Internet access has resumed in the Egyptian cities of Cairo and Alexandria after five days of cut connections, Internet users reported on Wednesday.

Access to the Internet has been cut since January 28 in what appeared to be an attempt to stop the frenzied online spread of dissent during a wave of nationwide protests against President Hosni Mubarak's 30-year-rule.

Those are good news. Freedom of expression shouldn't be restrained in a democracy. Well, if we can call Egypt a "democracy".

Can anyone please explain why? Why is it turned back on? I know that the Prime Minister was asked by it was off and when it would be turned back on and his reply was when things would be calmer. Did the gov't actually allow it to be turned back on or did the internet providers get a conscience and turn it back.

I'm making an educated guess, that Mubarak ordered an end to the Internet blackout. The Internet service providers wouldn't have dared, without permission, to turn it back on. Mubarak may have been acting on advice from others, though, both for initiating the blackout, and for ending it.
