats to make sure they get primaried next time around. This is the only lifeline some folks have and it means the difference between paying rent only, forget food, and being homeless. Don't mess around with this. If jobs were available, damn it, we would be working. The Republicans are so clueless and selfish. Case and point; the man's whose home burned down in Tennesse and right wing conservatives cheered because he didn't pay "his fair share" because he forgot and they say he got what he "deserved". WTF. If this is who Independent voters and pissed off liberals want running our country ala Teabagger candidates, you need your heads examined. That was a cold, cruel, sick thing to do to a fellow American human being. To any human being. It's just sick.

The 99ers were working, productive, responsible, Americans till the Republicans made it financially advantageous to send our jobs over seas and Duaya dropped the economic ball while in office. We are not responsible for the cost of the wars, the economy, or corporations laying us off because we were making more money than the newer employees. Most of us still unemployed are older Americans waiting for a job to fill that isn't taken by the younger job seekers. We need assistance till the corporations decide to hire. Please help.

Yes, and what isn't fair is the vast majority of unemployed HAVE NOT come close to collecting 99 weeks and THE THUGS won't just extend it in lieu of 99 weeks. To top it off, the 99ers are still unemployed and there is NO RELIEF for them either.

I really think that anybody getting EXTENDED Benefits should be made to do some work in community service.

Teachers could help teach kids to read etc.
Painters could paint school rooms after school and on week ends.

etc etc etc

We need to help each other during this Bush/Republican failed economy.

Why not just HIRE them?

Plain and simple...Your state is paying out let's say $365 a week in jobless benefits to someone that needs a job. Instead of handing them $365 a week while they LOOK for a job, why not just HIRE them at $420 a week AT a job that provides "community service"? Yeah, it costs $55 more a week to do it but it's closer to some kind of liveable wage AND they aren't "sitting at home" doing nothing all day waiting for the phone to ring....You are essentially trading their "service" for their benefits so why not just pay them a little bit more and employ them, so-to-speak? Do you have any idea how many people here in Florida getting $275 a week would LOVE to go to work at doing SOMETHING for $420 a week? I think it's a FAR better road to take and the possibilities of what types of work can be assigned are huge...everything from unarmed security to teachers aids to property clean-up to facilities maintenance, equipment maintenance, customer service, call center operators, walk-in service centers and what have you. The people actually get "something" in return that benefits the entire community that makes it safer, cleaner, better maintained, better educated and more responsive to everyone IN that community.

Great idea EXCEPT -- there is a question on the UI form that asks DID YOU WORK WHETHER YOU WERE PAID OR NOT -- they deduct the free service you gave off the peasley check you are getting now. HOW THE HELL DO PEOPLE AFFORD THAT? Nice loophole,again, for the CORPORATIONS AND THE GOVERNMENT -- screw the people!
