DNC Pressures Obama, Passes Resolution Endorsing Swift End To Afghanistan War

First Posted: 02/26/11 10:39 PM ET Updated: 05/25/11 07:35 PM ET

WASHINGTON -- Members of the Democratic National Committee (DNC) gave President Obama a rare push on Saturday, adopting a resolution attempting to encourage the administration to move toward a speedier withdrawal from Afghanistan.

The DNC is currently holding its annual winter meeting, where its hundreds of members from all around the country converge in Washington, D.C. to discuss finances, debate resolutions, and of course, figure out how elect (and re-elect) Democrats -- including Obama -- in 2012.

The resolution adopted Saturday states that "the Democratic Party supports prioritizing job creation and a swift withdrawal of U.S. armed forces and military contractors in Afghanistan which must include a significant and sizable reduction no later than July 2011."

The resolution cites the length of the war (nearly ten years), the cost (more than $100 billion per year), the lack of public support (72 percent want to "speed up the withdrawal of troops from Afghanistan") and the argument that the conflict does not require a military solution.

"The passage of my resolution places the Democratic Party squarely on the side of American people who overwhelmingly support a swift withdrawal from Afghanistan, beginning with a significant and sizeable reduction in U.S. troop levels by no later than July of this year," said Rep. Barbara Lee (D-Calif.), who submitted the resolution. Other submitters were DNC Vice Chairs Donna Brazile and Rep. Mike Honda (D-Calif.) and DNC Secretary Alice Germond.

The Obama administration's policy is to begin withdrawing U.S. troops from Afghanistan in July 2011 and fully transfer security responsibilities over to Afghan forces by 2014. The pace of withdrawal is yet to be determined.

As Defense Secretary Robert Gates said last year, "We clearly understand that in July of 2011, we begin to draw down our forces. The pace with which we draw down and how many we draw down is going to be conditions-based."

The DNC resolution pushes the administration to see to "a significant and sizable reduction" in July, or even sooner -- a prospect the administration has not endorsed.

Lee recently introduced legislation in Congress that would end combat operations in Afghanistan and limit funding to the redeployment of U.S. troops and military contractors. The measure attracted nearly 50 co-sponsors.

DNC resolutions are meant to express the sentiment of the party's members. Other measures approved at the winter meeting this year, which took place Feb. 24-26, include ones honoring the work of House Minority Leader Nancy Pelosi (D-Calif.), expressing solidarity with Wisconsin's protesters and memorializing Elizabeth Edwards.

The White House did not immediately return a request for comment.

The resolution:

Resolution Supporting Ending the War in Afghanistan Now and Transferring the Funding to Job Creation, other Crucial Domestic Priorities and Deficit Reduction

Submitted by: Hon. Barbara Lee, California
Donna Brazile, DNC Vice Chair/District of Columbia
Hon. Mike Honda, DNC Vice Chair/California
Alice Germond, DNC Secretary/West Virginia

WHEREAS, the United States has been involved in war in Afghanistan for almost a decade and remains militarily engaged in what has become the longest war in American history; and

WHEREAS, the mounting costs of the war in Afghanistan, now totaling over $100 billion a year, have constrained efforts to invest in job creation and in strengthening our country and our economy; and

WHEREAS, according to a Gallup Poll released February 2, 2011, 72% of Americans favor action to "speed up the withdrawal of troops from Afghanistan"; and

WHEREAS, President Obama supports a transition to an Afghan-led security arrangement in Afghanistan "because open-ended war serves neither our interests nor the Afghan people's"; and

WHEREAS, a diplomatic solution in Afghanistan that emphasizes economic development, political reconciliation and inclusion, the engagement of regional and global stakeholders, and the safeguarding of basic human rights is essential to ensure long-term stability in Afghanistan and the surrounding region; and

WHEREAS, military and intelligence officials agree that the situation in Afghanistan will not ultimately be resolved by a military solution; and

WHEREAS, the national and economic security of the United States depend upon a national defense strategy which addresses the modern threat of global terrorism in an effective, sustainable, and comprehensive manner; and

THEREFORE BE IT RESOLVED, the Democratic Party recognizes the enormous strain placed on the U.S. military servicemembers, and their families since 2001 as a result of continuing engagements in Iraq and Afghanistan and remains committed to ensuring that our troops have the support that they require when deployed as well as the care that they and their families need and deserve when they return home;

BE IT FURTHER RESOLVED that the Democratic Party supports prioritizing job creation and a swift withdrawal of U.S. armed forces and military contractors in Afghanistan which must include a significant and sizable reduction no later than July 2011.

I find it most interesting this morning that the Inky http://tny.nu/?knnAW made no mention of the DNCs decision to not support an extension of the War in Afghanistan. Is the President's eectoral base of no concern? Are we DFHs a group that the President can simply ignore whenever he pleases?

Perhaps the reason President Obama is not doing things exactly to your liking is his actions effect the entire world and your thoughts just impact..well you. I see quite a bit of commentary like yours in this place and have to wonder if any of those doing it take into consideration Obama acts as President..not a blogger. There is the possibility too that with thousands of advisers informing him on every aspect of that war and policy he might just have a better information base than Rich2506. Speaking for me only.

Obama has never "ignored" his base. If he did there would be no ACA, no effort to dump DADT, no limits placed on the financial sector and he would be defending DOMA. If he wished to "ignore" folks like you he'd let your Social Security go to a GOP fate. Your Medicare too. He would have a beer with Ryan and say Deal!! You know all this.

This President has taken a huge amount of heat from folks like you (his base) and if he did decide to blow you off I would not blame him a bit. He is the President that slated a draw down in Afghanistan. You had nothing to do with it but If you work hard enough you can bring him down in 2012 and Huckabee or Romney can get the troops right back over there.

It is so sad that Obama is continuing GW BUSH"S failed war, and tax breaks for the rich. This not the change we wanted, or voted for. These 2 policies will bury America. Vote Nader!

Afghanistan and Iraq are GW Bush's wars of choice. I cannot imagine anybody with half a brain thinks Obama likes these wars but he has to deal with them. If they fail under his watch the political movement he represents, DEMOCRATS, will be finished for a generation or more. He knows that You should.

This is so hilarious. I don't know how the Dems can keep a straight face.
The obvious question:
So why didn't you end the stinking Afghan and Iraq war when you controlled the entire legislative and executive branches?

I wonder when rank and file Dems are actually going to 'get it'. This is all a big Kabuki Play guys. And you are being taken for a big fat ride.

There ARE other alternatives.

Please stop with that charade. The Democrats never "controlled" the senate, an obstinate bunch of filibuster addicts did. NOTHING got done because of that.

Islamabad, Feb 28 (PTI) At least 30 suspected covert US operatives have suspended their activities in Pakistan and 12 have left the country following the arrest of CIA contractor Raymond Davis late last month, according to a media report today.

ISLAMABAD: The law enforcement agencies arrested 45 individuals for staying in constant contact with Raymond Davis, a CIA contractor who shot dead two Pakistanis in Lahore last month, DawnNews reported on Monday.

The individuals had been arrested from Lahore, Karachi and Peshawar and their contact information was taken from Davis’ mobile phone. Investigations were underway.

On January 27, Raymond Davis, a staffer at the US consulate-general in Lahore, shot dead two Pakistani men who he said were trying to rob him in broad daylight on the streets of the city.

A third Pakistani was run over and killed by a US consular vehicle coming to aid Davis, who was instead taken into Pakistani police custody.

Way to go, DNC, but don't hold your breath. Obama doesn't listen to the American people. He listens to whomever will give him a job once he finishes off the middle class. The MID, Wall Street...those are his bosses and his base. He cares nothing about what's happening to the American people right now...possible $5 a gallon gas which will finish the economy for real people. And where is he? Silent. He helped BP cover up their disaster in the Gulf. He's protected the Wall Street crooks. And he's killed innocent women and children with drone attacks in Pakistan. Impeach him. That's the only way we're going to get anything done. Depending on Barack Obama to do the right thing for the working class is a lost cause.

So, once again, the righties call for yet another impeachment.  How delusional those on the far right can be.  Poor deltalady is so disappointed that she did not get Johnny Boy McCain and the Grifter Woman to lead her.  Myopia by design is the forte of deltalady.

If you wish to project the entire Bush presidency on Obama you are going to have to do quite a bit better tan this hysterical and incoherent post.

If you are concerned with the "working class" and you obviously are not, you would stick tight with Obama. What do you think a religious freak like Huckabee or a contemptuous scion like Romney is going to do for them? I don't see Obama supporting Union Busting but I do see the folks you want in power doing so. I see Obama holding firm on Social Security and Medicare both essential to the survival of the "working class".

If what you want is an irrational GOP'er in the White House you are playing your cards perfectly.

Hillbilly49 you are exactly right. It is not exactly as if we are accomplishing anything positive with long occupations anywhere.

Being an empire will never work for the USA. We are at our best and most formidable by minding our own business and then if necessary defending ourselves effectively. Endless occupations are making us look weak and powerless. I really thought Obama would get this better than G W Bush but so far apparently not.

the wars are yet another reminder of the destructive management that we got with bush. time to end it and stop the bleeding. it's been over for a long time, but the military needs to be told that they have to leave. of course, then it will free them to go to war somewhere else and since this country seems addicted to war, the possiblities are endless. imagine.
