The Real Political Math In Wisconsin

WASHINGTON -- The real political math in Wisconsin isn't about the state budget or the collective-bargaining rights of public employees there. It is about which party controls governorships and, with them, the balance of power on the ground in the 2012 elections.

For all of the valid concern about reining in state spending -- a concern shared by politicians and voters of all labels -- the underlying strategic Wisconsin story is this: Gov. Scott Walker, a Tea Party-tinged Republican, is the advance guard of a new GOP push to dismantle public-sector unions as an electoral force.

Last fall, GOP operatives hoped and expected to take away as many as 20 governorships from the Democrats. They ended up nabbing 12.

What happened? Well, according to postgame analysis by GOP strategists and Gov. Haley Barbour of Mississippi -- who chaired the Republican Governors Association in 2010 -- the power and money of public-employee unions was the reason.

"We are never going to win most of these states until we can do something about those unions," one key operative said at a Washington dinner in November. "They have so much incentive to work hard politically because they are, in effect, electing their own bosses -- the Democrats who are going to pay them better and give them more benefits. And the Democrats have the incentive to be generous."

This is how top Republicans see the matter: a vicious cycle of union-to-Democrat-to-union power that they are determined to break.

And there is a lot of money and manpower involved. In the 2010 cycle, the American Federation of State, Country and Municipal Employees spent $87 million, making AFSCME the biggest single source of independent campaign spending last year -- bigger than Karl Rove's American Crossroads.

The manpower is even more important, though, especially that of AFSCME and the National Education Association. The public-employee troops are concentrated, in absolute numbers and by percentage, in 18 states. In California alone, there are 1.4 million government employees represented by unions, according to AFL-CIO numbers. In Illinois, it's more than 400,000; in New York, 1.1 million.

Last fall, Republicans took away governorships in four of these public union-heavy states: Ohio (where 46.2 percent of public employees are represented by unions), Michigan (51.7 percent) , Pennsylvania (53.4 percent) and Wisconsin (49.6 percent). It was an impressive Rust Belt sweep.

But the GOP had been hoping for much more in other such states. They thought they had good chances in California (with 59.6 percent unionized public employees), Minnesota (59.2 percent), Oregon (56.9 percent), Illinois (52.6 percent), Connecticut (66.4 percent), Massachusetts (64.4 percent), New Hampshire (50.3 percent) and Rhode Island (66.6 percent).

Republicans lost them all, though many quite narrowly.

The GOP strategic aim is simple enough. If they can abolish union collective-bargaining rights, they can undermine the automatic payment of dues to the public-employee union treasuries. Shrinking those treasuries and reducing the union structure and membership will make it harder for Democrats and their allies to communicate directly with workers.

And under the infamous Citizens United Supreme Court decision, unions -- like corporations -- are free to spend as much as they want directly advocating for a candidate. That makes the math even more urgent as the 2012 election season approaches.

Really Really Ironic - the amount of money Koch Industries has scammed from US taxpayers - their brother, who calls them organized crime, says the $25 million fine they got in 2001 was probably about 10% of their actual "take". Had any of your mountaintops removed lately?

Let's examine the "Union and Democrats" issue. Wall Street bailout, not a Union thing. Wall Street bonuses, not a Union thing. Starting two endless wars, not a Democrat thing. Federal deficit increases, not a Union or Democrat thing (Deficit was started by Republicans). Tax cuts on the greedy rich that lead to higher federal and state deficits, neither Unions nor Democrats. Banks ripping off consumers, neither a Union nor Democrat thing. Preventing the Democrat president from raising taxes on greedy rich to reduce federal deficit, neither a Union or Democrat thing. Ending reproductive rights, not a Union or Democrat thing. Forcing religious creationism into public school systems, not a Union or Democrat thing. Rewriting American history, with an authoritarian theocratic theme, not a Union or Democrat thing.

Just a few things I can think of off of the top of my head. Also there is the Health Care Issue. Union and Democrats support the Universal Health Care that works in every democratic nation. Of course, to know that one has to stop watching TV News, and do some research.

That thunderous noise is the warning cry of Liberals trying to let those misinformed ones that keep harping on "Unions and Democrats" that it's the "Republicans and Big Money" that are ripping you off. So join a real fight, join with America and oppose the Big Money.

You better check the votes on the war thing buddy! I think dems voted fot it too! As far as banks ripping of customers, you mean like customers promising to pay and then consumers can't afford? Oh yeah and when banks don't loan to those who can't afford they are labeled racist! Right on. Oh how are those unions in Detroit doing? Productions is overseas. How about those union teachers? School scores are at all time low and tenures are allowing crappy teachers to stick around and not be fired! Unions and democrats are pathetic. Parasites on the working man!

The missing dem senators keep the state senate from having a super-quorum for budget items, but they can still act on non-budget items. The all-GOP quorum that is there seems to be taking advantage of the opportunity to pass a veritable conservative wish list - some stuff so far to the right that it has difficulty getting a majority even in an all GOP senate.

Some of the things being fast-tracked include making English the official state language, alternative teacher certification standards, streamlining business permits, curtailing environmental impact reviews, and attempting to delay or prohibit Obamacare implementation in the state.

Even with the realization that unions spend as much (or more) than corporations on elections, progressives still scream about corporate spending. I believe that is spelled "hypocrite"'.

Right. Because there are so many unions...check the top ten donors...three were unions and "progressive" the other seven...guess, conservative and funded by corporations. NOBODY has the interests of a middle class in their sites except for unions and the GOP's done a grand job of busting them lo' these past thirty years. Once they are done, hold on our libertarian utopia will be in sight.

If everyone here is SERIOUSLY going to decide on which side of the spectrum they will vote on, may I make a big suggestion.

Does anyone here know what the Shock Doctrine is?

Seriously......I know many of your have heard it, but have you ACTUALLY looked it up and read about it? PBS has done a great documentary about it.

It will seriously open your eyes to what exactly hard line Republicans have been doing to the WORLD (let alone what they are trying to do to the USA) for the past 40 years.

It all started with the most greedy economist the world has ever seen. Milton Friedman should have been ostricised for what he has done to the world, but instead he was given a nobel prize. This hardliner then passed on his "final decision" through his disciples. Never say that good intentions is always a good thing.

Say what you want about capitalism, but when it is brought to the extream that the shock doctrine has done, you will know that we have a serious problem with it.

Unions are the ONLY force left that the republicans want to strip people of in this country. If they succeed, you will see a repeat of what has happened in Chile, Argentina, Brazil, Venezuela, and so many other countries happen right here in USA.

Look it up folks. The Shock Doctrine.

I am going to give you my take on politics in America: American politics is like a basketball game. Only with different rules. It consists of only two teams. Let's call them the Democrats and Republicans. Oh, they get on the court and show a bunch of fancy moves, but nothing really gets done. The only goal is to keep the ball moving, make sure one team has the ball, and most importantly, they make sure no other team can join them on the floor. The team with the higher score gets to run things for four years.
