Obama Considering Major Boost To Afghan Security Forces: Levin

WASHINGTON -- President Barack Obama is currently considering a proposal to significantly increase Afghanistan's national security forces beyond their existing expansion targets, and three Democratic senators recently back from the region are urging him to move forward, arguing it is "critically important to the faster reduction of American forces from Afghanistan."

Senate Armed Services Chairman Carl Levin (D-Mich.) said Tuesday in a briefing with reporters that the White House may seek to expand the Afghan National Police and Afghan National Army by a combined 78,000 on top of their standing targets, which have been a combined 305,000 soldiers and police officers by October. Afghan security forces grew by approximately 70,000 in 2010.

Levin and fellow Sens. Jack Reed (D-R.I.) and Jon Tester (D-Mont.) returned a few days ago from a trip to Afghanistan, Yemen and Iraq. During Tuesday's briefing, Levin said the July 2011 date to start withdrawing U.S. troops from Afghanistan has been the "action-forcing mechanism which it was intended to be."

The Armed Services chairman endorsed the additional increase, noting that it has the support of Gen. David Petraeus, Joint Chiefs of Staff Chairman Adm. Michael Mullen and Defense Secretary Robert Gates. On Monday, Levin said, he brought up the matter with Obama, who told him it is currently being debated in the White House:

And so, when I had a few moments with President Obama yesterday at the White House, where he was presenting a program for military families, I told President Obama of our visit to the -- the three of our visit to Afghanistan, and I told him that we strongly supported this increase in Afghan forces.

He told me that it was under consideration at that very time. As a matter of fact, I believe Admiral Mullen told me yesterday that it was being considered yesterday afternoon.

I urged the president strongly and with very direct words that this needed to be done to enhance the possibilities of success of our mission and to speed up the reduction of our forces so that that important part of our mission, which is the build-up of Afghan forces to take responsibility for their own security, can be improved and enhanced.

Levin said Obama didn't explain why the proposal was on hold. The senator speculated that Pakistan may be concerned by further expansion of the Afghan army. Plus, "There's obviously always a budget issue, which is being addressed," he said.

The plan is expensive: It would cost the United States another $6 billion next year -- nearly twice as much as previously planned -- and could increase how much the international community has to commit to Afghan security forces in the long term. Additionally, as The Washington Post reported last week, the plan has "raised concern among diplomats in Kabul about the quality of recruits and the sustainability of an increasingly costly security apparatus financed almost entirely by international donors."

Obama is expected to request around $12.8 billion for 2012 for the buildup and maintenance of Afghan security forces. Last year, "Congress gave the training command $11.6 billion ... a record sum that surpassed the largest yearly aid package that Iraqi security forces received after the 2007 U.S. troop surge."

Levin said he told the president the proposal was "urgent" to approve, because both the size and quality of the Afghan army and police are critical to the success of the mission over there. "We don't know the exact budgetary impact because we don't know how the costs -- the additional cost would be divided between Afghanistan, between other members of the coalition and ourselves," he said. "We probably would get the lion's share of the additional cost."

We could turn 90% of the Afghan citizenry into part of the security force and it will not matter. It is a dirt poor tribal nation, corrupt as can be, with an outside imposed central government with no real teeth. Throw in a wealth of minerals, and it is a robber baron's paradise. As I noted on the thread to the other article on this news, because the Afghan government is not solvent, these new troops will be paid for with US tax dollars.
Everyone pulls their hair over the debt, the deficit, funding entitlements, rebuilding the infrastructure - "But there's not enough money!
But we have plenty of money, we just flush it down the colonial tube as if there's no tomorrow.
Except there is a tomorrow - and tomorrow and tomorrow creeps in this petty pace from war to war to the final moment when our exhausted empire collapses.

We should have been out of Afghanistan by now if Bush did not act like a child with Attention Deficiet Disorder and invade Iraq. We were NOT attacked by Iraq, and because of that the TRUE enemy was able to use the drug money from the poppies in Afghanistan to rearm, resupply and recruit more fighters to kill Americans.
And for your information CRAGUSA, it takes more than wrapping yourself in the Flag and telling a bunch of lies to the American people like Bush did to be Commander in Chief. At least Obama knows who the real enemy is, unlike Bush and his entire staff.

Does anyone remember that White House economist Lawrence Lindsey was fired by Dubya because Lindsey estimated that the Iraq war could cost as much as $200 billion?

Lindsey was fired for over-estim­­­­­­ating the cost of a war that, according to Joseph Stiglitz and Linda Bilmes, has cost 15 times more than Lindsey estimated. And US still has 50,000 troops in Iraq.

Does anyone remember that just prior to US invasion of Iraq, the US government declared victory over Taliban in Afghanista­­­­­­n?

Does anyone remember that reason Dubya gave for invading Iraq was Saddam Hussein's weapons of mass destructio­­­­­­n, weapons that US government knew did not exist?

Are Americans aware that the same neoconserv­­­­­­ative­s who made these fantastic mistakes, or told these fabulous lies, are still in control of the government in Washington­­­­­­?

The "war on terror" is now in its tenth year. What is it really all about?

The bottom line answer is that "war on terror" is about creating real terrorists­­­­­­. The US government desperatel­­­­­­y needs real terrorists in order to justify its expansion of wars against Muslim countries and to keep the American people sufficient­­­­­­ly fearful that they continue to accept the police state that provides "security from terrorists­­­­­­," but not from government that has discarded civil libertiesâ€Â­Â­Â­â€â€

The Afghan security forces are a bad joke.

The numbers being breathlessly regurgitated by the media are Pentagon lies, just like the Pentagon papers.

The army is no more than 60,000 troops. Everybody inside Afghan policy knows this. 35% of it evaporates every year from desertion and non-reenlistment. 95% are illiterate. 80% are from the Tajik minority. The "recruits" are the sweepings of the gutter. Many have been through training four and five times. Fragging of US trainers is becoming more and more common.

The police are even worse. The Pentagon's inspector general found that half of all the weapons and ammo it receives are given to the Taliban. They are the most h.ated insititution in Afghanistan, and are totally corrupt from top to bottom. 50% are using drugs, 100% are illiterate. They are a net security negative -- they commit more crime than they prevent.

What is being told to the American people about these "forces" is the biggest pack of lies since Vietnam.

OBL sure as hell isn't hiding there. And most countries are sick and tired of getting their noses bloodied there (clever Russians left it to the daft Amricans to rush in, where angels fear to tread).
Do not mistake the acquiescence of foreign leaders as an endorsement. Most of them just want to curry favour with big brother sam, ignoring public opinion or how many of their nations' young they are sacrificing on the altar of US posturing.

How many licks does it take to get to the center of a Tootsie Pop? Not nearly as many years as it takes for the US government to learn its lesson, sadly.

No force in history has ever succeeded at achieving anything in Afghanistan. Why does our government insist on doing whatever it is doing over there when there is nothing to win and no chance of succeeding? How many families will have to be devastated because of this? Too many lives have been lost, too many dollars have been spent, we are already running on empty. We have to stop this now.

This is sickening! What is wrong with our President, Congress, and military? There is no competence anywhere in our government when it comes to Afghanistan. Billions more in waste and at approximately 40 lives a month another 500 KIAs. I'm telling all of you whether you want to believe it or not. There is no strategy that can succeed in under 20 years. More money for more forces will simply make for a more spectacular failure in Afghanistan. I have been working here since I left Iraq nearly 3 years ago and all this will do is contribute to the fraud, waste, and abuse or our resources. I thought by not supporting the increase taxes on the rich that America would curtail the spending here and end this debacle. If Obama does this he will have proven that I was wrong on that but right on the level of his incompetence. Pure stupidity. Where are the military leaders with the spine to bring this insanity to a close? Americans don't understand what this will do to our Warriors. American Warriors will lose faith in their leadership and our forces will eventually lose effectiveness. The future of America to project power and fight in defense of freedom will suffer. Afghans need to either fight for there own selves or slide back into the religious slavery of Taliban rule. What are we thinking? The moment we cut off funding they self implode. Stop this idiocy now!

Kerry - That might be just a little bit of a leap but you could almost bet that is an option on some strategic planners desk in the bottom of the Pentagon. Give the U.S. an opportunity by goading Iran or setting them up and that could be come a reality!
