MADISON, Wis. — Wisconsin Gov. Scott Walker has offered to keep certain collective bargaining rights in place for state workers in a proposed compromise aimed at ending a nearly three-week standoff with absent Senate Democrats, according to e-mails released Tuesday by his office.

The e-mails, some dated as recently as Sunday, show a softened stance in Walker's talks with the 14 Democrats who fled to Illinois to block a vote on his original proposal that would strip nearly all collective bargaining rights for public workers and force concessions amounting to an average 8 percent pay cut.

Under the compromise floated by Walker and detailed in the e-mails, workers would be able to continue bargaining over their salaries with no limit, a change from his original plan that banned negotiated salary increases beyond inflation. He also proposed compromises allowing collective bargaining to stay in place on mandatory overtime, performance bonuses, hazardous duty pay and classroom size for teachers.

Increased contributions for health insurance and pension, projected to save the state $330 million by mid-2013, would remain. The unions and Democrats have agreed to those concessions to help balance a projected $3.6 billion budget shortfall.

Sen. Bob Jauch, one of the 14 AWOL Democrats, said he hoped the compromise would serve as a blueprint for future negotiations. But he and Sen. Tim Cullen, who were both working with Walker's administration, said the latest offer was inadequate.

The e-mails show that Jauch had wanted even more items to be subject to bargaining that Walker seeks to eliminate, including sick leave and vacation pay.

"I consider the lines of communication still open," Cullen said Tuesday. "Whether there's going to be any communicating, remains to be seen. These things ebb and flow."

Walker has repeatedly said that he would not budge on the key parts of the bill that's been stymied in the Senate after Democrats left 19 days ago. Since then, the pressure to deal has increased as protests reached as large as 80,000 people, polls show the public want a compromise and recall efforts were launched against 16 senators, including eight Republicans.

Some of the items in Walker's compromise plan could only be bargained if both sides agree to take them up. Workplace safety would be subjected to bargaining regardless.

Walker also proposed allowing collective bargaining agreements to last up to two years, instead of the one-year limit in his original proposal. Unions would only have to vote to remain in existence every three years, instead of annually as Walker initially proposed.

Additionally, University of Wisconsin Hospital and Clinics Authority employees would not lose all union bargaining rights and the Legislature's budget committee would have to vote to approve any changes to Medicaid programs sought by Walker's administration. Under the original bill, the Department of Health Services could make cuts and other changes to programs benefiting the poor, elderly and disabled without requiring a hearing or vote by the legislative committee.

Senate Republicans spent hours going over the compromise plan Tuesday morning in a closed-door meeting, Majority Leader Scott Fitzgerald said. He acknowledged that pressure was increasing on the senators, saying the recall efforts launched against eight Republicans was "on everybody's minds."

"Everybody's obviously receiving a lot of pressure," Fitzgerald said. "I had people on my front porch before I left this morning."

He didn't say whether Senate Republicans agreed with the concessions Walker proposed on Sunday said support for the underlying bill remained strong.

"We're rock solid, we're fine," he said.

I posted the walkout on my teenage daughter's facebook wall but got no response! They have to organize within their own groups and I don't think they get it. If it is not in Wisconsin, they don't get it even though this state furloughed 75 great teachers from their own high school last year! I am afraid the young will not mobilize until it touches their own school! :>(. Oh well, at least I tried...

This could be the moment Real Americans have been waiting for. The backlash of this Rove contrived Koch funded agenda is unraveling. As a result of this, there has been an aroused curiosity of the population of this Country. More importantly an aroused indignation. And now they are trying to understand. Now there is a collective focus on how, what on its face is so unexplainable and so completely antithetical to notions of Fair Play. And the principals of this wearisome assault, are not so anonymous. Folks who barely have had the time to lift up from the responsibilities of families: ARE NOW LOOKING AND ALL ROADS POINT TO WALL STREET.and all Reason and increased scrutiny with each passing minute, each day, shows more clearly the blatant betrayal, exploitation, and unconscionable cruelty. And from the Anonymity of Wall Street emerge the faces, and from the faces accountability. The anger is rising proportionately to the backlash of an overplayed hand: And THEIR ARROGANCE will be and is their undoing. Duplicitous in this Betrayal are those who have Held the Public trust. At the federal Level both sides of the Aisle, are most responsible through their compromised acceptance of the Gifts of the Criminals, whose path they have paved to this particular Gambit. The ramifications have not begun to be felt. A great GIANT dormant too long is prepared and willing to reclaim what they know to be their birthright. We should commence public Hearings, each state, recall them all.

I was challenged earlier to state what I thought was so much more important for the citizens to be worrying about than all the liberals bellyaching about what is happening to the unions, well here goes. Bottom line this country is broke, there has been no shortage of folks of both flavors who have declared our financial condition as a nation to be unsustainable but many seem not to realize that this nation cannot survive if we do not change our ways. MY FEAR IS THERE ARE TOO MANY WHO LOVE THE SPENDING MORE THAN THEY LOVE AMERICA.
When you read these blogs there is a common theme of take from the rich and give to the poor but they forget the rich worked for what they have and they are the ones employing most of you. Why would someone stay in this country that insisted on taking most of their income? If they leave then who is going to employ you? If we do not make horrific cuts in spending the hyperinflation will destroy the wealth of the entire middle class, not the rich because theirs is sheltered and not the poor because they have no wealth. Without radically reducing everybody's favorite form of government spending (welfare/healthcare on the left, warfare on the right, etc.) there will be no America left. At this point it will be mute how much the unions are draining the public trough.

The wealth of the middle class has already been destroyed. I used to be middle class with a nice annual income. Since the Wall Street mess of Sept 2008, work has been scarce in my industry. I'm no longer middle class. The Republicans and Fox News have vilified the unions. They are not the problem. When the CEO of UnitedHealthCare can take millions out of the company while denying health coverage to sick people and no one thinks twice, or those on Wall Street do not have to pay their fair share of taxes, you really don't have any right to blame what has happened to this country on the unions. Union benefits pale in comparison. This country is broke because the Republicans kept changing laws to benefit corporations and Wall Street and rescinded laws that kept the banking/housing industry in check. One Wall Street crash later in the fall of 2008 and this country has slid into a deep recession. That is why we are broke. It is not the fault of the unions. When the oil companies don't pay any taxes at all and John Boehner holds unemployment benefits hostage with a tax cut for the top 2%, something is terribly wrong and out of balance. Scott Walker has shown America exactly what the Republican agenda is. Take care of the rich and to hell with the working stiffs. Try watching something besides Fox News you might develop a more thoughtful and informed point of view.

It is true, that we the citizens are being squeezed beyond recognition; Yes Americans are Broke. Why? Because Wall Street isn't and Wall Street is America; and their dark back ally confederates the Federal Reserve. But today, at this moment there is a distinctly different definition of who Americans are and What America IS: Remember to big to fail, Remember the billions in bailouts. Wall street Execs managed to pay themselves bonuses in the neighborhood of 144 Billion dollars this year alone. And of course the Banks gobbled up in their last little contraction of the Economy, by who, by the Fed. Then of course the Fed, with a nod and a wink, told their most recent acquisitions to gobble up all of the 'paper" associated with worthless loans and purchased that paper from their Banks for 130% of face Value.
So is America Broke? That is the BIG LIE. But are we as a People, as Americans are we Broke? My prediction is, this that the real Enemies of you and Me, through their Greed, their Avarice, become irresistibly Cavalier. How about this. 400 people control more wealth than 150 million US households. So the next time you think that your enemy is some public union worker: give it another thought. I believe that the transparency of these state despots, and the understanding of those who are Banking their despotic attempt to eradicate the middle class. and further economically depress AMERICANS are in for a big surprise. Very Big.

Walker did exactly what he was suppose to do if elected. You can't privatetize jobs when there's a union in place to fight it. The Republicans can't give there big Corprate buddies what they want if there's a pesky Union in the way. The country is going too see alot of this so you people just keep electing them and crying about not making any money. LMAO Remember you get what you pay for and Wisconsin you people got this one all on your own, are you happy now???
