Pro-Choice Advocates: GOP's Revised Abortion Bill Remains 'Extremely Harmful' To Women

WASHINGTON -- After significant public controversy over H.R. 3, the No Taxpayer Funding for Abortion Act, lawmakers quietly amended the legislation and removed some of its most controversial provisions. But abortion-rights advocates say it is still a major step back for women's rights.

The House Judiciary Committee will begin Thursday the process of debating and marking up, or amending, the legislation.

Federal law already bans taxpayer dollars from directly funding abortions. According to Rep. Chris Smith (R-N.J.), who introduced H.R. 3, the bill is intended to make permanent this requirement of the Hyde Amendment, which is currently renewed on a year-to-year basis.

But Smith's bill went far beyond the Hyde Amendment. Most notably, current federal law allows abortion exceptions in cases of rape and incest. Smith's legislation would have covered only "forcible" rape and incest.

The new version of H.R. 3, which came out on Monday, makes four main clarifications or changes, including removing the forcible rape language, as Jessica Arons, director of the women's health and rights program at the Center for American Progress, notes. It also clarifies that the tax provisions of the bill will not affect the current general employer deduction and exclusion for health benefits.

Further, the manager's amendment makes clear that insurance coverage cannot be denied for complications arising from an abortion, and it ensures that state and local governments will "continue to be required to meet their obligations under federal law, including paying for abortions that are allowed under the Hyde Amendment, covering life-saving abortions for their employees, and providing life-saving abortions in public hospitals."

Despite these tweaks, abortion-rights advocates still say they consider the legislation unacceptable.

"H.R. 3 remains an extreme and extremely harmful piece of legislation for women," said Rep. Carolyn Maloney (D-N.Y.) in an interview with The Huffington Post on Thursday. At Saturday's Rally for Women's Health in New York City -- where more than 6,000 people turned out -- Maloney announced the launch of a new online website and organizing effort called Women Matter, which is attempting to organize against the bill and others at issue.

Arons points out that H.R. 3 would still impose "a permanent, blanket prohibition on any and all federal spending for abortion care," whereas under current law, only specific programs have such restrictions and they must be renewed every year.

The bill would also deny tax credits to businesses that offer employees health insurance plans that happen to cover abortion care, as well as disallow any medical deductions for expenses related to abortion. Women would not be able to set aside their own money in pre-tax health accounts for abortion coverage.

The revised H.R. 3 would also still hit the District of Columbia particularly hard. In 2009, Congress voted to lift the District's abortion funding restrictions and allow it to make its own choices. Smith's bill denies the Capitol "home rule."

"Each of these provisions represents an expansion, not simply a codification of abortion funding restrictions that now exist in federal law," Maloney said.

A spokesperson for the Family Research Council told The Huffington Post that even with the changes, the group still supports H.R. 3. Smith's office did not return a request for comment.

New poll by Health services states that 40 percent of babies are aborted in New York and 60 percent of black babies are aborted in New York. Let me say again, 60 percent. Sounds to me like the most unsafe place for a African American these days is in the womb. Women have the right to do what they want, but anything that can be done to discourage these absurd numbers is a good thing.
I just saw a unltrasound of my babie at 12 weeks and I can say with out a doubt that there is a little person in there.

If you are so concerned with the safety and welfare of African Americans, why are you (and the same white republicans spinning this pro-life agenda) not tackling other relevant issues, such as the need for more decent, safe, and affordable housing? The same people who are pushing this "the most unsafe place for an African American these days is in the womb" campaign are the same people who show virtually NO concern and even go so far as to oppose advocating for the welfare of those people once they have been born. These are the same people demonstrating NIMBYism towards African American populations and refusing to recognize safe, affordable housing as a human right. Explain?

It's so obvious that Republikans are against America's children with the cuts in education, head start, aid to poor mothers, etc. So then why do they want to force women to have unwanted children? Those facts together with corporate tax cuts seems like the pubs are hoping for a Peasant/Master society. The rich master rules the country while the peasants and their children work for low wages and fight wars that make the master richer. I think this is the GOP's ideal society.

No, because according to the right-wing Bible s e x, abortions, and di|dos are an insult to the baby Jesvs. Hence, the government should always be involved in what goes on in women's wombs and in people's bedrooms. Government-intrusion is only bad when it comes to health care, gvn-laws, taxes, business, banking, environment, oil drilling, labor laws, mine&work-saftey, wage-equality, children's nutrition&health, logging, and education.

Nah, the rich can still fly to Canada or Mexico and get whatever they need there. If worse comes to worse, and a booboo happens, you can always go a weekend-trip to Amsterdam, and get it taken care of there. If you've got the $$$, that is.

I have a few things that I would prefer my taxes not pay for also: unnecessary wars, weapons systems that even the Pentagon doesn't want, Arizona...
But federal tax dollars are NOT paying for elective abortions. So why push this again - and add even more limits to a procedure that is legal, sometimes medically necessary, and NONE OF ANYONE'S BUSINESS. It is a private matter that should be between a woman and her doctor. That's why it's called "choice". Let it be.

First, forcible sterilization is not equal to saying you should have the child you had a hand in helping to create, by engaging in sexual activity. Two different things. Obviously barring the exception of rape/incest.

Second, woman do have say over a man's reproductive cycle. Some Doctor's will not even give a vasectomy unless the wife is also OK with it. Clearly, her opinion shouldn't matter, yet it does.

Thirdly, I'd be OK with forcible sterilization of both sexes. Such is a pipe dream. :/

In most cases, abortion is an elective surgery. No taxpayer dollars should ever cover elective surgery. (Except in the cases of rape, incest, and to save the life of the mother. Oh and all rape is forcible rape....only a man could think there was a difference.)

I think abortions should stay legal in the US. However, if an abortion is desired and ultimately performed, both the man and woman involved in procreatio­­n should be sterilized­. Much of the problems in world stem from overpopula­­tion, and this practice would probably help to slow the birthrate, even if it was minimal.

Did you ever notice how these bills that directly affect millions of women are usually introduced by men?

I think most women are against abortion, but I also think most don't want the government interferring in these decisions. That also seems like a conservative point of view, but somehow conservatives are fine with the government intruding into our personal lives on issues like this. But try to have schools teach about contraception or have the government limit the types of weapons that people can buy, then suddenly it is an intrusion on our personal rights.

What could possibly be more intrusive by our government than telling a woman what she can or can't do with her own body?

The point is the taxpayer should not have to pay for your abortion. It is, in most cases, elective surgery.

I don't want to deny a fellow citizen anything they want....I also don't want to pay for it.

You may not want to deny a fellow citizen anything they want, but the Republican party and the tea party want to make abortion illegal. Recently a couple of state legislatures were trying to pass a law that would make it legal to kill those who give abortions.

That is the point...not whether our tax dollars pay for it.

This is country is swiftly becoming the land of the "have's" and the "have nots" faster than any other time in recent history.

To address both issues that are currently being mentioned--taking away women's rights, and public unions, especially those who educate our children--our national legacy!

Schools are NOT what most us remember from our childhoods.  The disparity of poor children being born affects every aspect of school, and growing up.

A high majority of young children show up for their school day unraveled because of the socio-economic backgrounds that they are being raised in.  Monitors at schools gather little ones and have them wash their faces, brush their teeth and comb their hair.  Each one has their own bag with comb and toothbrush.  They are then escorted to the cafeteria so they can have a breakfast, and then start their day.

Job #1--ravel those children back up in the time frame allotted each day!

Children who go to the sick room with a stomach ache are usually diagnosed as them being hungry!  Children with chills and fevers lay in health rooms all day long.  As a mother, it broke my heart to realize that every hour a child laid there is an eternity!!

Head lice is always a problem in elementary schools. Hats and jackets hanging next to each other, coupled with young children, and it's inevitable.  I have had more than one teacher (who had her hands full and then some) drag in a child and say "he/she has lice".  I have also asked them to remember that there is a child, full of feelings under that "nitty" little head!

What remedies are the GOP ready to make to keep this nation viable?  FACT:  Children from other countries fare far better than their US counterparts, predominately in Asia!

If we don't educate, and take away so much from the American people, what kind of a nation are we??

For those who are screaming the loudest over these pertinent social issues, what are you willing to do?  Read with children, teach them basic hygiene combing their hair and brushing their teeth?  How about a head check for lice?

When a nation loses their empathy...they are losing their soul.
There are many who cry..We can't afford it?
I simply ask....Can we not?
If cry we must think of our children and grandchildren's future
I ask...What are we doing for them today?
Is cutting education and nutrition programs a good argument to protecting their futures?
Should we complain about the price of oil or celebrate and hope this pushes people to hasten their work on renewable fuels and clean air and water.
Is repealing health care a good or bad thing? Isn't repealing health care for 34 million people a death panel?
