Child Molester Francis Phillip Tullier Castrated In Louisiana

PORT ALLEN, La. — A convicted child molester in Louisiana has undergone surgical castration to win release from prison on parole.

Francis Phillip Tullier, who had faced hundreds of molestation counts involving young girls, pleaded guilty to three counts in 1999 and was sentenced to 27 years in prison. He is now 78.

His lawyer, Nathan Fisher, said that under the agreement Tullier could only be eligible for parole once he underwent castration.

A sheriff's investigator said Tullier agreed to have the surgery at his own expense. It was done Thursday after years of delays while Tullier was treated for various medical issues.

The Advocate newspaper reports that Tullier is due for release next week. He will live in Iberville Parish and has to register as a sex offender.

Why am I not surprised that this happened in Louisana (apologies to the citizens of the state but NOT the prison system).

I'd not let the man out ever ever ever. I too wonder how he has any money. OMG...social security? It costs, what, about $80,000+ to house an inmate. I think we should CHARGE inmates for their incarceration. No easy task, I mean, I wouldn't want innocent spouses or children to go hungry; I'm just trying to think of some system.
There are drugs, available for years, that "decrease" that sickness; problem is making sure the person takes them. if they felt they should give him parole, I'd say, house him in that compound (and charge rent) and Make him stand in line for his meds and watch him swallow.
This guy's history is too long and great. He must NEVER be outside again, even without knackers. He may move onto sadistic murder for his high. Haven't we been told, rape or molestation are NOT about sex; it's about power.
Guess I'd demand he donate his brain for study (when he dies) to help find what has misfired so aggressively.
Castration, barbaric and NOT the answer.

He doesn't need an erection to molest children. But if he wants one he can get synthetic testosterone fairly easy at any gym. People don't understand that it's about the brain of the molester. It's only a matter of time before he's back in. And why does he have money to do this? Shouldn't that money have gone to his victims?

This seems extreme. These individuals are very dangerous and should be living together in established quarantined communities that do not have unsupervised access to the internet and outside world. The prison system is ghastly and inhumane in and of itself. Releasing them is inhumane to anybody underage in their vicinity. The only possible solution I see is to create small isolated and barricaded communities on which they farm their own food and are completely isolated from the public.

It's been used chemically, but as far as I know, it only decreases urges. Alone, I don't think it's completely useful--I think it must be combined with behavior.

He's not molesting children because of his testosterone levels, it's because he is abberant psychologically. Short of removing his brain, there is no surgery that will insure this man to be safe around children. I am usually a very compassionate person when it comes to incarceration - which I consider to be a very inhumane form of punishment - but in the case of serial child molesters, there is no alternative. He is 78 and castrated - what does he have to lose by risking further arrest? A prison term? This is a BIG mistake and based on absolutely no science whatsoever. It's one small step up from letting him go after an exorcism.

Sorry, while we seem barbaric from time to time, so be it. Anyone who harms another human being like this, particularly children, needs to be put away one way or another. It seems that any other approach to proven and documented behavior like this is fuitle and borders on stupid. This country seems to be so hung up in severe punishment that the victims simply have no rights, and certainly no protection anymore.

i still don't get why people who molest children are ever allowed out since there is nothing more heinous that harming children. his victims will be psychologically damaged the rest of their lives, while the perp will be eventually let out and re-offend. even castration won't stop them. they need to be permanently separated from the general population. if you can't keep them in prison then they should be in some sort of half-way house where they are locked in at night and only let out will under supervision, for the rest of their lives, otherwise they will find a way to molest and maybe they have smartened up enough not to be caught.

Totally agree. It is so costly to manage programs like this, and no one wants facilities like this in their neighborhoods. I dont have a good answer, but letting these offenders back out on the streets resolves nothing, regardless of these people taking meds., being closely monitored .......

Removing his testicles will decrease his testosterone levels, but most probably not stop him from molesting children.
This isn't a case of one or two molestations...we're talking HUNDREDS, apparently.
The guy has SERIOUS psychological issues--he needs more than just decreasing his testosterone levels.
The only way to be sure he won't destroy any more kids lives is to keep him locked up and away from kids.

I agree with you on most counts -- where is the scientific evidence that lowering testosterone levels will change his psychological state? He has a mental illness which brings him far out of what we consider the sexual norm, and pushes him to harm others. He needs to be separated from Society and treated by trained professionals. Are we putting an abuser back on the streets due to opinions and mythological tribal knowledge? What is this, the 18th Century?
