Geithner Meets With Homeowner Advocates, Homeowners Bogged Down In HAMP

WASHINGTON -- Treasury Secretary Tim Geithner met Wednesday with homeowner advocates and people who have struggled to get mortgage modifications from banks participating in the administration's anti-foreclosure program.

Ken Kelly of Antioch, Calif. said he told Geithner he asked Bank of America for help via the Home Affordable Modification Program almost a year ago. He said the bank repeatedly lost his paperwork during a "trial" period. It granted him a modification, but then said he would be kicked out because of a bankruptcy during the trial. "They had me mixed up with someone from another state," Kelly said.

Through his volunteer work with PICO, a national network of faith-based community advocacy groups, Kelly said he has helped borrowers with HAMP problems and even participated in sit-down meetings Bank of America executives. He believes his situation was ultimately resolved only because of his volunteer work with PICO.

"I deal with these people face to face and this has happened to me," he said. "If I was dialing an 800 number they would have foreclosed on me."

Struggling homeowners eligible for HAMP are supposed to be granted "permanent" five-year modifications that drastically reduce their monthly payments if they first complete a three-month trial period. More often than not, however, borrowers put into trials are kicked out of the program. A federal auditor reported last week that HAMP makes some borrowers worse off, and in some cases actually causes the foreclosures it's supposed to prevent. (Treasury denied that HAMP puts borrowers into default, despite numerous accounts that it sometimes does.)

Geithner, Kelley and others in the meeting said, seemed very sympathetic to the problems Kelly described, which are typical of many HAMP complaints.

"He actually reacted positively, so I was very hopeful because I thought he was just going to listen," Kelly said. "He did say there are legislative guidelines that can hinder him on doing anything."

Tony Pierce of Illinois People's Action said he asked Geither to make sure the 76,500 homeowners whose trial modifications have dragged on for longer than six months get permanent modifications.

Michael Hickey from the Center for New York City Neighborhoods told HuffPost that the groups want Treasury to make HAMP mandatory, or at least to get tough with voluntarily participating servicers when they fail to comply with the program's guidelines. "I think we've managed to tinker around the edges and make minor improvements. There really has not been a game-changer."

The biggest change in the HAMP guidelines so far has been the requirement that as of June applicants must prove their income to qualify for the program, which has resulted in a drastic reduction in the number trial modifications started. According to data released last week by Treasury, there are 466,708 active permanent modifications, compared with more than 700,000 modifications canceled.

Though Geithner did not promise any game-changers, the meeting attendants all told HuffPost he seemed genuinely sympathetic to homeowners who have had bad experiences in the program.

"We think he's actually very sympathetic to working Americans," said PICO's Tim Lilienthal, "but the challenge is how to you translate that into action."

Geithner will do nothing because the banks need to continue foreclosures so that they, themselves, will not collapse. And, Geithner will do nothing to harm banks. Obama should have fired him a long time ago. He knows very little about the economy and what makes it works. He knows banking, and the banking industry has proven that it is almost irrelevant when it comes to doing something to grow the economy. But, they are making a hell of lot of money- gambling with the people's money-thanks to Timmy and other Wall Streeters who run the Treasury and government economic policy.

Many of these homeowners are no more than deadbeats and freeloaders looking for a way to extend their "free rent."

Tim Geithner's meeting with Homeowner Advocates was just an exercise. I like how he listened attentively and appeared to be sympathetic and "reacted positively" but is unable to help them because of legislative guidelines. What a waste of the peoples' time and his? Is there absolutely nothing Mr Geithner can do to facilitate these homeowners, even if he has to make an unofficial off the record deal? Surely he knows all the powers that be in the financial industry. Tim Geithner with all his bad advice to the President should just quit.

What makes Geithner's timidity especially unacceptable is the hedge funds - to whom the mortgages are eventually sold - don't mind the mortgage modifications. They even want the mods to happen quicker. I hate to disabuse Mr. Kelly of his optimism, but Mr. Geithner has never demonstrated an understanding of the problems families face on a daily basis in attempting to work with mortgagee banks in this country. I suspect the reason for that is that Mr. Geithner more closely identifies with bankers by virtue of his background and employment history, and I am certain that his colleagues in the mortgage industry have assured him that the problems identified by Mr. Kelly are isolated. As someone who counsels distressed homeowners on an almost daily basis, however, I can assure Mr. Geithner that the problems are widespread and endemic. The banks are under no pressure, political or legislative, to cooperate with borrowers, and the results of the mid-term elections will only serve to calcify industry resistance. We should expect a significant increase in foreclosure activity over the next year and relatively few successful modification stories.

Would you trust this man to not lie on his tax returns? Nah, me, neither. Ditch the bum. It was a disgrace he was ever appointed to begin with. (Thank God, there was enough stink kicked up about Daschle! Can you imagine what the hcr bill would have looked like if that health care lobbyist had had his way?) This is my retort to people who say, "You've got to give the Pres. a chance! You can't expect miracles." I'm not expecting miracles. I know exactly what to expect when Corporatists/lobbyists, and their lackies are appointed to key posts and as advisers.

Home Owner: But, I have a job.

Mortgage company: Don't worry, we will foreclose on you

Home Owner: But I have a job.

Mortgage company: Well will increase your payment

Home Owner: It's is near impossible to get approved for a fix rate

Mortgage company: Well, its a government program, we are are not olbigated to modify your loan. We are not regulated, we can do whatever the hell we want, because the republican party is on our side and the idiots that follow..

You have it right, that is how it goes with that program. I know because I am in it and they only allowed me a 1 year modification when I wanted to refinance. I have my house for 1 more month, they will not refinance so I will have to walk. They have left me no choice at all. I am not a leaker, I am paying off all my debts with no question at all, but my husband lost his job due to an elderly woman hitting him with her car ( she was not insured) is permantly disabled and we will be living on the streets in the north for the winter. Maybe I can scrape enough together to live on that beach in Hawaii. At least I won't freeze, but I won't be able to work either. It is like a spiral down with no help.

You have absolutely no understanding of the HAMP program. First of all, no one seems to be getting modified although the Banks are getting paid for nothing. The homeowner if by some miracle gets a mod, recieves reduced payment that equal 31% of their income and they must have income. All of the balance is placed at the rear end of the mortgage, so the homeowner still owes it with all the interest. Please educate yourself just alittle before spouting.

What were some of the good points of Bush's administration? The war? The Deficit? The stripping of our constitutional rights? Making education unavailable to people? Taxpayer footing the bill for catholic schools?

I just figure, that if you're going to call THIS presidency a failure, what does a "winning" presidency mean to you?
