Obama-Republican Deal Could Mean Tax Hike For One In Three Workers

WASHINGTON - The tax deal reached between President Obama and congressional Republicans could mean a higher tax bill for roughly one in three workers as a result of the Social Security tax cut Republicans pushed as a replacement for the current Making Work Pay tax credit.

The Making Work Pay credit gives workers up to $400, paid out at 8 percent of income, meaning that anybody making at least $5,000 gets the full amount -- and gets as much as anybody else. Its replacement knocks two percentage points off the payroll tax cut, meaning a worker would need to make $20,000 to get a $400 break. Of the nation's roughly 150 million workers, around 50 million make less than $20,000 and will see at least some increase as a result.

Additionally, roughly a quarter of 20 million state and local workers pay no payroll tax, because they have a separate pension system. Some of those workers with children will benefit from the extension of other tax credits, but overall will have less money in their pocket.

Rep. Raul Grijalva (D-Ariz.), co-chair of the Congressional Progressive Caucus, said many House liberals were opposed to the payroll tax cut because of its effect on the poorest workers. Progressives are also concerned that the tax cut will become permanent and undermine Social Security's funding stream and political support over time.

Senior White House adviser Larry Summers told reporters on Wednesday that the GOP wanted to replace Making Work Pay with the payroll cut. "It came out of the process of compromise with the Republicans who were more attracted to the payroll tax holiday concept, and that was a proposal that, as had been coming out of here, we had been giving considerable thought to in the context of the President's budget," he said.

White House officials have said that the situation must be viewed in the context of the entire package and that Republicans strongly resisted extending the refundable tax credits, such as the child tax credit or earned income tax credit, that will more than offset the loss of MWP for many workers. Had those credits expired, lower income workers would have been worse off.

House Democrats, in their package, did not extend MWP, so, in that sense, the White House proposal is more generous. Making Work Pay is a more effective stimulus, economist Dean Baker said, because a higher proportion goes to the poorest workers, who are most likely to spend it immediately. "Dollar for dollar, undoubtedly, Making Work Pay is going to be more stimulative. The higher-end people will get five times as much than someone earning $20,000," said Baker, of the liberal-leaning Center for Economic Policy and Research.

Summers, asked by reporters about the effect on poorer workers, conceded that they would suffer slightly under the payroll tax cut as compared to Making Work Pay, but said the other tax credit extensions would balance it out or make the family better off. And if GDP goes up by one percent, he said, "that's $2,000 for the average family." Of course, wealth is not distributed to each family equally in the United States, so the poorest are very unlikely to see as much of a benefit from economic growth as the wealthiest.

But the extensions of the tax credits, ultimately, are merely extensions, so workers won't see a change in their income like they will see the change as a result of the change from Make Work Pay to a payroll tax cut.

"It is just kind of an absurdity that we're making so many low income and moderate income workers suffer as a result of a downturn that was brought about by Wall Street greed and incompetence," Baker said.

The White House, meanwhile, is circulating a chart comparing "What We Got" and "What They Got," making the case that Democrats got much more, with the "We Got" stack roughly doubling up its rival. But, noted Rep. Donna Edwards (D-Md.) after Thursday's Democratic meaning, the payroll tax cut could just as easily go in the Republican side.

And if the temporary Democratic victories expire and the tax cuts for the wealthy are extended, the chart looks that much redder, as put together here by MoveOn.org in response to the White House.

Someone, please tell me why so many Americans are so blind as to accept the pathetic exuses and continuous thin lies pertetrated by most elected Republicans? Sure, millions of us are angry about the terrible economy, home foreclosures, high stuborn unemployment. But how can voters turn to the Republicans as their choice to make things better? The Republican Party -- which I left in order to work for Obama's election -- has sold its soul by voting for 8 years of red ink spending during the Bush years. And we can see that as long as multi-millionaires get tax breaks, the Republicans are comfy accepting an additional $900 Billion in defict spending.

It's easy to tell Obama to get tougher with the Republicans. But hey, it has been the Republicans who consistently vote against any stimulous programs, unless they stimulate millionaire bank accounts. Even if you don't like some aspects of the proposed legislation, Obama is trying to get the other party to vote for some level of middle class support rather than vote "NO" as a block.

But I would more confidently give the new batch of conservatives the reins to the economy that the same ol', same ol' Dems who would NEVER think of cutting spending- just spend more and more and more. (...and don't even mention the surplus under Clinton as that was a result of Repub congress and policies.)

Someone help me here:

Let’s start with what the payroll tax cut means for working families. Any single person with kids who earns over $20,000 will do better under this framework than they would have if we had fully extended Making Work Pay with full refund...ability. So will any couple making over $40,000.

What is true is that if you look only at what we secured on the payroll tax cut, a single parent of two children working full-time at the minimum wage, making $16,000 a year, would get a payroll tax cut worth $320 – $80 less than what they got from Making Work Pay this year.

But that misses one of the most important wins for progressives in this negotiation. The President secured the full increase in the Child Tax Credit for working poor families that Democrats had fought so hard for in the Recovery Act – even though this type of refundability is strongly opposed by Republicans. That means that the same family making $16,000 would get an additional tax cut of nearly $1,500 – multiples more than the difference between Making Work Pay and the payroll tax cut

Neither extreme represents the best interests of the majority of Americans. I applaud Obama for reading the Riot Act to his detractors. The president has made a bold, smart and courageous move in an era where Republicans have voted to negatively block all Dem legislation. Obama does not need "friends" in his own party that want to hammer him for compromising with the other party! Our Constitution itself is a fine example of compromise. Americans by and large could care less about our history, but when the representatives from 13 American colonies met to consider some form of government, compromise was the only way a Constitution could be drafted/ratified. Some colonies wanted to protect slavery; some supported agrarian interests; others industrial mercantilism. Without compromise, we might have formed several smaller weaker nations; easy prey to British takeover.

I hope all demands for our president to "fight harder" against the Republicans are ignored.
Give this man credit for the courage he has shown to address America's need for a more inclusive healthcare insurance direction, for a greener approach to national energy efficiency, for protections provided to our auto industry and emergency support that kept the banking system from total collapse. "Thank you, Mr. President for having the heart to attempt major changes in America without an eye to the popularity polls! I am gratefull for your hard fought advancements. "

This applies only to households with children. What about childless couples making less than $40K? Or individuals making less than $20K? They're conveniently overlooked and get screwed in the process! That's the essential problem with the social support services of this country. They cater only to the extremes at both ends of the socioeconomic spectrum. We've all seen how both Dems and Repubs are looking out for their millionaire friends, but the system also encourages irresponsible behavior at the other end. I've seen teachers quit jobs in order to go on public assistance for their children(coincidentally by multiple fathers) because the welfare remuneration was higher! Meanwhile, people who do their best to 'pull themselves up by their bootstraps' in the GOP mantra but are denied true opportunities for upward mobility by corporate and government collusion get exploited by both their employers and the government in order to maximize corporate profitability and pacify deficit hawks.

THANK YOU!!! It is so frustrating to be told of these social programs, and yet when I check out the requirements, I never qualify! Why? Because even though I'm near FPL, I am SINGLE, and have NO children. I took the socially responsible route and didn't have kids that I knew I couldn't provide for on my salary. It is infuriating to see families who have pumped out kids one after the other (this is NM - the teen pregnancy rate is astronomical) collect their monthly welfare check while I scrimp and save every penny I earn so I can make rent and pay my bills.

If 75% of Americans think like you do, then yes, I do believe you are wrong.... You had Bushco and the conservatives in office of 6 of Bush's 8 years and they derailed this country in the first place ($5 trillion added to the debt... thanks China for the loan!!!).... they only care about 2% of the population and they couldn't govern themselves out of a paper sack. They gave tax cuts and started two wars without any thought to the debt or deficit and now they want more.... I'm not happy with this tax cut and Obama caving in, but that doesn't mean the cons will do a better job...what it means is we need to lean more left and progressive.

Do not disparage the repubs of the past as they were what the progressives still are and remain. Even today, the Democrats in congress are STILL trying to squeeze every last dime of spending into their final few days.

And PLEASE stop the class warfare- all are Americans: all have the same potential and opportunities. (No one should expect to be given a push up the ladder, it most come from self-motivation.

True... but let's face it...if we can't expire these tax cuts for the rich while we have the majority in the senate and the White House, we don't stand a chance if Repubs gain control again. These tax cuts will become permanent and then there's no going back. Bush's chief of staff laughed and joked the other day about the "trap" they set when they created this "ten year" tax cut. They knew it would be impossible to take away and here the Dems are proving them right... we Dems don't know how to play chicken... we need to let these tax cuts expire...even for a month or two... and make the Repubs have to sweat with their constituents who aren't part of the 2%. We don't ever take the fight to them and we should.

If the rich get Social Security, why don't they pay more into it? If I'm correct, they stop paying in just like the rest of us at $106,000.00 mark. Shouldn't they pay more on this and taxes? After all they can't take it with them when they are gone.
