House Passes Tax Deal 277-148, Sending Bill To President

WASHINGTON -- A coalition of Republicans and conservative Democrats combined to push the Obama-GOP tax-cut deal through the House by a vote of 277-148 in Friday's early morning hours. The bill slashes the estate tax, extends all the Bush tax cuts and reauthorizes unemployment insurance for 13 months. The bill will now go to the president for his signature.

The crucial vote was not on final passage of the tax cuts, but on the vote before, to reduce the generosity of the estate tax cut. Had it been included in the final measure, the bill would have gone back to the Senate. An identical version of that amendment passed in December 2009 with 225 votes, but it failed this time 233-194, with 60 Democrats voting against tightening the estate tax.

President Obama whipped support for the tax-cut deal in the final days leading up to the vote. One member told HuffPost that Obama, a Hawaii native, personally called Hawaii Democrat Mazie Hirono to urge her to support the deal. (She voted against the tax-cut deal and for increasing estate taxes on wealthy heirs, despite the pressure.)

The bill was a major priority for Obama, who ironed out the deal with congressional Republicans earlier this month. It passed easily through the Senate on Wednesday in a rare bipartisan vote, with 81 senators voting for the bill and 19 voting against it.

The bill reauthorizes extended unemployment benefits through 2011, meaning more than a million people whose benefits lapsed this month will receive retroactive lump-sum payments within a few weeks.

Rep. Earl Pomeroy (D-N.D.), a Blue Dog, sponsored the amendment that would have altered the estate tax deal and, say Republicans, blown up the bargain. His fellow Blue Dogs rebuffed his attempts throughout the past few days to lobby them to his side.

Rep. Heath Shuler (D-N.C.) played a leading role in organizing Blue Dogs to hold together to beat back the estate-tax amendment and preserve the deal. "We realized pretty quickly that the House hands were completely tied. The deal was struck with the Senate and the Senate wouldn't accept anything going forward," he told HuffPost. "Listening to Vice President Biden, we realized pretty quickly there wasn't no give or take."

In the House, rank-and-file Democrats bemoaned tax cuts for the rich in the deal, arguing they would threaten the future of Social Security and other social programs. Most of the 148 dissenters were Democrats.

As the Democratic leadership struggled to find a way to move the bill through the House, they settled on a procedure that allowed one amendment, introduced by Pomeroy, which would set the estate tax at 45 percent for inheritances of $3.5 million or higher.

The amendment was chosen over several other ideas to change the tax deal, including a resolution by Rep. David Wu (D-Ore.) to extend unemployment benefits to two years -- the same length tax cuts for the wealthy were extended in the tax deal.

Choosing the estate-tax provision doomed the package to passage.

"Unfortunately, Democratic votes, of all the good liberal issues, that's the one where people are weakest," Rep. Barney Frank (D-Mass.) told HuffPost about the estate tax amendment. Frank said that a few other members opposed the estate tax amendment not on its own merits but because they didn't want to disturb the deal. "We lost a few people who were afraid of the consequences of the thing failing. There is this risk aversiveness on the part of some members," he said.

Earlier in the evening, Senate Majority Leader Harry Reid (D-Nev.) made a concession to Republicans when he gave up on an omnibus spending bill that would have funded Democratic spending priorities for the next year. Instead, Reid announced the Senate will pass a continuing resolution to fund the government for 45 days, meaning Republicans will have further opportunities to push for cuts in the near future.

Debate over extending the tax cuts will now take place in 2012, when Obama, all House members and some senators are up for reelection.

HuffPost asked Wu -- who pushed for the unemployment extension to last as long as the tax cuts extension -- for his final thought on the bill as he went down a flight of stairs just off the House floor. He paused for several moments before delivering his answer: "Screwed again."

The cost for UI extensions, DADT repeal,START ratification and now a 9/11 responders bill was a ransom paid to the Republicans to give to the top 2% of the malefactors of great wealth who are their constituency. Don't forget that over the next two years as we see a GOP majority that was elected by a minority of registered voters do everything they can to further destroy the country in hopes moonbats,wingnuts,teabaggers and other fools blame the President for it. Not going to happen. The lame duck Republican House starts in January. It's going to be fun watching the gnashing of teeth as the right wingers try to defend the indefensible muck the GOP will be tossing around.

Basic political lesson that our parents sometimes taught us ... politicians are corrupt.

Mr. Obama is no exception. He rose to power by political means (has he ever worked?) ... and now at the beck and call of ... the rich ... vested interests ... government parasites. Where did all those trillions$ go?

And then there is pretense, about "helping" the common man ... while paying off ... creating conflict ... vilifying the companies they work for ... taxing ... wasting ... propagandizing ... etc.

The record of the other party isn't much different. We need to de-power these birds, so that everyone can move forward.

There are plenty of Americans who want their taxes increased. They are the 10% to 20% who are not working but would like a job and some income on which they could pay some taxes. Not a lot of job creation in this bill, although the 2% reduction in the payroll tax will result in some more consumption. Thankfully, the unimaginable suffering of our wealthiest 2% from a small increase in their marginal tax rate and a larger increase in the inheritance tax has been avoided and our ears are safe for a while longer from their belly aching.

once again obama and biden have sold the poor to the banks. hope they understand we, the working american poor, won't be buying them 4 more years, and will be demanding a primary to kick their asses to the curb, just like they did us. they used us, and turned on us. bad job done by the senate (what's new?), house (why are they afraid of the republicans?), and the president (can you say sellout?).
wikileaks can only clear this up- please release the bank stuff now! we have been for sale for a long time. dear congress- tell us what the deal was, and come clean- or leave office now. you all deserve my mother's wooden spoon. your only protection is- she's 80, and doesn't travel.

TAX CUT? My taxes are going UP and it's not because my income is going up.

I can't help but wonder what deal Barry made with the bankers to be the first black president. Seems like he had to give up quite a bit - like the entire U.S. Treasury and the GNP for the next 30 years. Are Michelle and the kids actually the hostages he was referring to? Does he fear for his life and that of his loved ones? Is someone holding a gun to his head?

It's very hard (for me) to believe he lied to us throughout his campaign.

I hope wikileaks will be able to shed some light on this administration's relationship with the bankers. We are not being told the truth by our government.

Obama fought hard behind the scenes for the conservative agenda to repeal the New Deal that made a strong middle class in America. As Clinton laid the foundation for slashing wages by NAFTA fast tracking of outsourcing, and the repeal of Glass-Stiegel removed the barriers for the bankers to destroy the economy . . .now Obama has laid the foundation for the Conservatives to eliminate Social Security . . Roosevelt made a wall between Social Security and the budget so that congress could not defund or mess with it, now, they have put part of the funding into the budget, they can now start to hack away at it. It is OBAMA who has made the deal to allow this to happen. It is the DEMS who are always laying the foundation that destroys the middle class. Let's see them for what they are.

Forbes 400 Get Billion Dollar Tax Break

" At the end of last year, I wrote an article about the Forbes 400 possibly getting a billion dollar tax break because Congress had let the Estate Tax and more importantly the Generation Skipping Transfer Tax expire. You may remember that the House of Representatives had passed legislation but the Senate had not in 2009. Early in 2010, there was some indication in the Senate that the issue would be tackled quickly at the start of the year. That did not happen. The Tax Relief Act of 2010 was just passed. The Generation Skipping Transfer Tax is zero for 2010 according to Section 302 of the Tax Relief Act of 2010."

Haven't you learned anything? You cannot govern from one side of the political spectrum only.

Your base may bring you in, but to stay in, you've got to tack a centrist course with compromise maneuvers and strategic use of the bully pulpit.

We live in anxious times and no way is it going to be easy to steer a course that assures the public that the country is headed in the right direction.

We are *not* headed in the right direction. I learned plenty from eight years of Bush/Cheney. And before that, the so-called liberal Clinton, moving ever to the right on far too many issues.
Now Obama is moving us even farther to the right, to the point that "GOVERNING FROM ONE SIDE OF THE POLITICAL SPECTRUM" is *exactly* what's happening, and that is the *right* side. THAT is what I've learned.

I supported Obama enthusiastically when he ran and continued to support him despite growing concerns, until *very* recently.
No more "governing from one side of the political spectrum". We liberals/progressives want *our* voice back, and our voice is obviously now being heard in the White House, and is in fact being ridiculed.

As a life-long liberal Democrat, I'm sick of being marginalized and ignored by the leader of my own party.

This piece of legislation has made me so angry and so distressed that I am training myself not to think about it now that it is a done deal. Political expediency, political cowardice, political selfishness, political payback, political hypocrisy, blatant greed, and a sociopathic disregard for millions of Americans who are suffering economically through no fault of their own have all played key roles in different ways among the various players in this debacle.

Who deserves blame? I blame Republicans for obvious reasons. I blame Democratic majorities in the House and the Senate for not using their power before the midterm elections to pass responsible legislation in the interests of the country. I blame President Obama for not doing whatever presidents do to lead the charge, make the case, and effectively twist enough arms in Congress to force Democrats to act like Democrats before being maneuvered into a corner. On the Republican side, it is business as usual. On the Democratic side, it is too little too late. The "outrage" over the provisions that benefit the wealthiest of the wealthy while ballooning the national debt is certainly suspicious now.

Who deserves blame? I blame every elected government official for any of these that happen to apply personally: Political expediency, political cowardice, political selfishness, political payback, political hypocrisy, blatant greed, and a sociopathic disregard for millions of Americans who are suffering economically through no fault of their own. And add this to the list: political incompetence.

The difficult thing to muster is that the humane always usually have the most innovative and progressive ideas but have very little political, social, or monetary power while those that do have the political, social and monetary power are the ones’ that hold hands with the devil and do the least for the common man. It is precisely because millions of Americans are suffering economically through no fault of their own is why O made the deal and the DEMS in Congress followed suit.

O couldn't wage war from the the bully pulpit when their were bigger bullies on the block...Faux News, Limbaugh, Hannity, Savage,Beck...all nipping at his heels and drowning out his message. The President does help himself with long version speeches as opposed to short mantras a la the GOP. Hopefully he will.

Now with passage, the GOP also owns the fate of the Economy since their beloved trickle down theories are in play since tax cuts for the rich are 'known' job creators.

Notice the deafening silence from the 'Tea Partiers' at this turn of events..
