Wisconsin Poll: Republican Enthusiasm Gap Vanishes

The poll released this past weekend by a conservative Wisconsin think tank did more than indicate a preference for compromise among Wisconsin adults. It also includes evidence that the enthusiasm gap favoring Republicans in Wisconsin in 2010 has vanished.

The survey of 603 adults, conducted by the Wisconsin Policy Research Institute (WPRI) between Feb. 27 and March 1, included a question asking respondents whether they are likely to vote in the 2012 elections. Poll respondents typically overstate their true voting intentions on these sorts of questions, and the WPRI survey is no exception: Nearly four out of five respondents (79 percent) said they are "almost certain to vote," while another 8 percent said they will "probably vote," even though the actual turnout among eligible adults in 2008 was 72.1 percent. Nevertheless, these responses provide a crude indicator of intentions, as those who say they intend to vote are more likely to turn out.

Thus, when WPRI asked a similar question on a survey conducted in June of last year, they found fewer Wisconsin adults (57 percent) who said they were "almost certain" to vote in the 2010 general elections. Again, actual turnout among eligible adults was even smaller (51.7 percent), but the responses are a guide that help pollsters sort out the most likely and least likely voters.

In June of last year, for example, WPRI found a considerable gap in vote certainty between Republicans (67 percent) and Democrats (58 percent). But the just completed survey shows roughly the same number of Republicans (85 percent) and Democrats (86 percent) who say they are "almost certain" to vote next year.

Those differences may seem small, but they make a big difference in the composition of the likely electorate. Consider the same questions tabulated a different way, by comparing the party leanings of those who said they were "almost certain" to vote in 2010 with those who now say the same about their intentions regarding the 2012 general election.

When WPRI asked the classic party identification question -- including the follow-up that asks independents how they lean -- they found Republicans had a 5 percentage point advantage with leaners included (47 percent to 42 percent) in June 2010. But on the survey conducted last week, Democrats had a 9-point advantage (48 percent to 39 percent) among the most certain voters.

So while last year's survey of Wisconsin showed the same enthusiasm gap favoring Republicans that pollsters found nationwide, that gap had vanished in the survey conducted last week. In Wisconsin, where Democrats outnumber Republicans among all adults, that shift translates into roughly the same Democratic advantage that the party enjoyed in 2008.

What is unclear from these data is how much of the renewed Democratic enthusiasm is a reaction to Gov. Scott Walker's efforts to eliminate collective bargaining rights for Wisconsin's public unions and how much reflects the typically higher turnout among key Democratic constituencies -- particularly younger and nonwhite voters -- in presidential elections. As such, these results may not reflect voter intentions regarding any special recall elections that may occur this year, especially since the key question asked about whether respondents plan to vote in the 2012 presidential election.

Surveys geared more specifically to any potential recall election, such as the reportedly soon-to-be-released surveys sponsored by MoveOn.org, will help answer those questions.

I wonder, should we not dial down the whole 'you teabagger" line of insults? there are a lot of excellent, educated and valid points here, but from my perspective, the vitriol detracts from the remarks. I was in Madison last weekend and saw a handful of signs with the hitler mustach painted on portraits of Governor Walker, and you know that's what Fox News will highlight. But rather than wandering into censorship territory, I humbly ask that we dial down the rhetoric and focus on the movement and what we can accomplish. We can vent our anger and frustration without stooping to the lows of the misled GOP/ Tea Party base. Fightin' words could be saved for the issues, not the misled. Tell me what democracy looks like?

You have new governors in Michigan and Ohio now that are heading in Walkers footprints, also causing a huge stink and already have their voters wishing they would not have voted for them. Strange that NOT ONE of these governors are doing as they campaigned to do. As soon as they were swore in, they took a hard right.

Elections are won by the "independents", and independents tend to be reasonable (or at least moderate) in their general outlook. I tend to believe myself to be an "independent" (as determined in a highly unscientific, internally flawed, straw poll of one....), and I don't cotton to unions, but I see very little that was reasonable, or even necessary in what Governor Walker did with that bill.

Walker played to the hard edge of his party, and he may be a folk hero amongst them for what he has done, but he has dealt his re-election prospects serious damage in the process.

There is a lot that this country needs, but what it doesn't need right now is a culture war. It is perhaps the greatest mistake that the GOP has made, and it will do nothing to gain them the support of independents..

In this mad dash to blame repubicans for the terrible job theyre doing, and rightly so, I ask more level headed people to also remember how we voted against them in overwhelming numbers in 08 and the democrats found a way to capitulate and compromise on two years worth of these very same harmful ideas. Dont spend too much time blaming either party. Blame the system its rigged against us. What exactly are you expecting to be different in 12?

How can a viable third party come to play in this country? Has corporate power in this country eliminated this possibility? I just don't see it happening until things get much worse although it may happen quicker than I thought it would . . .

Just goes to show you that the dems can make any poll, even one like this one that does nothing more than say lots of people are going to vote next year, look like it gives them an advantage. The dems should actually fear this poll. For years the dems have had Wisconsin locked up. Starting last year as these very poll results reflect, the reps and the independents came out and were ready to get rid of the status quo. Now if you get even more of the same increase of the same voters turn out next year it proves even more doom is in store for the party of civility. Twist it any way you want boys, America has turned her back on the party of civility. Bye Bye!!!!

Please do note that this was from a Republican think tank. The Democrats had nothing to do with the poll. I applaud them for releasing it, as I wouldn't put it past a Republican group to scrap a report like this.

The ostensible platforms of the GOP and baggers were: create private sector jobs and reduce the deficit. We have heard nothing about the former and the second covers attacks on programs that benefit most Americans, while protecting the wealthy.

Let's hope people's memories last a bit longer than they did after the 08 election.
