Below find bottom 13 of Kiplinger's 100 Best Values in Public Colleges, calculated according to in-state tuition. Kiplinger has the full list in an interactive chart.

To compile their list, Kiplinger selected around 120 schools they deemed to be academically strong using data provided by Peterson's/Nelnet, and then ranked them by weighting their educational program against economic value, determined by measuring cost against aid. Worst Value Public Colleges

Clarification: An earlier version of this article referred to this group of colleges as the worst-value schools. Seeing that Kiplinger actually reviewed 400 colleges, this was a misrepresentation of the data.
