Jon Kyl: START Won't Happen Because Of Process, Not Policy

WASHINGTON -- Sen. Jon Kyl (R-Ariz.), the key Republican vote on the new START Treaty, said on Sunday that there was not enough time to pass a strategic arms pact with Russia this year.

The Arizona Republican didn't pinpoint specific disagreements he had with the language of START. Rather, he said failure of passage would be because Senate Majority Leader Harry Reid (D-Nev.), had already scheduled away the time needed to consider the measure by packing the lame duck docket with legislative gifts to Democratic constituents.

"My issue is that you can't do everything," Kyl said on "Meet the Press." "I was stating it as a matter of reality not a matter of policy. How can Harry Reid do all the things we are talking about, deal with expiring tax provisions and in addition to that deal with the START Treaty which by itself could take two weeks?"

Two weeks would be a historically long window to debate a measure that foreign policy luminaries in both parties have insisted is a must-pass. The last START treaty was passed through Congress in five days.

"People across America who subscribe to cable [should] ask for refunds when they turn on C-SPAN and see the Senate sit there, day after day, doing nothing -- lurching from filibuster to filibuster," said Kyl's co-panelist, Senate Majority Whip Dick Durbin (D-Ill.)

But Kyl has shown a real unwillingness to get the ball rolling with respect to START. Weeks prior to his appearance on "Meet the Press," he demanded that the administration include additional funds for nuclear weapons modernization as part of the overall package. When the White House acquiesced, his complaints about the measure focused on the need to ensure U.S. nuclear weapons deterrence. Those concerns have been called overblown by the treaty's defenders. But as the clock has continued to tick, both Kyl and others in the GOP tent have been handed another reason to drag their feet: a closing window for consideration in the lame duck Congress.

"If the leader of the Senate, Senator Reid, were to allow a couple of weeks for full debate and amendment of the resolution of ratification then theoretically there would be time," said Kyl. "But he has made it clear he has a different agenda in mind. I think clearly they have two sets of priorities here. Are they going to deal with the funding of the government for the remainder of the fiscal year? They've got to do that. Are they doing to deal with the issue which is on everyone's mind, that you mentioned earlier, and that is to make sure we don't have a big tax increase, the largest tax increase in the history of the country. These are higher priority items and if we do those things, and then potentially deal with some of the other political issues that Senator Reid has said he wants to deal with, in that event there would not be time."

Neither the White House nor Senator Reid's office immediately returned a request for comment.

The administration has bent over backwards to try and address every concern he and his republican colleagues have raised, yet all we heard today were more excuses, many based on an outdated 1950 era cold war mentality.

Don't worry, Kyl. There won't be any time for republican priorities in the upcoming session either. Any time you want to put up a bill for passage, you can expect it to be filibustered. You won't get any traction for two years. That is the price you will pay for being the party of no.

Our men/womans supplies come through Germany for our own LOVED ONES in Afganastan, an Senator Kyle just said he cared about the POWER they can get away from the Demacrates more than the lifes of those men/women in afganastan! some people are starting to think probably they way i do sometimes. these bankrupt of ideas and thought GOP need a good kick in the teeth not bipartisanship. but then i think this isn't how smart people function they have a strategic plan. well okay these Republicans have really shown their A- behinds. and are really getting quite treasonous to me wanting Obama therefore the country to fail. and its dangerous. i want them taken care of pretty soon. it's got to happen. they are going for broke the uneducated or racist voters put them back in office after they spent 2 years saying HELL NO!! to everything and they think we are okay with them going against Obama and the Democrats.. when does it stop?. or people get smart. and rebel?.

For the treaty to be enacted it has to be ratified by Congress. When does it take a year to ratify a treaty in the interest of National Security? The hurry is not letting nuclear material fall into the hands of terrorist or worse being sold on the black market in bulk to countries like North Korea or Iran. I think when you have an enemy who is actively pursuing your destruction you stop them you don't help them.

I don't think the right cares anymore what the people think.. all they have to do is stay true to their real base...corporations and they will always have the money they need to buy the elections...They need to bring this president down and pick up a few more seats in the Senate and they got it made.. Which explains why the Republicans are not voting for the Start treaty that began with Reagan how exactly?

You do understand that a big part of the Start treaty is keeping nuclear material out of the hands of terrorists don't you. Kyle is playing politics with your future. If Al Quida were to get a hold of a nuke we wouldn't be worrying about suicide bombers, we would be worrying about suicide nukers. If that were to happen you could lay the blame squarely on Kyle and his Republican cronies shoulders for playing politics with our safety.

Do you know that it takes 2 thirds of the congress to pass any treaty...and that the last 2 treaties that were signed took all of two days.. this is how far the republicans have sunk in their partisan games.. They will risk the nations security just for their own political gain... I hope this all backfires on them and come 2012 they get voted out and stay out for a very long time.. These people never learn.

John Kyl has NO policy reason to be holding up this bill. He even said so. He's from the party of obstruction. Why all the obstruction? Because they don't want to be in the political wilderness. How to get back out of the wilderness? Incite all the racists in their party to violence. Lock'n'load and such. Reload. Bring guns to rallies. Don't forget the lynch-rope. It is interesting that when this president was first elected i worried that someone would physically harm him..now I understand that there are other ways of destroying someone without killing him.. and I do think that this was a conscience strategy by the right from the first moment he came into power... These people have no humanity, they pretend to worship god but in my opinion the only true thing they worship is power and money.. I think of the verse in the bible that says the love of money is the root of all evil.. I believe this to be the truth and we as a country are witnessing this evil first hand.
