Obama Wades Into Gun Control Debate, Two Months After Tucson, Arizona Shooting

WASHINGTON -- Two months after the shooting of Rep. Gabrielle Giffords (D-Ariz.) and 19 others in Tucson, Arizona, President Barack Obama finally waded substantively into the debate over gun-control policy.

In an op-ed so under-the-radar that several gun-control activists said they hadn't been aware of its publication, the president penned a thousand-word piece for the Arizona Daily Star on the need for sensible reforms in second-amendment law.

“I know that every time we try to talk about guns, it can reinforce stark divides. People shout at one another, which makes it impossible to listen. We mire ourselves in stalemate, which makes it impossible to get to where we need to go as a country,” Obama wrote. “However, I believe that if common sense prevails, we can get beyond wedge issues and stale political debates to find a sensible, intelligent way to make the United States of America a safer, stronger place.”

As for practical policy suggestions, Obama had a few: enforce laws already on the books, including proper implementation of the National Instant Criminal Background Check System; push for greater state-to-state coordination; and “make the system faster and nimbler” so that those conducting background checks have the best available data. The president also left open the door for more reforms in the future, saying that this moment should only be the “beginning of a new discussion on how we can keep America safe for all our people.”

It was, in short, a first bite at some low-hanging fruit -- not mentioned in the piece are high-capacity magazines, which allowed the Tucson shooter, Jared Laughner, to get off 30-plus shots without reloading. It also seemed to be a set of policy proposals that the White House didn’t feel all that compelled to promote. Immediately following Tucson, aides to the president had suggested he would be making a high-profile speech on gun policy -- an address that never materialized.

Nevertheless, those in the gun-control activist community were pleased, having waited for Obama to finally put his imprint on the debate.

“Actually, I like this,” emailed Jim Kessler, a former director of policy and research at Americans for Gun Safety. “There will be a knee-jerk reaction among some who will say, “Why no clip ban?” But I think on both substance and political grounds, a high-capacity clip ban is the wrong way to go. There were roughly 12,000 gun homicides last year, and I’ll wager that less than 10 were caused by bullets 11 through 30 in someone’s magazine. The problem is bullets 1, 2, and 3 –- not 11, 12, and 13."

“The Obama focus seems to be on shoring up a background system that is the lynchpin of the nation’s gun laws,” Kessler added. “A better system that more accurately and quickly weeds out ineligible buyers may not be sexy, but it reduces crime. And there seems to be some indication that the president is seeking to expand background checks to some other sales that have been previously exempt –- perhaps gun shows. That’s a heavy lift in Congress, but that’s the right direction.”

An email seeking reaction from the National Rifle Association was not immediately returned.

We seem to have more guns per capita than the rest of the world.  We also have more gun deaths per capita.  It looks to be a relationship there.  Isn't this a public health problem that needs to be addressed.  If so, what should be done?

From Gale Encyclopedia of Public Health:

Every year, more than two thousand people die in the United States from gun-related injuries. The population groups most affected by these avoidable deaths are children and young adolescents. The misuse of firearms is a problem worldwide, of course. However, the incidence of firearm use does vary from country to country. According to the United Nations Report on Firearm Regulation, Crime Prevention, and Criminal Justice (1997), the United States has "weaker firearm regulations and higher numbers of deaths involving firearms than all other industrialised—and even most developing —nations." The study also noted that the total firearm death rate in the United States in 1995 was 13.7 per 100,000 people, "three times the average rate among other responding countries and the third highest, after Brazil and Jamaica."
More than half the homes in the United States possess firearms, so it is hardly surprising that they rank among the "ten leading causes of death … accounting for more than 30,000 deaths annually" (Wintermute 1987, p. 3107).

Weak response by Obama. The solution is to ban high capacity clips for handguns -- mass shootings are impossible using six-shot revolvers (Loughner would have been taken down after killing just one person with a six-gun. Instead, his gun had a 33-round, rapid fire capacity; and he was carrying a number of such clips.)

Obama's background check idea isn't going to catch those squeeky clean formerly employed people who are suddenly angry about losing their jobs.

As a violence policy advocate, the steps needed to end gun violence are clear.

The First step is to take advantage of high profile incidents.
The Second step is to marginalize legal gun use and historic precedent.
The Third step is to make some guns seem more dangerous than others, even if they are not.
The Fourth step is to register every sale.
The Fifth step is a robust “Shall Issue” permitting process.
The Final step is to encourage and incentivize the forfeiture of arms.

No shame for the NRA or a branch of the military to do it. For a state government to do such a thing a month after a shooting in which 6 people were murdered including a Federal judge and a United States Representative was severely wounded in a state with an open carry law? Yes, absolutely shameful and indicative of how low our society has declined. Yeah, yeah, guns don't kill people, people kill people.

In Tucson, Loughner had two high capacity magazines, the spring in the second one jammed, that is why he was stopped. If he had used only standard magazines, even ten round magazines, he would not likely have had a mechanical failure. I have fired literally thousands of rounds through my Springfield XD-9 factory magazines without a single jam or failure to feed. Someone that practices a little can change magazines quickly, see the linked youtube video. The video shows someone firing a 1911 .45 pretty quickly, a much more powerful cartridge than the nine millimeter. He fires a total of twenty-two rounds with two magazine changes in around fifteen seconds. He uses seven round magazines and starts with the gun loaded and a round chambered. He comments that the single stack magazines are harder to reload than the double stack he's used to, the Glock uses a double stack magazine which is tapered at the top, creating a funnel effect when reloading.
It's ironic that the high capacity magazine ban probably prompted the trend toward smaller higher powered and more easily concealed handguns reversing the prior trend toward larger higher capacity handguns.

I just see NO useful role for mass magazines...Seems like a no-brainer to me. And since there is no constitutional protection for magazines, why not just ban them?

Obama shows daily what a weak and clueless "leader" he is. He should have been some sports PR guy. It's about all he's qualified for. He's a complete disgrace as a President.
He never does anything but squander money the collective earth doesn't even have, and acts like some (petty) imperious king, not understanding how his power grabs are not "the Executive Branch or the highway".. Naturally he's going to run away to South America to dodge any adult gravitas or responsibility when we get irradiated. he won't do a thing and will probably play Frisbee or watch paint dry.. I suppose it should be all fun and games all the time. How did people manage to be swindled by this childlike lazy fake?

Ban car ownership for all felons and mentally ill
If a person is driving and involved in an accident that leads to a death, that person is BANNED FOREVER from driving.
Don't forget those background checks!
Ban high performance engines (because speed kills)
and don't complain, because driving isn't even a RIGHT protected by the Constitution.

Get the transport number below the firearm number, and THEN you can open your silly debate.
