House Passes Dream Act

WASHINGTON — The House passed legislation Wednesday to give hundreds of thousands of foreign-born youngsters brought to the country illegally a shot at legal status, a fleeting victory for an effort that appears doomed in the Senate.

The so-called Dream Act, which passed the House 216-198, has been viewed by Hispanic activists and immigrant advocates as a downpayment on what they had hoped would be broader action by President Barack Obama and the Democratic-controlled Congress to give the nation's 10 million to 12 million undocumented immigrants a chance to gain legal status.

Critics railed against the measure, calling it a backdoor grant of amnesty that would encourage more foreigners to sneak into the United States in hopes of being legalized eventually.

The Senate is expected Thursday to vote on whether to advance similar legislation, but it's unlikely Democrats can muster the 60 votes needed to advance it past opposition by Republicans and a handful of their own members.

"It's an uphill struggle," Sen. Dick Durbin of Illinois, the No. 2 Democrat, acknowledged.

Debate on the measure was fraught with politics. Obama has made an intense public push in recent days in favor of the measure, eager to demonstrate his commitment to Hispanic voters, a key voting bloc that's been alienated by his failure to push broader immigration legislation.

With the GOP taking control of the House and representing a stronger minority in the Senate next year, failure to enact the legislation by year's end dims the prospects for action by Congress to grant a path toward legalization for the nation's millions of undocumented immigrants.

Tamar Jacoby of ImmigrationWorks USA, a pro-immigration employers coalition, said the defeat won't end Congress' attempts to address the issue but predicted that future legislation will look far different. "Anything that they're going to do is going to disappoint comprehensive immigration reform advocates," Jacoby said. "It's going to be a tough haul" to tackle the subject in the new Congress.

After the House vote, Obama issued a statement pledging to move forward on immigration reform and casting the Dream Act as a way of correcting what he called "one of the most egregious flaws of a badly broken immigration system."

"This vote is not only the right thing to do for a group of talented young people who seek to serve a country they know as their own by continuing their education or serving in the military, but it is the right thing for the United States of America," Obama said. "We are enriched by their talents and the success of their efforts will contribute to our nation's success and security."

Obama's drive to enact the legislation and congressional Democrats' determination to vote on it before year's end reflect the party's efforts to satisfy Hispanic groups whose backing has been critical in elections and will be again in 2012.

The legislation would give hundreds of thousands of young illegal immigrants brought to the United States before the age of 16, and who have been here for five years and graduated from high school or gained an equivalency degree, a chance to gain legal status if they joined the military or attended college.

Hispanic activists have described the Dream Act as the least Congress can do on the issue. It targets the most sympathetic of the millions of undocumented people – those brought to the United States as children, who in many cases consider themselves American, speak English and have no ties to or family living in their native countries.

Students who would be eligible for legalization under the bill have fanned out across Capitol Hill in recent days to personally lobby lawmakers to back it. A group of them was seated in the House gallery to watch the vote, and they broke out in cheers, some embracing each other as the vote on passage was announced.

Earlier, Democrats took to the House floor to paint the measure as a matter of basic decency.

"Have a little compassion," Rep. Eliot Engel, D-N.Y., said, directing his remarks at the GOP. "These children came here, they didn't decide to come here. They know no other country. Some of them don't even know the language of the country in which they were born, and they deserve to have a right as free Americans."

Their pleas did little to move firm Republican opposition.

"It is not being cold-hearted to acknowledge that every dollar spent on illegal immigrants is one dollar less that's spent on our own children, our own senior citizens and for all those who entered this society who played by the rules, who paid their taxes and expect their government to watch out for their needs before it bestows privileges and scarce resources on illegals," said Rep. Dana Rohrabacher, R-Calif.

Just eight Republicans joined Democrats to back the bill, while more than three dozen Democrats broke with their party to vote against it.

I am so SICK of congressional dems saying they might not beat the republicans in the senate. The republicans in the senate. They might filibuster in the senate. GROW A PAIR AND SIT IT OUT!!! Then they criticize OBAMA for making deals to get stuff through by the deadline?! At least the republicans have a SPINE! I'm definitely a supporter of the president's agenda, but I don't think I can stand the whining maggots that are out democratic congressmen. I'm so sick of their cowardice.

In my opinion, i think this President has given up. I don't blame him. The media twists his words and make him look bad, the GOP dominates the business world and wouldn't invest if they don't get what they want and Some American people think he is not even American.I feel him.

With unemployment being as high as it is, I see this as nothing but punitive against anyone under 50 and still looking for employment.
Reinstate the draft after this and see how many immigrants stay. Of course, most people that are citizens of the U.S. today, don't have the option of leaving the country for a while. And the Republicans would take full advantage of sending anyone without an ability to dodge the draft, to war.

Look the actuarial tables closer to 2012, as in how many baby boomers are still around, how much wealth has been dissolved back into the system, how many immigrants are here and boosting the economy, how much the health care corporations are still making, (there is nothing in the works that will help the citizens, all the Republicans and corporations have been complaining about is it will not be as easy to make the ki//ings they have been in the market) The big lotto is when they can drive many more older people off the edge to make the future look more calculable and manageable. It is very easy pickings for even the dumber fox.

I'm against the Dream act. Unemployment is at 9.8 % and that's if you don't count the people who have stopped looking. For you who are pro-union answer me this. In some states you have to use union labor. If you didn't use union labor then you could pay a lower wage than the unions demand. So now we have Mexican citizens undercutting U.S. citizens inside the U.S. and not just through shipping jobs over seas. You don't see a problem with letting your fellow U.S. citizen waist away on unemployment while Mexican citizens are working for less in the same town? Are you an American or a Citizen of the world. Pick one.

are you somehow blaming the unions for this? I surely hope not. How is it not the responsibility of the very employer who does the hiring? Our gov't has done nothing to stop this. I've checked on other countries to see how they handle jobs and workers and discovered that there are places in this world where you may move to and start a business, but you cannot work that business yourself, you have to hire local citizens. That doesn't happen here, but you have to ask yourself why and stop blaming unions for all the immigration problems.

Republicans enabled the passage of this bill in the House as 30+ Dems voted against it but 8 Repubs voted in favor thus giving the required votes to pass. No wonder all the anti-human rights promoters on this page are so perturbed!..

This is a show vote. No way this passes in the Senate, but it's further evidence for Hispanic voters that the Republican Party has bad intentions. It may be two generations before Republicans get the Hispanic vote again.

This is just not the way to help all these young people. It makes a mockery of all those who stood in line for even 10-12 years and all those couldn't take a promotion for a number of years while INS did their papers at their job. Do it right people.

Actually, we will move to a British/Canadian system of only bringing in necessary skill sets at some future date. It is inevitable as the US has a surplus of a lot of skills AND its needs and pockets are shrinking. People from lots of the newly prosperous countries don't want to come here anymore.

Simple-no deportation-- but no Pell grants, no college loans either. Let them earn their keep. No H1 visas but a TN style highly limited work/study visa. Or serve in the military for 5 years. Join the green card lines at the very end, after a parole period of 5 years after reaching adulthood. Give them a path, WITHOUT mocking all those who came legally. The problem is the Dems see them as mainly Hispanics (not true-- lots of East Europeans and Asians too), and an all-or-nothing vote winner- justice be deiymned.

"Just in case illegal aliens who come in the future feel left out, the DREAM Act has benefits for them, too (and there WILL be lots of future illegal aliens since amnesties always result in more illegal immigration and this bill does absolutely nothing to deter it). The DREAM Act would retroactively repeal the federal law that prohibits state colleges and universities from giving illegal aliens in-state tuition rates. The repeal would have two results: First, it would mean that each state would be free to decide whether to give in-state tuition slots to illegal aliens instead of to U.S. citizens and legal residents (after all, there is a set number of in-state tuition slots, so giving one to an illegal alien means one less for a citizen or legal resident). Second, it would nullify the various lawsuits that have been filed challenging those states that already have violated federal law by giving illegal aliens in-state tuition, so those states would get away with breaking the law with impunity. Now, there's a lesson we all want our children to learn, right?"

Furthermore, once granted permanent resident status, beneficiaries of the DREAM amnesty can become U.S. citizens and sponsor their relatives—the parents who brought them here illegally, any siblings left in the home country, and then aunts, uncles, cousins, and so on—for legal immigration to the United States under current chain migration laws. So all in all, this little bill to ensure that children can get a good education would quickly begin to rival the "one-time-only" amnesty of 1986, under which some three million illegal aliens and their spouses and children were given green cards, along with countless extended relatives."
