DADT Repeal: Obama Signing 'Don't Ask, Don't Tell' Repeal Bill Into Law

WASHINGTON — President Barack Obama signed a new law Wednesday that will allow gays for the first time in history to serve openly in America's military. And he urged those kicked out under the old law to re-enlist.

Framing the issue as a matter of civil rights long denied, Obama said that "we are a nation that welcomes the service of every patriot ... a nation that believes that all men and women are created equal."

Repealing the 17-year-old policy known as "don't ask, don't tell" in a ceremony that was alternately emotional and rousing, the president said "this law I'm about to sign will strengthen our national security and uphold the ideals that our fighting men and women risk their lives to defend."

The new law ends a policy that forced gays to hide their sexual orientation or face dismissal. More than 13,500 people were discharged under the rule since 1993.

"I hope those ... who've been discharged under this discriminatory policy will seek to re-enlist once the repeal is implemented," Obama said.

"I hope so too," agreed Zoe Dunning, a former naval officer now with the advocacy group Servicemembers Legal Defense Fund.

"We are in two wars and we need qualified candidates," Dunning said after the ceremony. She said it was unclear how many discharged under the old law might seek to rejoin and whether all "have completely healed ... trust the military is going to treat them fairly."

The question of reinstating those previously discharged was addressed in a months-long study done by the Pentagon earlier this year on how the armed forces might go about implementing a repeal of don't ask don't tell.

The study recommended that the Department of Defense issue guidance to all the service branches permitting those previously separated on the basis of homosexual conduct "to be considered for re-entry, assuming they qualify in all other respects."

It said the fact that they were kicked out for gay conduct should not be held against them but added that if they received an "other than honorable" discharge for accompanying reasons, those reason should be considered.

A beaming Obama signed the bill at the Interior Department, a location chosen to accommodate a larger than normal audience for a bill signing.

"I say to all Americans, gay or straight, who want nothing more than to defend this country in uniform, your country needs you, your country wants you, and we will be honored to welcome you into the ranks of the finest military the world has ever known," Obama said.

"No longer will tens of thousands of Americans in uniform be asked to live a lie, or look over their shoulder in order to serve the country that they love," Obama said.

As military leadership and advocacy groups have warned in recent days, Obama also noted that the repeal will not immediately go into effect until the government goes through additional steps to roll back the old policy.

Gay troops would still be vulnerable to being discharged until Pentagon officials first complete mandatory implementation plans – and the president, defense secretary and chairman of the joint chiefs certify to lawmakers that the move won't damage combat readiness, as critics charge.

Speaking to reporters later in the day, Obama said he spoke to the military service chiefs about readiness after Congress voted for repeal.

"They have all said that we are going to implement this smartly and swiftly, and they are confident that it will not have an effect on our military effectiveness. So I'm very heartened by that," Obama said.

Opponents of the repeal have argued the move would harm unit cohesion, could prompt some to leave the services or not to sign up in the first place and remain a distraction at a time when the armed forces are fighting two wars.

But Obama said: "We are not going to be dragging our feet to get this done."

White House spokesman Robert Gibbs said Obama thinks actual implementation of the new law will be "a matter of months."

Pentagon personnel chief Clifford Stanley and his staff have already started working to put together an action plan based partly on recommendations from the study. The plan will look at a host of questions, from how to educate troops on the change to how sexual orientation should be handled in making barracks assignments.

The president vowed during his 2008 campaign to repeal the law and faced pressure from liberals who complained he was not acting swiftly enough.

For Obama, it was the second high-profile bill signing ceremony within a week following Friday's signing into law a tax package he negotiated with Republicans that extended Bush-era tax rates for two more years, cut payroll taxes and ensured jobless benefits to the unemployed for another year.

The two events, however, could not have been more different in tone.

The tax deal divided Democrats and forced Obama to accept extensions of tax cuts for the wealthiest, a step he had promised to not take. With Senate Republican leader Mitch McConnell at his side during that bill signing, Obama seemed dutiful and subdued.

By contrast, the emotion of Wednesday's ceremony defined it; even the president himself said he was "overwhelmed" by the moment.

Those attending the ceremony included Dunning, the son of a World War II veteran who was saved by a gay comrade during the Battle of the Bulge, and Marine Staff Sgt. Eric Alva, the first American wounded in the war in Iraq, a soldier who has since spoken out against the Pentagon policy.

Gay activists and other supporters packed in the room hooted, applauded and shouted in joy to the president. "We're here, Mr. President. Enlist us now!" someone said from the back of the room as Obama signed the bill.

This is a great day for the military. Many old vets are wailing over the loss of “tradition,” as if racial segregation hadn’t once also been military “tradition,” and “standards of conduct,” as if the thousands of gay men and women already serving their country proudly and bravely will now be holding love-ins on the parade ground during unit revue, or making out openly in the barracks. I don’t understand why some heterosexuals think they are so incredibly attractive to homosexuals that gay soldiers, sailors and Marines will helplessly come on to people that they know are straight – and have guns. But, then, this has really never been about thinking, has it? The ones who profess to worry about recruitment didn’t seem to worry about force levels when over 13,500 men and women – many with desperately-needed skills - were drummed summarily out of the military during the past seventeen years of accusation and innuendo, often on the basis of less actual evidence than at the Salem Witch Trials. This is anything BUT “social engineering,” since the military was one of the few parts of American society still allowed to discriminate against people on the basis of sexual orientation. (All that’s left now is Organized Religion.) Gay men died heroically at Brandywine, New Orleans, Gettysburg, Belleau Wood, Tarawa, Chosin and Khe Sanh. Americans were never second-class soldiers, and it’s finally time for some of them to stop being second-class citizens.

Great. It leaves a lot to ponder. Current politically correct public opinion suggest that it's bigotry to be against the repeal of the policy. I ask you, is it bigotry to be against repealing a person's right to claim sexual harassment at the workplace? Perhaps the issue here isn't civil rights, but rather whether or not it's even appropriate for men and women serving our country, performing their job as professional soldiers, to be discussing their sexuality at all.

The environment between servicemen is markedly different than that at your local office, that's understood. But in both situations you are afforded all the rights of a professional. If a man were to stand at the water-cooler discussing his many sexual conquests with women, he'd face the possibility of being charged with sexual harassment or at the very least being fired, if ANYONE AT ALL felt it was inappropriate and complained.

Similarly, if that same man were not to say anything, he would not feel it his God-given right to announce to everyone that he is not homosexual. To be honest, if it were a truly professional environment, no one at that office should care what his sexual orientation is, hetero or homosexual, because he is not there to have sex, he is there to perform a job. Perhaps DADT was too strict on homosexuals, but the policy was there to protect them from hazing and bigotry, why can't anyone see that?

"A matter of months."

I hope we're not thinking, like, say, 12 months, so we see another "Hail, Mary" pass to get this thing implemented in the last weeks of December 2011. Let's hope this will be implemented by spring and the troops, gay or straight, can get back to the business of doing their jobs. DADT needs to COMPLETELY be history.

That said, congrats to all who made this possible, including President Obama and the stroke of his pen.

So once again, not even a simple acknowledgement of bisexuality, and the contributions of bisexual servicemembers. You are either gay or you are a straight. The President himself will not even concede to sexual diversity. Why must I feel ashamed of my sexual orientation simply because it is that one issue that nobody wants to ever directly address. People like myself are not important enough to be properly recognized for who we are, so journalists, political activists, and even government officials would rather ignore our existence than offer consolation and encouragement for landmark legislation that clearly pertains to us.

There was a time in my life, which ended in the aftermath of 9/11, when the president spoke and I tuned in and listened as if this was the most important thing in the world at the time.When the president spoke, I believed what he (and i wish I could say or she) said was valid and truthful and was valuable information.

Since Bush, all I hear is blah, blah, blah........When Obama came into office, there was a time when I heard the president again.....I actually listened and trusted that what was coming out of his mouth was important and truthful...I hate to say it, but it is again, blah, blah. blah.....what can he really say? what is the point? I am going to do this and that and this and that....then a month later, the opposite....

whatever, I am over it....1 and done.

Jay818 I listen with stunned bewilderment to those who claim to have supported President Barack Obama and the Change he campaigned on, and I look for patterns of support from each poster who criticize him 24/7 and what I have discovered is a type of deception and dishonesty that is hard for me to wrap my brain around.

No matter what President Obama accomplishes there will be those who try to snatch every victory out of his grasp.

We had to endure the 24/7 hate fest of those who tarnished President Obama's image because they didn't have enough faith to believe him when he said he would repeal DADT the right way so that it could not be overturned in the future.

In every corner there are those who are poised to snatch every victory from the President in the hopes of making him a one term President as you so clearly pointed out in your sarcastic 1 and done.

President Obama will be re-elected to the dismay of Mitch Mc Connell and others who are on a insane mission to move in the direction of a dictatorship.

When those who plot the distruction of others by laying traps everywhere to catch their enemy, they usually are caught in the trap that they layed for their victims.

When arrogance shows its hand and dares anyone to do anything about it, that kind of insanity goes before a gigantic fall.

Really, lets see there have been Gays in the military for how long? Always! But now they don't have to lie about who they are which goes against the oaths they take. Most people serving with Gay soldiers know they are Gay. What in the heck is the difference now? Or are you just a plain old homophobe?
